1. Can Religious Human Rights Discourses Help Integrating Muslim Migrant Communities Across Europe?

Abstract:
The perception of Islam as antithetical to European human rights values is widespread in Europe. Such perceptions complicate the task of integrating Muslim minorities across Europe. While incrementing respect to human rights norms among migrant communities is an important element of any integration policy, this goal should not be perused by forcing migrant communities to adhere to human rights norms based on purely secular grounds. The drafting history of the Universal Declaration of Human Rights is the ultimate proof that human rights can be justified from different political, philosophical and religious perspectives. While European States cannot compromise their commitment to human rights, even in relation to migrant communities, still, they must allow other narratives on the importance and the meaning of human rights to emerge. Muslim migrant communities must be allowed to engage in intra-group religion-based dialogues to reevaluate their stance on human rights and to debate their meaning. After being given the opportunity to engage in internal debates on the significance of human rights, Muslim migrant communities should also be engaged in cross-cultural dialogues with the rest of community to generate a wider agreement on the meaning and the application of human rights. This two-fold strategy is consistent with the principle of subsidiarity, which suggests that for human rights be effective they must be seen as legitimate by all those small groups that are close to the individual. Such legitimacy cannot be imposed from the outside, it must emerge from within these small groups. However, for these intra-group and cross-cultural dialogues to succeed, the separation of religion and State cannot be understood as the complete exclusion of religion from the public sphere. Individuals of different philosophical or religious convictions must have an equal access to public debates on the centrality of human rights in the European legal order.

2. European migration and border management: Future reforms reassert symbolic solidarity

Abstract:
In 2021, major symbolic changes are expected to be made to European migration and border policies, as Frontex standing corps is established in January and regulations for the New Pact on Migration and Asylum should be adopted by June. The Migration Pact proposed by the Commission in September 2020 would obligate member states to help each other in the event of migratory pressure, disembarkations or situations of crisis. Despite “mandatory solidarity” in the New Pact, there is no common migration policy, but the recognition rates continue to vary from country to country. Whereas common solutions to migration and asylum policy have not been found since 2015, countries were quick to adopt a Regulation on the European Border and Coast Guard 2019/1896, which stipulates the progressive deployment of Frontex’s own 10,000 European border guards from 2021 onwards. Both migration and border management reforms are symbolically important for European integration, but member states retain their sovereign competence to decide who can stay and who should return.

Abstract:
European cities and towns deserve to have a bigger say in developing migration and integration policies at the national and EU level. European cities and towns are at the forefront of the reception and integration of refugees and migrants. Their expertise and knowledge are crucial in crafting workable solutions for new arrivals and their host communities. Luckily, EU institutions and a growing number of member states are starting to recognise municipal actors as essential players in integration governance. However, moving away from ad hoc exchanges on integration towards more structural forms of cooperation, and opening up migration policy debates to local input remains challenging. Building on an analysis of the benefits of proactive cooperation between local authorities and EU institutions, this Policy Brief presents recommendations to (i) strengthen the local impact on supranational policymaking; (ii) link migration and integration policies through the inclusion of municipalities; and (iii) mitigate the urban-rural divide.

4. Potential of Blockchain Technology for Trade Integration of Developing Countries

Abstract:
Blockchain technology (BT), famous due to its use in digital currencies, also offers new opportunities in other fields, one of which is trade integration. Developing countries especially could benefit from greater trade integration with BT, as the technology can, for example, remedy deficiencies with regard to financial system access, intellectual property protection and tax administration. BT allows virtually tamper-proof storage of transactions and other data on decentralised computer networks. In fact, it is possible to store not only data, but also entire programmes this securely: Smart contracts enable the automation of private transactions and administrative processes. This article summarises the latest research on the use of BT in trade integration by examining in more detail five key and, in some cases, linked fields of application. The first is trade finance, where BT could deliver direct cost savings for exporters and importers by removing the need for credit-lending intermediaries. Second, tamper-proof storage of information on the origin and composition of goods could enhance supply chain documentation. This makes it possible to more reliably verify compliance with sustainability standards, particularly for globally produced goods. However, for the information in blockchains to be truthful, it must be entered correctly (it is then tamperproof), a process that therefore requires monitoring. Third, BT could deliver improvements in the field of trade facilitation by making it easier for border authorities to access information on goods and thus easing reporting requirements for exporting firms. By reducing dependence on central database operators, BT could help bring about a breakthrough with existing digital technology in the area of trade. Fourth, facilitating access to information on goods could also simplify customs and taxation procedures and make them less vulnerable to corruption and fraud. This goes hand in hand with cost reductions for exporters and better mobilisation of domestic resources for public budgets. Fifth, in the field of digital trade, BT also facilitates management of digital file rights in environments where, for institutional reasons, there is little intellectual property protection. This could help to promote digital industries in developing countries. However, when it comes to using BT in border and customs systems in particular, it is essential to involve the relevant authorities at an early stage. At the same time, it is necessary to promote uniform technical standards for supply chain documentation in order to safeguard interoperability between the different systems across actors and national borders and thus fully leverage the cost advantages. If these guidelines are taken into account, then BT could effectively support sustainable trade integration of developing countries.

