1401. Capital Flight: Measurement and Drivers

Abstract:
This paper describes the nature of capital flight, the methodologies used to measure it, and its drivers. The paper presents updated estimates of the magnitude of capital flight from 39 African countries for which adequate data are available for the period 1970-2010. It gives a global context of the problem of capital flight from Africa by providing comparative indicators on capital flight and related flows for other developing regions. The paper undertakes a detailed econometric analysis of the drivers of capital flight from African countries. It explores empirically the role of domestic and external factors in driving capital flight, including structural factors, the macroeconomic environment, governance, risk and returns to investment, capital account openness, and financial development. The first objective of the study is to contribute to the literature by providing the most comprehensive analysis of capital flight from Africa that takes into account economic as well as non-economic dimensions, and recognizes the importance of both the domestic and global contexts. The second objective is to contribute to the policy debate on capital flight both in Africa and globally.

Abstract:
This year, 2014, marks 25 years since the fall of the Berlin Wall and the symbolic end of the Cold War in 1989. It also marks the anniversary of the beginning of an extraordinary proliferation of media outlets in sub-Saharan Africa, which swept across the continent, freeing Africa’s press and liberating the airwaves from monopoly by the state. Economics, technology, and socio-political forces all played major roles in this boom of Africa’s media. But one of the untold stories of these changes is the role of donor aid in this process. This is the subject of the Center for International Media Assistance’s latest report, Africa’s Media Boom: The Role of International Aid, by veteran international media consultant Mary Myers. It explores these questions: · How much of a catalyst were foreign donors in this mushrooming of Africa’s news media? · What were the motives and mechanisms of this aid? · What difference did it make at the time, and subsequently? · Was media proliferation necessarily a good thing–did it lead to pluralism and genuine freedom?

The 69‎th session of UN General Assembly is being held against the backdrop of international crises that include the Ebola outbreak in West Africa, ISIS military gains in Iraq and Syria, and continuing negotiations with Iran. According to the recently released 2014 Chicago Council Survey of American opinion on foreign policy, majorities are confident in the UN’s ability to carry out humanitarian efforts and peacekeeping. They are more skeptical, however, of the UN’s effectiveness when it comes to preventing the spread of nuclear weapons, resolving international conflicts, and sanctioning countries that violate international law.

Abstract:
Syria’s nearly four year civil war took a dramatic new turn this month as the United States and its coalition partners began bombing militants from the Islamic State group (formerly know as the Islamic State of Iraq and Syria) and al-Qaeda’s Syrian affiliate Jubhat al-Nusra. The U.S. intervention opens up profound uncertainties about the objective and targets of the military action, the responses of the dizzying array of actors on the ground, and the potential for escalation. In December 2013, POMEPS published “The Political Science of Syria’s War,” a collection of original essays by many of the top civil wars and insurgencies scholars, which helped to place the Syrian war into a broad theoretical and comparative perspective. This new collection of articles originally published on “The Monkey Cage” explores the evolution of the conflict, the nature of the Islamic State, and key debates about Syria’s horrific war.

Abstract:
Turkey’s Prime Minister Recep Tayyip Erdogan occupied a dominant political position not too long ago. In June 2011, his Justice and Development Party (AKP) won nearly 60 percent of the seats in parliament while expanding its lead over its closest competitor. Turkey seemed well primed to take advantage of the Arab uprisings, with its independent foreign policy and criticism of Israel playing well with Arab audiences. Erdogan even seemed keen to find a resolution to the long-running struggle with the Kurdistan Workers’ Party (PKK) and reconcile with the country’s Kurdish citizens. Those days seem distant indeed. For at least the last six months, Erdogan has struggled to respond to sustained popular protests, a growing corruption scandal, a stalled peace process with the PKK, a deeply unpopular and ineffective Syria policy, and dissent from within his own party. By the autumn of 2013, the Middle Eastern regional security complex (RSC) had taken on a new configuration, which was substantially different from—and much more explosive than—the one that existed prior to the large-scale popular uprisings that broke out across the Arab world in the winter of 2010-11. Foreign policies adopted between 2000 and 2010 by the Ba‘thi regime in Damascus, the leaderships of Hizbullah and HAMAS, and the Israeli government to parry overlapping internal and external threats created an unprecedented patchwork of strategic rivalries and alignments. Large-scale popular unrest in Iraq and Egypt in early 2011, along with the outbreak of full-scale civil war in Syria later that same year, generated an even more intricate web of interstate security dynamics. The reconfigured RSC that emerged out of the “Winter of Arab Discontent” is only beginning to be explicated, and can best be addressed by tracing the connection between domestic political conflicts and shifts in external belligerence and alignment across the region.
