Abstract:
China-Russia relations were quite uneventful in the first four months of 2015. Instead, Moscow and Beijing seemed on divergent paths as the former continued to be plagued by geopolitics (Ukraine, Iran, etc.), while the latter was busy with geoeconomics (Asian Infrastructure Investment Bank (AIIB), Belt and Road Initiative, etc.). Beneath the surface calm, however, preparations were in high gear for the coming months in both symbolic (70th V-Day anniversary) and substantive areas such as strategic consultation, aerospace cooperation, and military sales.

Abstract:
The article is based on the analysis of the integrationist trends that have evolved in Central Asia between 1991 and 2015. It deals with how the historical reality of the Central Asian republics conditioned them to search for centers of reference to guide the construction of their political and economic systems. This situation caused these countries, since their independence, to begin to interact with important international relations players, with whom they built a series of interdependent relations that were tracing two integrationist conceptions that became trends: Western and Eurasian. The latter one is the one that has most advanced in the period studied, promoted by Russia and China with the implementation of important mechanisms of association, cooperation and consensus, among which the Shanghai Cooperation Organization, the Eurasian Economic Union and the New Silk Road project. In this sense, the Chinese megaproject One Belt One Road is supported by a series of conceptual bases as a result of the progress and evolution of the Eurasian trend understood in its broader meaning.

553. Ethiopia – an agrarian economy in transition

Abstract:
Ethiopia has experienced rapid economic growth since 2005. Real gross domestic product (GDP) grew at an average rate of 10.5 per cent per annum for the period between 2004–05 and 2013–14. Public investment in key infrastructure and interventions in the agriculture sector have made important contributions to GDP growth. This growth has been accompanied by a process of capital deepening and signs of structural shift away from traditional and primary sectors towards secondary and tertiary sectors. Both processes of high growth and structural shift have important implications for poverty reduction and income distribution. One potential channel through which these influences work is the labour market. The indications of structural transformation that Ethiopia has shown in the last decade, including a continuous decline in the role of agriculture and rise in that of services, have led to reallocation of jobs and labour from low-productivity agriculture to more productive industrial—in particular the construction sub-sector—and service sectors. The rise in total factor productivity, overall increase in labour force participation rate, and fall in the labour share of the agriculture sector are indicative of the nature and extent of structural shift in the Ethiopian economy. A more durable shift of economic activities towards the manufacturing sector is expected to follow the rising trend in investment in the sector. This study explores the impact of the high economic growth and slow but unmistakable structural change on a number of economic outcomes working through the labour market. The growth opportunities and challenges of the Ethiopian economy are also discussed.

554. Mapping the Impact Investing Sector in Brazil

During the past 10 years of impact investing in Brazil, we have observed a significant development in the impact investing space. Five years ago, only a few players identified themselves as impact investors, very few organizations in the social sector were investor-ready, and there were almost no co-investment opportunities. A steep increase in the number of investors and amount of capital, greater coordination among players, and a more professional workforce active in the industry today have facilitated the development of impact investing. This market study of the impact investing sector in Brazil reveals significant market growth. Nineteen of Brazil's largest impact investors, including fund managers, banks, foundations, family offices and others surveyed expect to commit 40% to 50% more capital to impact investments in 2014 compared to 2013.

Abstract:
Aboriginal groups present with sub-par outcomes in key indicators of well-being across the board. Increased capacity for self-governance presents one possibility for improving these outcomes, but its implementation is complicated by historically acrimonious relationships with federal governments and the larger context of attempting to rectify the complex harms done by colonialism. The solution involves finding the right balance between creating spaces for self-governance and providing the necessary federal assistance where appropriate. This paper discusses the structure of and approaches to Aboriginal self-determination and selfgovernance in New Zealand, Australia, and the United States, with a view toward assessing which approaches could prove effective in Canada. It does so through a variety of lens and by examining impact assessments in a number of key areas.

This paper provides a preliminary assessment of Taiwan’s naval intelligence capabilities and evaluates its role in a future U.S.-led architecture for joint Western Pacific maritime domain awareness. The study examines Taiwan’s capabilities for monitoring its surrounding waters and the potential role of Taiwan in assisting the United States improve its situational awareness during maritime operations. The paper concludes that it is in the American interest to integrate Taiwan’s capabilities into a joint infrastructure for shared indications and warning (I&W) and regional situational awareness.

Abstract:
There so many factors that influence road projects prioritisation. Considering the highly restrictive public resources at disposal and the huge cost requirements of road projects, cautious programme optimisation is essential. Projects must thus be prioritised according to their costs and net the benefit they are expected to provide. Our report presents an assessment of the relative importance of some road projects, most of them from the Link Zambia 8000 programme and the major trunk roads from Lusaka to major international destinations. In this brief we provide an alternative viewpoint project prioritisation based on transportation efficiency, accessibility and socio-economic factors. The result is a coherent projects evaluation framework that suggests the most feasible projects to invest our limited resources and thus making every kilometre count towards national development.

In this paper, we focus on the IBRD, which is the core of the World Bank. The IBRD has the potential to continue to grow and be an important player in official financial flows, supporting critical long-term development projects with large social returns, in sectors ranging from infrastructure, social sectors, or environment.

Abstract:
Despite Abenomics driving consumer confidence and price inflation, a weaker yen has pushed Osaka and Tokyo away from the top of the cost of living ranking. This has paved the way for Singapore, which has been steadily moving up the ranking over the last decade, to claim the unenviable title of world's most expensive city. Singapore's rising price prominence has been steady rather than spectacular. The city-state was 18th most expensive ten years ago and has actually seen the cost of living compared with New York City decline over the last 12 months. However, over the last decade a 40% currency appreciation, coupled with solid price inflation, has consistently pushed Singapore up the ranking.

The objective of this research is to examine changes made to harmonize the Macedonian waste and recycling regulatory framework with the European regulatory framework and from a behavioral and a policy perspective examine how the General Public in Skopje, Macedonia, perceives these regulatory changes on the ground. Specifically, it is an attempt to uncover behavioral and structural barriers and opportunities that might occur when implementing the Law on Packaging and Packaging Waste and the Law on Batteries and Accumulators, which have been transposed from European into Macedonian law as a part of the harmonization process. In order to get to these questions I carried out a comparative survey to study environmental behaviors and norms (and the factors affecting it) of Macedonian professionals working with waste and/or recycling as well as with the general public living in Skopje, Macedonia. The outcome of the survey, accompanying interviews, and literary review suggest among others things that people are supportive of recycling measures but that there are normative barriers that influence why the general public recycle or not. There also appears to be a lack of communication and collaboration between official stakeholders, which has resulted in confusion over who should implement and how to implement recycling reforms.Moreover, there is little done to address unintentional competition between informal and formal collectors of waste or to include the informal sector in the official decision making process.
