Abstract:
Notions of development have varied over time, and so an account of the international organizations concerned with its advancement must be accordingly elastic. The roots of international organizations concerned with development lie in two aspects of global inter-connectedness. The first is the propagation and management of a nascent technology for the global good. Thus were born the International Telegraph Union (ITU, now the International Telecommunication Union) in 1865 and the General Postal Union (GPU, now the Universal Postal Union) in 1874.

Why.Is.Management.Important? The UN field mission is a complex beast. From the smallest political mission to the largest peacekeeping operation, it employs a uniquely diverse staff and performs a broad array of tasks in an environment that is sometimes dangerous, often unstable, and always challenging. Resources are scarce and inflexible. Internal regulations and procedures are cumbersome, and, at times, can impede rather than facilitate success. On top of it all, success is often hard to measure or even recognize. Unlike the private sec-tor, success in the field does not come from increased quarterly profits, but rather from a conflict prevented, the perception of a peace dividend, or the renewed optimism of a host population. Unfortunately, UN staff can only contribute to these goals, as so many factors are beyond the mission's control.

The 2007–2009 global financial crisis demonstrated that the world required a much stronger framework for cooperation on financial and economic issues. In September 2009, G20 heads of state responded to this need at the Pittsburgh G20 Summit with the “Framework for Strong, Sustainable and Balanced Growth” (the Framework). The MAP was created to both monitor and support G20 countries in their follow- through on commitments made under the Framework.

Section 337 of the Tariff Act of 1930 gives the United States International Trade Commis¬sion (ITC) the power to exclude products from the United States that are imported pursuant to “unfair methods of competition.” The range of potential activities covered by the law is broad, but the most common claim brought before the ITC is patent infringement. In addition to fil¬ing a lawsuit in federal district court, U.S. pat¬ent holders can often use Section 337 to bring a second case over the same subject matter as long as the defendant imports the impugned product from abroad. This tactic has become increasing¬ly popular because the ITC renders its decisions relatively quickly and has the authority to order a very powerful remedy—total exclusion of the product from the U.S. market.

105. Lessons Learned From the 2011 Strategic Petroleum Reserve Release

On June 23, 2011, the International Energy Agency (IEA) announced plans to coordinate the release of emergency oil stockpiles in an attempt to offset an ongoing loss of crude oil production in Libya. In the six months prior, oil prices had jumped more than 20 percent, as political upheaval in Libya had prevented an estimated 132 million barrels of oil from reaching the market. IEA member country policymakers feared that high oil prices risked undermining a nascent global economic recovery. To combat that threat, twelve IEA member countries made roughly sixty million barrels of crude oil and refined oil products, such as diesel and gasoline, available to the market. The release, which the IEA referred to as the “Libya collective action,” lasted from July 23, 2011, until September 15, 2011. It was only the third time in its nearly thirty-year history that the IEA, which was founded after the 1973 oil crisis, has undertaken a coordinated release, though the United States has unilaterally released strategic stocks on several occasions for reasons that include raising revenue and countering rising heating oil prices.

Emerging doctrines on security sector/system reform (SSR) have attempted to systematize these efforts. The goal of international support for SSR has been defined as helping countries meet their security and justice challenges in a manner consistent with democratic governance. There have been difficulties, however, in putting these principles into action.

Climate change will most likely impose great hardships on Africa's agrarian societies in the coming years, but new research suggests that, despite current thought, it will not increase the likelihood of civil war. The concern that scarcity will breed conflict is understandable, but the data show that civil war is more highly correlated with other factors, such as high infant mortality, proximity to international borders, and high local population density. Climate shocks are certain to increase the suffering of marginalized societies in other ways, which makes it all the more important that we do not militarize the issue lest fear limit immigration and relief efforts.

In 2010, the G20 committed themselves to promoting inclusive and sustainable economic growth. They argued that 'for prosperity to be sustained it must be shared' and also endorsed 'green growth', which promises to decouple economic expansion from environmental degradation. But G20 countries have some way to go to match this commitment. This paper assesses their record, and points the way forward.

This article analyses the role of international organisations in global policy diffusion, drawing on the example of lifelong learning, a currently widely appreciated concept in education policy. I explain this success based on a sociological institutionalist framework, arguing that lifelong learning has become a global norm in education policy. For this purpose, I conduct a quantitative study of 99 countries from 1996 to 2004, showing how the idea of lifelong learning has been disseminated by international organisations and how states have reacted to this development. I first outline the theoretical framework, highlighting in particular the crucial role of international organisations. In a further step, I present the data and methods. In the third part, I analyse the activities of several international organisations on lifelong learning. In the fourth step, I show how lifelong learning has spread, distinguishing the idea of lifelong learning and reforms linked to it. Fifth, as the quantitative analysis shows, international organisations like the Organization for Economic Cooperation and Development and the European Union can explain a large part of dissemination when it comes to the idea of lifelong learning, but reforms are more dependent on national preconditions like the wealth of a country. In the conclusions, I sum up the article's main findings and outline further research areas linked to global diffusion processes.
