181. Houthis Target Southern Ports – The Yemen Review, October 2022

Abstract:
The UN-backed truce between the Houthi movement and the internationally recognized government was allowed to expire on October 2. Efforts to secure its further extension failed following a last-minute demand by Houthi negotiators to add military and security personnel to a payroll of public sector employees. The breakdown of the talks was followed by mutual recriminations, even as Saudi Arabia and the Houthis exchanged delegations on October 14, ostensibly to visit prisoners of war and discuss an exchange. Later in the month, the Houthis targeted two oil ports on Yemen’s southern coast with drones, striking the port of Nushayma in Shabwa on October 18-19 and the port of Al-Dabba in Hadramawt on October 21. The drone attacks followed warnings by senior Houthi official Mahdi al-Mashat that foreign energy companies were “looting Yemen’s sovereign wealth” and should cease operations. Though the facilities were undamaged, the attacks have disrupted exports as foreign ships stay away from Yemen’s coast. On October 31, Canadian oil producer Calvalley Petroleum Ltd. announced a suspension of oil production at Block 9 in Hadramawt due to the “current extremely challenging situation” and a lack of oil storage capacity. In response to the Houthi drone attacks, the government’s National Defense Council officially designated the Houthi movement a terrorist organization on October 23. It is unclear what ramifications the designation will have, as the government currently lacks a mechanism with which to enforce compliance. Saudi Arabia has privately urged caution to prevent derailing ongoing peace talks.

Abstract:
International development cooperation is increasingly focused on infrastructure again. However, to achieve economic and social transformation these investments must recognise that infrastructure is not gender neutral. User priorities differ, and infrastructure choices can either bridge or deepen divides. Feminist foreign policy, including a feminist interpretation of the economy, combined with human design principles, provides a framework to foreground the diversity of user patterns and needs and support infrastructure that better serves society.

China’s re-emergence as a global power after 400 years raises profound questions about not only China’s place in the truly new world order in which no superpower can reign supreme but also the international system itself, as well as the ways in which China’s policies may be reorientating Eurasia’s regions in the direction of China. For much of the post–World War II period, China was a minor actor on the world stage, and from the 1960s onward it was Japan’s meteoric rise as a major emerging economic power that posed a geopolitical challenge to the Euro-American domination of the world economy. With an unprecedented economic growth rate of around 10 percent from 1953 to when the oil crisis hit in 1973, Japan created an industrial miracle. Racist terminology invoking the rise of the “yellow peril” notwithstanding, Japan’s position as Asia’s leading economy was recognized by its addition to the G-4 club of the most advanced economies of the world in 1973 and its firm place in the successor G-7 group of such economies in 1976. Japan’s industrial might, technological prowess, and innovative management techniques took the world by storm, virtually rewriting the rules of capitalist development. Its success was such that even at the height of an oil price shock, which took oil prices to over $100 per barrel in the early 1980s, the country’s trade balance grew from $2.1 billion in 1980 to nearly $90 billion in 1986.1

Abstract:
My hypotheses here are that in many respects, especially regarding infrastructure, the BRI and Africa's continental initiatives on infrastructure are the product of a co-constructed learning process between Africa and China throughout their interactions since the early 2000s. Furthermore, as a projection of China's initiatives in Africa on a global scale, the BRI is consistent with Africa's continental development policies and even probably inspired by them given the anteriority of the latter. In contrast to what most authors think (Gaye 2006; Taylor 2006), this argument stresses Africa's agency, which changes China as much as China changes Africa (Kuo 2018; Ayers 2013). To defend this argument, the paper examines the congruence between the BRI and Africa's infrastructure policies by cross-tracing the ideational pro- cess in the two contexts. This is carried out by looking for cross-references in Africa's main documents (namely the NEPAD, the FOCAC, and the Agenda 2063), on the one hand, and the BRI, on the other. The paper then illustrates this by briefly examining some of the BRI and AU bilateral projects.

Abstract:
In 1992, Professor Lester Thurow, a famous American economist of MIT, published a book entitled Head to Head: The coming economic bat- tle among Japan, Europe, and America, to analyze the coming competition between economic powers in the 21st century (Thurow 1992). It seems that the author was quite confident in economic giants Japan, Europe and the US in the future and believed that the rich club accepted only one country – Japan in the 20th century –, and it would not be surprising if no country would enter the club in the 21st century. Once published, the book aroused great reper- cussions in Japan, Europe and the US and became one of the non-literary bestsellers. No matter how brilliant Lester Thurow's academic achievements are, his prediction was not fulfilled this time. He never thought that Europe and the US would experience a financial crisis in the new century and China would become the second world economy in 2010. Nor did he expect that Gallup's survey report on Rating World Leaders (2018) found that people in 134 countries and regions around the world recognized China's leadership by 34%, higher than 31% for the US. This is the second time since 2008 that China's global recognition of leadership has surpassed that of the US, setting a record for China in 10 years (Ray 2019).