5. Narratives of Political Unity in Times of Differentiation

Abstract:
Heterogeneity among countries in the European Union has continuously grown through enlargement processes or the outbreak of specific crises. After reaching important outcomes such as the European Monetary Union or the Schengen Agreement, in the face of the “big bang” enlargement of 2004 both national and European Union representatives subsequently committed to the motto “united in diversity”, confident that the European project would progress and deepen. Nevertheless, the crises in the euro area posed a number of new internal and external challenges to the overall European integration process as well as the EU’s political unity in terms of member states sharing the same rights and obligations, making permanent forms of differentiated integration more likely. Against this background, the paper presents a new collected dataset to outline how the EU narrative of political unity changes during times of increasing political differentiation and consequent differentiated integration. As such, it conducts a narrative analysis in two selected cases, the period between 2000 and 2004 preceding the big bang enlargement as well as the years of the crises in the euro area between 2010 and 2014. Although the existing narrative of political unity in the EU has changed in response to the crises under the more sceptical phrase “divided in unity”, our analysis shows that differentiation is not a threat to political unity.

6. Debating the Dual Citizenship – Integration Nexus in Turkey

Abstract:
This article explores the institution of dual citizenship outside of the West and focuses on Turkey to assess the possible relationship between dual citizenship and the integration of migrants, drawing on Kymlicka and Norman’s (2000) dimensions of citizenship framework, with its tripartite focus on formal status, activity and identity. The research incorporates the perspectives of the three key groups of actors involved in international migration: the host state, the major sending states, and the migrants themselves. Our findings indicate that dual citizenship is neither a barrier to, nor facilitator of, integration in the citizenship dimension of activity in Turkey. Rather, integration — perceived as economic participation by the great majority of the actors — is linked not to dual citizenship per se, but to the acquisition of citizenship in the host country.

7. Another Story from the "Refugee Crisis". Resettlement in Small Towns and Rural Areas in France

Abstract:
Since 2015, refugee resettlement programmes have grown significantly in Europe becoming a key component of European asylum strategy. In 2017, Emmanuel Macron committed to resettle in France 10,000 refugees until the end of 2019. Refugees from Syria and Africa are increasingly welcome in small towns and rural areas. There are plenty of challenges to address when it comes to receiving refugees in smaller communities. Small towns are often less accustomed to refugees, and above all, they do not have the same human and financial resources as large cities to provide services adapted to this population’s needs. The lack of opportunities, in particular job opportunities, affects the attractiveness of these areas for newcomers. On the top of that, the continuous rise of the far right in France since the 1980s is often perceived as a political hurdle in sized cities and rural areas. However, this study shows another picture altogether. Following interviews and field visits with some 40 practitioners, the study offers an alternative picture to the stereotypes usually associated with areas. Indeed, small towns and rural areas prove to be places of hospitality. Refugees in small towns are not perceived as anonymous newcomers. Instead, they quickly become new members of the local community and receive strong support from many local residents. Likewise, in order to address specific needs of the refugees, local actors are drivers of innovation who often manage to design new solutions in an informal fashion. Of course, this positive image of the reception and integration of resettled refugees in small towns and rural areas should not obstruct the difficulties encountered such as lack of public transportation, access to healthcare, learning French. However, the strong mobilisation of local residents mitigates the handicaps of these areas. They have proved to be a powerful driver for integration. For example, access to labour market is facilitated by interpersonal networks in areas where there is a shortage of manpower. This study highlights that many obstacles to refugee integration are not specific to refugees. Lack of transportation, of doctors and of public services affect local populations all the same. But local actors proved to be innovative to address these issues for refugees and provide lessons to learn for big cities and for the future of migration policies in France. 8. Russians in Europe: Nobody’s Tool – The Examples of Finland, Germany and Estonia

Abstract:
This analysis calls for European governments to pay greater attention to the resilience of their societies, starting with the integration of minorities. It is also important to continue work to increase awareness of Russian influence. The paper analyses the issue of Russian speakers in the EU based on the example of Finland, Germany and Estonia. Although the Kremlin’s “Russian World” policy sees all the people connected to Russia as a homogeneous group, the minority groups analysed are quite diverse. The media preferences and habits of Russian-speakers are connected to language, naturally, and these communities are one of the targets of Russia’s actions. At the same time, Russia also targets non-Russian audiences. It promotes propaganda that is tailor-made for specific countries, based on existing conditions. The grievances of Russian-speakers are one such tool, but they constitute one of many available—and not the main one.

Abstract:
Although four years have passed since the 2015 refugee “crisis”, Greece’s reception system is still inadequate in serving the needs of the arriving populations. Since current debates focus on the weaknesses of the reception system, the issue of asylum-seekers and refugees’ integration has been indirectly outweighed. Without underestimating the issue of reception, this policy brief argues that the current political, social and environmental developments highlight the need to move towards decentralized and locally-oriented integration policies. After discussing the past context and the current developments of migration in Greece, we highlight the political, utilitarian and moral reasons that render integration policies both necessary and beneficiary for the domestic and migrant populations. Finally, we conclude with some recommendations regarding the way forward.
