71. Is the Devil in the Details? A Rare Look into a BRI Contract in Kyrgyzstan

Abstract:
This analysis delves into the concerns surrounding debt-trap diplomacy in Kyrgyzstan by examining a leaked loan contract of China’s Belt and Road Initiative (BRI) for the construction of the Alternative North-South Road. This unique occasion—as contracts are usually shrouded in confidentiality—sheds light on the dynamics of BRI lending in the region and on a global level. The analysis considers the political and economic implications of China's investments in Kyrgyzstan, aiming at investigating whether the investment is geared toward exerting political influence, as has been suggested by the active political debate around the narrative of debt-trap diplomacy. While acknowledging the limited data available, this analysis neither finds application for debt-trap diplomacy nor an active attempt by Chinese entities to utilize contractual provision, even though on paper the contract could allow for the latter. Despite the lack of hard evidence, the paper contributes to the academic debate by shifting attention from broader geopolitical considerations and the debt-trap narrative, to increased scrutiny of contractual provisions in large-scale infrastructure projects, in which BRI lending indeed appears to differentiate itself.

Abstract:
This article seeks to analyze the Sino-African relations and in particular the Belt and Road Initiative investments through the study of deviant cases. Using the cases of interrupted cooperation agreements in Sierra Leone and Tanzania under the initiative, this article argues that the interruption is caused mainly by the nature of the projects which make them vulnerable to changes in domestic politics. To explain this, we propose the concept of presidential megaprojects.

Abstract:
Despite the divergent perspectives that address the presence of China in the Global South through the Belt and Road Initiative, scarce approaches identify how Latin America could face that challenge to reverse its historical dependency and promote economic development. We address this question by recovering and updating structuralist, dependentist, and autonomist contributions developed in Latin America combined with an arrighiean version of the world system. We compare the Latin American and Chinese trajectories regarding regional integration, productive and technological constitutions, spatial asymmetries, and state capacities. Finally, we propose how to forge a relationship with China that enhances Latin American autonomy.

74. Challenges to Submarine Cable Connectivity in Southeast Asia and the Implications for Regional States

Abstract:
The fibre optic cables laid on the world’s seafloors have become more indispensable in the digital era when data is viewed as the “new oil”. There are now 552 submarine cables in service or under construction across the globe, spanning about 1.4 million kilometres (km) and transmitting over 95 per cent of global data traffic. Submarine cable connectivity is vital for the development of countries as it underpins their digital communications in finance and commerce, air and sea navigations, defence, as well as diplomacy. These cables are especially important in Southeast Asia which hosts many emerging economies with surging bandwidth demand. Malaysia recorded a peak in internet bandwidth demand in December 2022 at 1.9 terabytes per second (Tbps), indicating the increasing importance of submarine cables to the country’s digital economic growth. However, cable connectivity in Southeast Asia is vulnerable to challenges such as damage caused by human activities at sea and the South China Sea disputes, which will have implications for regional states.

Abstract:
One of the greatest resources for promoting peacebuilding and sustaining peace in the long term is always rooted in people and their culture. Bearing this in mind is a major step towards addressing domestic violence, intimate partner violence, disputes over land ownership and challenges associated with weak social cohesion that plague Ibadan, Nigeria. This study explores the contributions of informal peace committees (IPCs) as informal peace infrastructures (IPIs) in responding to the menace and powering peacebuilding from below in the local setting of Ojoo, Ibadan, where the study was conducted. The qualitative study adopts participatory action research design. It uses purposive sampling techniques and sourced primary data from individual interviews, focus group discussions, observation and diarising. Twenty respondents were interviewed and three focus group discussions were conducted for the study with a view to collecting primary data. Although IPIs also have their own weaknesses, the study revealed that local peace infrastructures, such as IPCs are resourceful and effective in addressing multiple threats, including domestic and intimate partner violence, disputes over land ownership, weak social cohesion and building peace from below. The study further revealed that IPCs can be sustainable if established through collaborative efforts in the affected community at a grassroots level with a sense of shared ownership, feelings of inclusiveness and project legitimacy.

