La competencia en lenguas extranjeras ha sido desde siempre un factor clave para el adecuado funcionamiento de los servicios de inteligencia. Sin embargo, los cambios en la situación geoestratégica habidos en los últimos años han hecho que resulte imprescindible contar con personal competente en algunas lenguas minoritarias o habladas por poblaciones muy distantes geográficamente pero que son gran importancia por razones de seguridad y defensa. Tras un breve repaso de las exigencias de conocimientos de lenguas extranjeras por parte de las agencias de inteligencia de países occidentales a la hora de seleccionar personal, se revisan en detalle los programas puestos en marcha recientemente por la administración norteamericana para conseguir especialistas en las lenguas consideradas de interés estratégico. Por último, se analizan cuáles son las lenguas de interés estratégico para España y con qué posibilidades de formación en ellas se cuenta dentro del sistema universitario español.
In December 2005, the New York Times reported, and President Bush confirmed, that the National Security Agency (NSA) had been conducting electronic surveillance of international communications, to or from the United States, without obeying the Foreign Intelligence Surveillance Act of 1978 (FISA). The disclosure ignited a wildfire of political and legal controversy, which continues to generate heat, if not light, today.
The just-released National Intelligence Estimate (NIE), "Iran: Nuclear Intentions and Capabilities," is about weaponization, not the enrichment and fuel cycle issues that have been the focus of multiple UN Security Council and International Atomic Energy Agency (IAEA) board resolutions regarding Iran's nuclear program. The NIE only suggests that Tehran has changed its sequence -- something that does not slow the country's progress toward a nuclear weapon by a single day. Therefore, it is not clear how this report affects the current thrust of U.S. policy: to stem Iran's nuclear fuel cycle capabilities.
July 18 marked the thirteenth anniversary of Argentina's deadliest terrorist attack: a 1994 car bombing carried out by Hizballah at Iran's behest. The attack targeted the Asociacion Mutual Israelita Argentina (AMIA), a Jewish community organization, killing 85 and wounding more than 200. Last week also saw the release of a new National Intelligence Estimate (NIE) warning of an increased likelihood that Hizballah could attack U.S. soil if it, or Iran, feels directly threatened by the United States. Washington continues to take action against the organization, but given Hizballah's impressive fundraising capabilities and Iranian support -- both highlighted recently by Argentinean officials involved in the long-running AMIA case -- the task is challenging.

On July 17, Director of National Intelligence Mike McConnell released declassified key judgments from a National Intelligence Estimate (NIE) on "The Terrorist Threat to the U.S. Homeland." According to the NIE -- which represents the intelligence community's collective view on a given issue -- al-Qaeda still has both the capability and intent to conduct an attack inside the United States and will increase its efforts to place operatives in the country. Terrorists coming from Europe pose a particularly serious risk. Yet, in addition to remaining a major threat to the United States, al-Qaeda has made clear through recent statements and actions that it poses a serious threat to many U.S. allies as well -- and that its definition of success is no longer limited to an attack on U.S. soil.
There are fast-moving developments in the British hunt for the terrorist cell that tried to set off two car bombs in central London on June 29. Two men were arrested after they tried to crash a vehicle loaded with flammable material into a Glasgow airport terminal on June 30. And a man and woman were arrested yesterday when their vehicle was stopped on the major highway between London and Scotland. Houses have been searched in several parts of Britain, and the number detained rose to eight today, including one in an undisclosed foreign country.

This publication is based on the results of a seminar that took place in October 2006 in Cavtat, Croatia. The partners to this project, the PfP Consortium Security Sector Reform Working Group (under the chairmanship of the Geneva Centre for the Democratic Control of Armed Forces – DCAF) and the PfP Consortium Study Group on Regional Stability in South East Europe (under the chairmanship of the Austrian Ministry of Defence), together with the Croat Institute for International Relations – IMO – Zagreb, together with the Western Balkan policy community, reviewed the democratic standards for security sector reform and governance and the development of the preaccession SSR conditionality in the light of the evolving Security Sector Reform concepts of NATO, the EU and other International Organisations.

El fenómeno terrorista es un mal cuya solución pasa, inevitablemente por la concienciación social y la contestación cívica, basada en los valores que cimientan el Estado democrático. Pero, obviamente, esta mención no pasaría de lo meramente anecdótico y programático, como un "brindis al sol" sin la mención expresa a las Fuerzas de Seguridad encargadas de la inteligencia, vigilancia y, sobre todo, del desmantelamiento de las organizaciones de tipo terroristas existentes en un momento y tiempo dados.

Intelligence and law enforcement agencies in western democracies are turning increasingly to electronic surveillance tools in their efforts to identify and combat new terrorist threats. But this does not mean that they are equally equipped to undertake these measures. As the author shows by comparing surveillance activities in three countries—Great Britain, the United States, and Germany—the Federal Republic's more restrictive legal norms and institutions provide its government with much less freedom of maneuver than its allies.
