171. Lessons from the T20: Five Priorities for Italian Infrastructure Investment

Abstract:
As states and societies continue to struggle with the pandemic, a fundamental element of the post-Covid recovery will be the capacity to revive both public and private investments in infrastructure, thereby boosting growth and employment. Differently than previous crises, reorienting infrastructure investment to respond to the new social and environmental needs will also be needed, starting with health and poverty reduction, as well as climate change and the digitalisation drive. Italy is no exception. Under the Recovery and Resilience Facility (RRF) promoted by the European Union, Italy will receive 191 billion euro in which infrastructure investments will play a fundamental role. To unlock its full economic potential and pursue a successful post-Covid recovery, Italy should embrace five key priorities for infrastructure investment.

Abstract:
Rather than being mere “productive environments”, localities embedded in infrastructure are distinctive living places in which communities of people live and establish a greater part of their daily social relationships. As a result, infrastructure represents the backbone of citizenship rights and strongly affect territorial inequalities. Infrastructure is chiefly understood in physical terms as reticulated systems of highways, pipes, wires or cables. This physical reductionism is by no means sufficient to encompass the multiple facets of the concept or to make sense of the many ways infrastructure affects socio-political inequalities. Knowledge infrastructure, for instance, may indicate robust networks of people, equipment and institutions that generate, share and maintain specific knowledge about the human and natural worlds. Infrastructure furthermore refers to the interplay between information technologies, transportation and other intermodal transport devices. All of these kinds of infrastructure affect inequalities in different ways.

Abstract:
The G20 as we know it emerged from the 2008 global financial crisis. What is rarely acknowledged, however, is that this grouping of the world’s twenty largest economies emerged at a time when the world was fast becoming more “urban” than “rural”. The impact of urbanisation on the world economy has received scant attention in global decision-making arenas because the post-2008 stabilisation of the global financial system came with significant costs. In particular, the financial crisis had important recentralising effects. The OECD, for instance, has regularly underlined the lasting impact of the financial crisis on sub-national investment capabilities.

Abstract:
Critical infrastructure is a segment which is related to several other areas of security and defense, namely some strategic and legal documents which are in force as well as some new initiatives. This analysis provided a detailed overview of the protection of critical infrastructure in the Republic of Kosovo, becoming the first document published in this field. While the MIA has done a very good job in drafting the law on critical infrastructure, putting Kosovo one step ahead of other Western Balkan countries, the law remains unimplementable for almost 2 years following the date of its entry into force. Initially, strategic documents that are in the process of being drafted such as the draft National Security Strategy, the draft Defense Strategy, the draft Counter-Terrorism Strategy and the draft Cyber Security Strategy should include the protection of critical infrastructure by ensuring coordination of actions and by avoiding duplication or overlap of actions. The Strategic Planning Office within the Office of the Prime Minister should coordinate this process in cooperation with the relevant ministries. On the other hand, the draft law on cyber security should pay attention to the drafting of legal provisions which may cause overlap with the law on infrastructure, while the initiative for drafting the law on Security Measures for Networks and Information Systems needs to be reviewed. Moreover, the draft law on private security services should be finalized as soon as possible.

Abstract:
This scenario shows what could happen if the EU fails to establish an information exchange environment among its critical infrastructure (CI) entities. In 2030, only a few services related to the EU’s CI remain local and confined to a single domain. Most are heavily interconnected – and thus increasingly subject to hybrid attacks. Because the EU still provides no common guidelines to record and share information about such attacks, CI operators cannot analyze threats, recognize EU-wide patterns, or identify adversaries. Two EU directives from the early 2020s recognized this gap but did not provide the tools to address it.

David M. Lampton is Senior Fellow at the SAIS Foreign Policy Institute and Professor Emeritus at Johns Hopkins--SAIS. Immediately prior to his current post he was Oksenberg-Rohlen Fellow at Stanford University’s Asia-Pacific Research Center from 2019-2020. For more than two de- cades prior to that he was Hyman Professor and Director of China Studies at the Johns Hopkins University School of Advanced International Studies. Lampton is former Chairman of The Asia Foundation, former President of the National Committee on United States-China Relations, and for- mer Dean of Faculty at SAIS. Among many written works, academic and popular is his most recent book (with Selina Ho and Cheng-Chwee Kuik), Rivers of Iron: Railroads and Chinese Power in Southeast Asia (University of California Press, 2020). He received his B.A., M.A., and Ph.D. degrees from Stanford University in political science where, as an undergraduate student, he was a firefighter. Lampton has an honorary doctorate from the Russian Academy of Sciences’ Institute of Far Eastern Studies. He is a Life Trustee on the Board of Trustees of Colorado College and was in the US Army Reserve in the enlisted and commissioned ranks.

Abstract:
The article examines China’s geo-economic interest in Africa. China intends to exercise its leverage over both coastal frontiers for trade and defense and its hinterland for rich mineral, metal, and fossil deposits. Furthermore, the debt trap seems to be one of the methods through which China intended to bargain with Africa to bag as much advantage as it could gain. The question that emerges from this critical engagement with China-Africa relations is to look into how the reality of Africa’s narrative of development is projected both from outside and within and the contradiction embodied in that projection. China used the narrative of development to set its feet on African soil. This paper discusses China’s penetration into Africa by offering interest-free loans and its gradual emergence as a neocolonial power through expanding its network. The method used in the study to establish China’s monopoly and interfering streak in African affairs through BRI is the analysis of available data based on which the objectives and the conclusions are drawn.
