211. Armed Conflicts and Security of Oil and Gas Supplies

Abstract:
The paper offers a systematic analysis of the impact of international or civil wars and violent non-state groups on global oil and gas supplies. Statistical evidence points to the fact that international wars are becoming increasingly rare, while civil wars remain frequent. The paper discusses the cases of the Iraq-Iran war and the Iraqi invasion of Kuwait, showing the limits to the damage that belligerents were able to inflict on oil installations and illustrating how the world was able to compensate for this damage. The Iraqi insurgency following international intervention to replace the Saddam Hussein regime is discussed together with other cases of civil wars in Nigeria, Angola and Sudan. The analysis supports the conclusion that oil and gas installations appear to be much more resilient to armed conflict than is normally acknowledged. History shows that civil wars have caused limited damage to existing installations, but they have hindered the desired investment in new development and attainment of target production levels. However, it is very obvious that government's inability to overcome or reabsorb violent opposition discourages international oil company investment even if the violence does not affect the areas around oil and gas installations.

Abstract:
As a result of international state-building efforts, progress has been made in Afghanistan, however, political dysfunction and a lack of accountability remain problems. It has been suggested that failures of accountability may, in fact, be a product of the state- building effort itself. In the hybrid form of governance where authority is divided between the government and the international community, it can be difficult for the population to determine where accountability lies, leading to feelings of frustration and disempowerment.

213. The Political Feasibility of the Istanbul Canal Project

Abstract:
Popularly referred to as the “crazy” project, Turkish Prime Minister Recep Tayyip Erdoğan's Istanbul Canal Project has been debated vigorously since its proposal prior to the 2011 elections in the country. While some questioned its economic and ecological feasibility, others carried the discussion towards the Project's political implications. In addition to evaluating these debates, in this policy brief we discuss the Project through a historical perspective that includes the dynamics of the 1936 Montreux Convention. We argue that the feasibility of the Canal Project is valid only after certain changes are made in the application of the Montreux Convention. However, we conclude that this may lead to an outcome in which the signatories would question the legitimacy of the Convention under present conditions.

Abstract:
The modern-day importance of the cyber/Information and Communication Technology (ICT) sector rests upon various considerations: it is at the basis of most of the critical infrastructures of modern societies, and can be both the direct object of attacks or incidents on Critical Information Infrastructures (CIIs) and the means of striking indirectly at the critical infrastructures whose own operations are based on it (i.e., transport networks, energy and water distribution networks, nuclear plants and banking and financial systems). This paper aims at showing that the existence of problems of definitions, and above all of their harmonisation, brings inefficiencies to various aspects of the management of the cyber sector, in particular normative production, countermeasures and law enforcement. As a way forward, it suggests some proposals for improvement at the European, transatlantic and international levels.

In his jobs address to a joint session of Congress last week, President Obama returned to a familiar theme: a call for nontraditional infrastructure investment as a generator of economic growth and, ultimately, jobs. The President's frequent references to “private investment” and “fully paid” infrastructure are encouraging, yet there is no assurance that domestic private capital investment alone is sufficient to reverse the degradation of the nation's infrastructure. As host to the largest flows of inward foreign direct investment (FDI), it is time that the United States employs this critical source of capital in tackling the nation's infrastructure deficit.

218. A New Case for Wastewater Reuse in Saudi Arabia: Bringing Energy into the Water Equation

Abstract:
Industrial and urban water reuse should be considered along with desalination as options for water supply in Saudi Arabia. Although the Saudi Ministry for Water and Electricity (MoWE) has estimated that an investment of $53 billion will be required for water desalination projects over the next 15 years [1], the evolving necessity to conserve fossil resources and mitigate GHG emissions requires Saudi policy makers to weigh in much more heavily the energy and environmental costs of desalination. Increasing water tariffs for groundwater and desalinated water to more adequately represent the costs of water supply could encourage conservation, but also reuse, which may be more appropriate for many inland and high-altitude cities. The Saudi government should expand its support for water conservation and reuse within industry through financial incentives or through the implementation of cleaner production standards that encourage energy and water conservation and reuse. The case studies discussed in this work suggest that the implementation of water conservation, reuse and recovery measures in the natural gas [2] and crude oil [3] sectors alone have the potential to conserve up to 222 million m3 of water annually [2-4], or 29% of the total industrial water demand in 2009 [5]. In the municipal sector, increasing secondary wastewater treatment and reuse resulted in substantial cost and energy savings for six inland cities, while an estimated 26% of urban water needs could be met by treated wastewater. Therefore, industrial and domestic water reuse have the potential to appreciably reduce water withdrawals, conserve non-renewable aquifer water, and reduce reliance on desalination, which is primarily driven by non-renewable natural gas. Anticipated investments in desalination projects could also be deferred by prioritizing investment in sewage and water distribution networks that would ensure more effective water reclamation and reuse while simultaneously conserving non-renewable groundwater and natural gas resources and preventing the lock-in of potentially unnecessary desalination infrastructure that is likely to become more efficient in future.

219. Publishing Construction Contracts as a Tool for Efficiency and Good Governance

Abstract:
Construction is a $1.7 trillion industry worldwide, much of which is linked to publicly financed projects. Outcomes from this financing are frequently suboptimal. Cost and time escalation, as well as poor quality, are linked to weak governance and corruption, which are endemic in the sector. There is considerable evidence that transparency and oversight are potentially powerful tools to reduce the development impact of corruption. One comparatively cheap and potentially powerful tool to improve outcomes in public procurement is the regular publication of contract and implementation details. In particular, the publication of government contracts would considerably improve transparency. Publication would also provide a large stock of public intellectual capital which should (i) reduce legal costs of contracting; and (ii) help spread best practices and ease the process of learning lessons from failed approaches. The approach is feasible: some jurisdictions have already introduced it.

220. Safer, Faster, Cheaper: Improving Clinical Trials and Regulatory Pathways to Fight Neglected Diseases

Abstract:
More than a billion people suffer from neglected diseases, and millions die each year. Effective remedies have been few because of low investment, but with a surge in funding in the past decade, dozens of candidate drugs and vaccines are now in the pipeline. Before these products can reach the people who need them, they must be tested in large-scale clinical trials that are expensive, time-consuming, and risky. These trials must be conducted with highly vulnerable patients in resource-and infrastructure-poor countries where the neglected disease burden exists. There is not enough funding to support the costs and regulatory oversight of these clinical trials. A two-pronged approach to improve the quality and lower the cost of clinical trials in the developing world is needed.
