171. What Happened at the G20? Initial Analysis of the London Summit

Abstract:
G20 leaders met for the second time in London on 2 April, as the global economic crisis began to crash across the borders of poor countries with ever-greater severity. Oxfam's research shows rising human impacts in the shape of job losses, falling remittances to the families of migrant workers and a particularly severe impact on women workers in global supply chains. Based on the latest forecasts, published on the eve of the summit, Oxfam estimates that the crisis could push 100 million people into poverty in 2009 alone.

Recent years have made it clear that NATO is going through a transformation process; Turkey will be one of the allies most affected by this process. Both the future of NATO and Turkey's perception of NATO membership will be at stake unless the allies can reach consensus on the core strategic issues of the transformation agenda. Analysts urgently need to come up with convincing answers to the following questions: In which ways has NATO's transformation been going through? Why does Turkey feel uneasy with some aspects of the process? What steps should Turkey take in order to ensure that the transformation of the Alliance is viewed positively at home?

The Group of Eight (G8) leaders established the Counterterrorism Action Group (CTAG) at the 2003 Evian summit with a view to enhancing global counterterrorism capacity-building assistance and coordination activities and to reducing duplication of effort. The G8 had become increasingly dissatisfied with the slow progress of the UN Security Council's Counter-Terrorism Committee (CTC) in trying to stimulate and help coordinate global counterterrorism capacity-building activities during the first two years of the latter's existence. Among the goals in creating the CTAG was to offer the CTC a donor forum in which to share information regarding priority assistance needs related to the implementation of Security Council Resolution 1373, with a view to identifying the appropriate donors to address each identified need. The G8 agreed to invite “other states, mainly donors,” and the CTC to join the group, which now includes Australia, the European Commission, Spain, and Switzerland.

The monograph at hand is based upon the author's PhD thesis, successfully defended before the University of Amsterdam in 2005. Although it is not indicated by the main title, International Institutional Veil in Public International Law, the book deals mainly with the many different aspects of the law of treaties concluded between, or with, international organizations. The choice of the title is a result of the author presenting the topic with a broad foundation, in the context of which she thoroughly scrutinizes the specific nature of international organizations and their independence in dependence.

Abstract:
The jurisprudence of the International Court of Justice gains more and more importance, in particular because not only are so-called 'secondary' cases, that is cases of alleged secondary importance such as delimitation of land or maritime boundaries cases, brought before it, but also rather sensitive and highly political cases involving questions of use of force and self-defence. Furthermore, the Court is seised of cases involving states of all parts of the world, which also marks a positive development compared to its early times. Therefore, the jurisprudence of the ICJ plays a predominant role in all domains of international law and is of concern not only to those involved in international law, international relations, or international organizations, but also to national lawyers and politicians. The idea, therefore, of providing the international community with a publication that gives an overview of the jurisprudence of the ICJ (and thus allows easy access to its case law) is to be welcomed.

176. A Fresh Look at Global Governance: Exploring Objective Criteria for Representation

Abstract:
The geopolitical world of the 21st century is very different than that of the post–World War II era. In this new world order, what constitutes a system of global governance? We argue that it has to balance representation, which is made credible by the inclusion of key parts of the global community, and effectiveness, which means involving as small a number of actors as possible while having access to the resources—and clout—to turn decisions/intentions into action/results. In this paper, we propose simple, fundamental criteria—based on global shares of GDP and population—around which global governance might be organized. We analyze the role that these criteria would assign to different countries and compare them with some of the key components of the system of governance currently in place—the Bretton Woods institutions and the United Nations. We also examine the implications of our analysis for membership in the G-20 and the OECD. We find major disparities, which suggest the need for fundamental changes in sharp contrast to the incremental changes that are currently being considered. Overall, our analysis points to the need for a more comprehensive approach, and for much more than incremental solutions.

177. Come Home, NATO? The Atlantic Alliance's New Strategic Concept

This DIIS Report provides an overview of the political and military issues that are likely to shape the coming discussions about NATO's new Strategic Concept. NATO's current Strategic Concept dates back to 1999 and over the last couple years an increasing number of policy-makers have suggested that it is time to take stock of the transatlantic Alliance. The exercise is significant because the Strategic Concept represents the operational view of the Washington Treaty - the basic text of NATO - and because it will bequeath a new strategic direction to the Alliance. The Report presents three arguments. One is that the Strategic Concept serves several functions: it codifies past decision and existing practices; it provides strategic direction; and it serves as an instrument of public diplomacy. The second argument is that the new Strategic Concept must balance the push and pull of two competing visions of NATO, one being 'Come home, NATO;' the other being 'Globalize, stupid.' The contest between these diverging visions has consequences for a number of issues that the Strategic Concept must address. Lastly, it is argued that although the agenda of globalization is being questioned, NATO will continue down the path of global engagement.

What began as the sub-prime crisis in America is now universally recognised as a Global Financial Crisis (GFC). While the consequences are clearly global, however, the required policy responses may be largely domestic, as indeed they have been so far. Nevertheless, financial markets are looking to the forthcoming G-20 Leaders' London meeting in April, in the hope that it will produce confidence-boosting measures. Realistically, what can be done at the international level? The central issue to be explored here is the extent to which an international response is relevant to the GFC, in the form of policy coordination or cooperation in rule-setting of the kind that could be orchestrated by the G-20 Leaders.

179. The Oil Boom in the GCC Countries: Old Challenges, Changing Dynamics

Abstract:
The recent oil boom (2002 to mid-2008) generated a large volume of revenues for the six Gulf Cooperation Council (GCC) countries: Bahrain, Oman, Kuwait, Qatar, the United Arab Emirates (UAE), and Saudi Arabia (SA). Estimated at an annual average of U.S. $327 billion over the period 2002– 2006, the revenues more than doubled their average as compared with the preceding five years. The abundant revenues were instrumental in boosting economic growth; and macroeconomic indicators such as growth and investment in the GCC were also robust over the period 2002–2007. On the other hand, other indicators pertinent to the labor market, the structure of the economy, and governance were less positive.

Abstract:
Among the policy suggestions for heading off Iran's emergence as a military nuclear power is the notion that Saudi Arabia should use its position -- as the world's largest oil exporter and effective leader of the OPEC oil cartel -- to apply pressure. The kingdom is increasingly concerned that nuclear weapons capability would confer on Iran the status of regional hegemon. But any hope that Saudi Arabia would intervene to stop that possibility, by pumping extra supplies to lower prices and decrease Iran's oil revenues, is probably misplaced.