76. Infrastructure Challenges in the Alaskan Arctic

Abstract:
Infrastructure in northern Alaska requires special attention. Challenging weather conditions— including cold temperatures, remote conditions, limited transportation and logistical support, and inadequate technical capacity—result in higher costs and less reliability. These challenges are exacerbated by climate change. Permafrost thaw undermines the stability of foundations, causing building subsidence. Portions of roads are sinking, pipelines are being damaged, and utility poles are toppling over. In addition, climate change is accelerating the disappearance of sea ice, resulting in storm-caused tidal surges that erode and flood the land, causing buildings to collapse and people to lose their homes. Before discussing the current and future challenges caused by climate change, it is useful to briefly discuss the patterns of development in northern Alaska. Most of the population lives in small villages either on the coast or along small rivers. The largest “cities”—Nome, Kotzebue, and Barrow (Utqiagvik)—have populations of around 3,000 people.1 Most of the villages are not connected by roads, and there is no interconnected electricity transmission, water, or sewerage system. Transportation between villages for both goods and people is by boat or plane—the latter can be quite expensive. Hence transporting materials and equipment for infrastructure assets can add significantly to the costs of the services that they provide. The absence of regional electric grids means that each village must rely on either mini-grids or self-generation, which are neither efficient nor cheap. The primary source of energy is diesel fuel. Except for larger coastal communities, diesel oil must be flown into villages, increasing fuel costs to more than double the cost of similar fuels in the lower 48 states. Providing adequate water and sanitation services is a major challenge due to the inability to bury pipes. There is a wide range of sanitation services. Some villages have relatively modern systems, while others are dependent on primitive systems which haul away sewage in buckets. The cost of installing adequate water and sanitation services in northwest Alaska can be several times higher than installing similar systems in the southern part of the state.

Abstract:
Since the launch of the Silk Road Economic Belt (SREB) in September 2013, the interaction between China and the post-Soviet Eurasian countries has become more dynamic than ever before. Considering the individuality among and differences between these countries (Sun, 2023), and the specific forms of cooperation, China has adopted unified but differentiated objectives and plans for collaboration with them. A key feature is that countries participating in the Belt and Road Initiative receive preferential policies and conveniences within the cooperation framework. Meanwhile, bilateral cooperation is also being actively seen. The primary case study chosen to illustrate the progress and current status of people-to-people exchange in this paper is the relationship between China and Georgia. Georgia’s case serves as a representative example when examining cooperation and interaction within the BRI. The exploration of China’s BRI lays the groundwork for understanding the broader context of international collaboration. Within this expansive framework, the specific case study of China-Georgia relations provides a nuanced lens through which to examine the intricacies of people-to-people exchange and cooperation. Evaluating China-Georgia relations through traditional perspectives may risk overlooking the full reality. Firstly, Georgia actively participates in the BRI, demonstrating significant interest in collaboration with China for mutual benefits and profits (Gürcan, 2020). Secondly, due to its geographical distance from China compared to Central Asian states, the forms of interaction and connectivity between Georgia and China require efforts from both sides. This dynamic not only presents specific challenges for various forms of cooperation within the BRI framework, but also underscores the significance and value of this research. Thirdly, analyzing the China-Georgia interaction uniquely from the perspective of the BRI is necessary. When discussing China-Georgia relations, people-to-people exchange and cooperation in science, education, culture, and health represent the realization of mutual interests and understanding between the two countries (Shi, 2018).

In December 2021, the president of the European Commission Ursula Von der Leyen unveiled Global Gateway. With an investment package of 300 billion euros, compromising both public and private funds, the Global Gateway seeks to accelerate the green and digital infrastructure development. By adopting this multifaceted approach, Global Gateway strives to transcend traditional dependency dynamics and encourage equal partnerships. At the core of the Global Gateway’s initiatives lies a strong commitment to the UN Sustainable Development Goals and the Paris Agreement. Recognizing the pressing need for sustainable development, the strategy aims to integrate these global frameworks into every facet of its initiatives. However, there are concerns about the effectiveness of the project and the partnerships it aims to establish. Therefore, it remains to be seen whether the Global Gateway and its proposed collaborations will be fit for purpose as the project is facing lingering issues that may counter its objectives.

Abstract:
Economic integration of the African continent rests on two pillars: the ratification of an ambitious trade agreement and massive investment in transportation infrastructure. Leveraging a newly created city-level database on African exporters' transport times, transport route optimization and general equilibrium modelling of international trade, the paper quantifies the impact of greater trade and transport integration for Africa. A pan-African agreement, such as the Continental Free Trade Area (AfCFTA), would increase African countries' exports by an average of 3.4 percent and GDP by 0.6 percent. Complementing trade integration by reducing transportation time on roads, ports and border posts would increase exports by 11.5 percent and GDP by 2 percent. Major transport investments are necessary to fully reap the benefits of the AfCFTA.

80. NATO’s Role in Protecting Critical Undersea Infrastructure

Abstract:
NATO is not ready to mitigate increasingly prevalent Russian aggression against European critical undersea infrastructure (CUI). Despite its depleted ground forces and strained military industrial base, Russian hybrid tactics remains the most pressing threat to CUI in northern Europe. Despite its current limitations, NATO is the primary actor capable of deterring and preventing hybrid attacks on its allies and has expedited its approach to CUI protection by establishing new organizations to that aim. At the 2023 NATO Vilnius summit, allies agreed to establish the Maritime Centre for the Security of Critical Underwater Infrastructure within NATO’s Allied Maritime Command (MARCOM), which focuses on preparing for, deterring, and defending against the coercive use of energy and other hybrid tactics. To help NATO planners and staff at the new center conceptualize and prioritize their efforts, this issue brief provides immediate and long-term recommendations to set the new center up for success.
