Abstract:
The world's response to the Kosovo crisis dramatizes the increased role of international military forces in humanitarian action. Some people view this development positively as the harnessing of the military for humanitarian tasks; others are alarmed at the perceived militarization of humanitarian action. A workshop convened by the Netherlands Foreign Ministry in The Hague on November 15-16, 1999, assessed these different perspectives on the Kosovo experience in the light of research it had commissioned.

Abstract:
The borderline between political and humanitarian action has posed serious difficulties for aid agencies responding to humanitarian emergencies associated with war. Although humanitarian response to war-related emergencies should ideally proceed apart from political calculation, in fact it is profoundly affected by the perceived interests of belligerents, states in regions affected by conflict, and major powers in international affairs.

It's not easy to get senior economic officials worked up about the functioning of the international monetary system. Usually, they are preoccupied with the more immediate issues surrounding the national and global economic outlook. But the Mexican peso crisis of 1994-95 and, even more so, the Asian financial crisis of 1997-98 made crisis management important for the economic outlook and pushed many of the otherwise arcane issues in the so-called “international financial architecture” (hereafter, IFA) to the front burner of economic policy.

Abstract:
At the threshold of a new century, NATO needs a new purpose. A NATO maintained solely as a hedge against an uncertain future (including a possibly resurgent Russia) will become increasingly marginal to the interests of its members. A shift in emphasis to defending common global interests risks magnifying discord among Alliance members. Instead, NATO's purpose should now be to extend security and stability to all of Europe. This will require placing more emphasis on the ability to conduct crisis management operations in the region and taking practical, visible steps to keep the door to NATO membership wide open.

Kevin M. Morrison September 1999 Overseas Development Council The debate over debt relief has reached a critical phase. The pressing need to reduce the crushing debt of the highly indebted poorest countries (HIPCs) is no longer in doubt, due to the efforts of advocates in developing and developed countries. At the Cologne G7 Summit in June, the leaders of the richest countries decided to speed up and enlarge their previous debt relief initiative. Now the issue is: How are donors going to pay the bill? The G7 is exploring various means to finance the expanded initiative, and they hope to announce the plan this month during the annual meetings of the World Bank and International Monetary Fund (IMF).But there is concern that, when all is said and done, financing the initiative will cut down other resources for developing countries. Key development assistance programs might be reduced, as might developing countries' earnings from gold exports if the IMF sells some of its gold reserves to finance the relief and the price of gold drops. The point of debt relief is, as the leaders said in Cologne, "to provide a greater focus on poverty reduction by releasing resources for investment in health, education, and social needs." Thus, to provide debt relief and then reduce other resources for development makes little sense.

Environmentalists argue that international trade rules restrict the legitimate use of trade measures to enforce environmental standards internationally and undermine environmental standards at home.