Abstract:
Asia’s current security map finds itself being reimaged in the midst of the evolving regional re-alignments in a post-Covid-19 pandemic scenario that has caused unprecedented damage to humanity. The idea of ‘Asia-Pacific’ that seemed apt as a regional framework at least till the late 20th century now encompasses a far broader scope geographically. The regional order matrix has been instrumental in paving the way for the “Indo-Pacific” region at large. As a region including maritime Asia at its core, the IndoPacific finds itself coupled with geographical boundaries that extend from the eastern coast of Africa, through the Indian Ocean, to the Western Pacific. Asia’s tectonic shifts in power politics shall continue to challenge future stability in the region with festering territorial and maritime disputes, worsening resource competition, fast-rising military expenditures, and polarizing waves of domestic nationalism only make more germane efforts towards arriving upon a common understanding and approach for an Indo-Pacific definition of Asia

187. Jagged Sphere: China’s quest for infrastructure and influence in mainland Southeast Asia

China has land borders with mainland Southeast Asia and strong strategic imperatives to develop land routes to the sea. It has both potential and motivation to pursue an infrastructural sphere of influence in the Mekong subregion through Belt and Road Initiative (BRI) projects joining southern China and mainland Southeast Asia. The poorer states, especially Laos and Cambodia, have been receptive to the BRI and infrastructure investment, but Thailand and Vietnam, strong states and protective of sovereignty, have been more cautious. This means China’s impact is significantly varied across the subregion. China’s Special Economic Zones (SEZs) in Cambodia, Laos, and Myanmar are in some cases dissolving borders and in others carving out Chinese-controlled enclaves, all increasing the People’s Republic of China (PRC) presence and influence.

In this report, authors Dr John Coyne and Dr Teagan Westendorf seek to move Australia’s public policy discourse on the future of Darwin Port beyond a binary choice. In doing so, they consider the Harbour’s history, the nature of its strategic importance to Australia and our allies, and opportunities for its future development. The report explores four potential options for the future development of the Port and Harbour. Rather than providing a specific policy treatment on the current leasing arrangements, this work focuses on promoting policy discourse on a unifying vision for the future of Darwin Harbour. A key insight from this analysis is that this moment is an opportunity for the federal government to work with the Northern Territory Government to harness the existing plans for the Port’s future, including those proposed by Defence, the US and the NT Government, and embed those plans within the broader strategic vision for Australia moving forward. While each of these worthy plans undoubtedly has merit, the question is whether, by carefully harnessing them together, they could produce a greater economic and national security whole.

Abstract:
Clean hydrogen is experiencing unprecedented momentum as confidence in its ability to accelerate decarbonization efforts across multiple sectors is rising. New projects are announced almost every week. For example, an international developer, Intercontinental Energy, plans to build a plant in Oman that will produce almost 2 million tons of clean hydrogen and 10 million tons of clean ammonia.1 Dozens of other large-scale projects and several hundred smaller ones are already in the planning stage. Similarly, on the demand side, hydrogen is gaining support from customers. Prominent off-takers such as oil majors like Shell and bp, steelmakers like ThyssenKrupp, and world-leading ammonia producers like Yara are working on making a clean hydrogen economy a reality. Despite the optimism surrounding clean hydrogen, key uncertainties remain. One of hydrogen’s attractions is that it can provide carbon-free energy in multiple sectors—transport, heating, industry, and electricity generation. But this advantage also creates uncertainties. The infrastructure needed in an economy in which hydrogen is primarily used as a transport fuel is very different from one in which its primary value is as a heating fuel. Today no major hydrogen pipeline networks exist,2 and no liquified hydrogen ships are in commercial operation. There is a true chicken and egg problem. If there is no infrastructure to move hydrogen, will investments in supply and demand happen at the pace needed to meet national decarbonization targets? This challenge raises an even more pressing question: what should be the respective roles of the public and private sectors in deploying enabling infrastructure at scale?

The last decade has witnessed a progressive change in what had long been considered global priorities for achieving growth. The global financial crisis of 2007–2008 and the following European sovereign debt crises of 2011–2012 have brought to light important pitfalls in the functioning of globalized financial markets. Trade and financial liberalization policies have at times caused severe strains in some communities, raising concerns over the effects of rapid increases in international integration. Environmental and social risks have come to the forefront of the policy debate. The COVID-19 pandemic has brought enormous challenges to what was the normal way of living. All these events have had far-reaching consequences on the global economy. Currently, the world is facing at least three major shocks that are affecting health (COVID-19), prosperity (the recession) and the planet (climate change). These have been chosen as the three keywords for Italy’s G20 Presidency. These shocks are different in nature and have very diverse effects across countries, regions and municipalities. This calls for differentiated and targeted responses that take into account the specific needs of individual communities.
