131. Policy Tensions Related to Gender and Peacekeeping: The Need for a Two-Level Game

Abstract:
Dr. Margaret Jenkins, in “Policy Tensions Related to Gender and Peacekeeping: The Need for a Two-Level Game,” critiques the assumptions that typically underlie gender mainstreaming initiatives in peace support operations to understand why progress has been slow. Jenkins argues that there has not been enough focus on the end-goals for gender mainstreaming – analysis of what a completely gender-mainstreamed peacekeeping operation would entail. She examines the tensions between common assumptions on the one hand, and policy and practice on the other, offering specific suggestions to bridge these gaps: Avoid gendered assumptions about how women behave. Advocates for women’s inclusion often make assumptions about the skills and characteristics women can bring to peace and security (e.g., women are better listeners than men, are more sensitive or caring, or are more attuned to the needs of women and children). However, these assumptions have not been fully corroborated; in particular, there is little evidence that the presence of women changes the attitudes of male peacekeepers or reduces sexual exploitation and abuse. Moreover, such assumptions may undermine longer- term gender equality goals. There needs to be more rigorous understanding of how men and women are treated on deployment, whether they have different roles, and whether these different roles have a different effect on the mission and its objectives. Gender mainstreaming should consider possible policy responses to current unequal gender pressures and norms (e.g., care responsibilities at home), while simultaneously working to transform these gender parameters to create truly gender mainstreamed peace support operations.

Abstract:
High levels of inequality across Africa have prevented much of the benefits of recent growth from reaching the continent’s poorest people. To combat inequality in Africa, political and business leaders have to shape a profoundly different type of economy. It must start with the needs of Africa’s women and young people for good quality sustainable jobs, rather than the needs of the richest and of foreign investors. Leaders must use economic policy, taxation policy and social spending to build a human economy for Africa.

Abstract:
The road to a secure Pakistan lays in upholding its diversity. To counter against extremist violence, ensure that the “diversity within” acknowledges inclusion in all aspects of lives. With this benchmark in all policies, the space to militants will be greatly reduced. Extremist wave has gravely threatened Pakistan’s diversity. Non-Muslims and even Muslims of varied sects have not only been attacked by militants from distant parts of the country, but have also been forced into silence by the beliefs of those around them. Eliminating extremism, therefore, requires efforts at developing a holistic counter-violent extremism (CVE) strategy, covering multiple fronts. That strategy should operate not only in the physical domain, but also intellectual, by annulling extremists’ dogmas. Fighting militants on the ground or in the field is as important as fighting them through strategies that don’t necessarily pick up fight, one of them being condition-based rehabilitation or reintegration of (repentant and ready-to-quit-violence) militants. Similarly, besides ridding madrassas of their sectarian biases, CVE strategy should also prioritize educating young boys and girls with tolerant messages and sensitizing their teachers. Local cultures should be appreciated, but not at the cost of rights and lives of women. All such measures will achieve pluralistic co-existence.

134. Regional Trade For Inclusive Development In West Africa

Abstract:
This study examines the potential of regional trade in facilitating the achievement of inclusive development in the West African region. It employs descriptive analysis to examine the nature, composition and dimension of ECOWAS trade within the group and with the rest of the world, vis–vis three other Regional Economic Communities (RECs) in sub-Saharan Africa (SSA). From the preliminary study, it can be observed that the growth rate of West African economies is increasing, but the rising economic growth does not translate to improvement in inclusive development, as there was no significant reduction in poverty levels in the region. Further evidence reveals that extra-regional trade of the region is increasing at a very high rate, and also at a disproportionate rate with intra-regional trade, compared with SADC. This indicates the existence of opportunity to boost regional trade for inclusive development through conversion of part of the extra-regional trade into regional trade.

The audience and the stakeholders of this paper are the security institutions in Kosovo, the Government of Kosovo, ethnic communities, their representatives and the international community involved in this process. Also, this paper seeks to provide an analytical framework on the existing state of affairs with respect to representation and inclusion of ethnic minorities in Kosovo’s security sector. The paper offers a description on the establishment of security institutions in Kosovo. It also maps the main actors in the security sector in Kosovo, by offering a brief critical assessment to the current legal framework dealing with the inclusion of ethnic minorities in the security sector, as well as mechanisms and institutional responsibility for the inclusion of ethnic minorities. Also, the paper offers an assessment to the current situation of ethnic minorities’ inclusion and participation in the Kosovo Police (KP), the Kosovo Security Force (KSF) and the Kosovo Security Council (KSC) along with the challenges these institutions face in fulfilling the requirements provided by the legal framework.

139. Promoting inclusion in political settlements: a priority for international actors?

Abstract:
There is growing evidence of the importance of inclusive political settlements in enabling a sustainable exit from conflict, particularly in contexts where exclusion has been a major conflict driver. Similarly, at the policy level many international actors working in fragile contexts are seeking to strengthen their work on political settlements, including by promoting greater inclusion in political settlement bargaining processes and outcomes. This report seeks to draw out some key lessons for international engagement on political settlements in fragile contexts. The report summarises the current evidence about the importance of inclusive political settlements in different types of fragile context. It also discusses what forms, levels, and processes of inclusion are both desirable and possible. It goes on to explore lessons from three countries – Rwanda, Guatemala and Nepal – where exclusion was a key driver of conflict and inclusive political settlements have been a central element of peacebuilding, albeit in very different ways. Finally, the report examines the role international actors can and do play in shaping political settlements in fragile states and discusses some of the main entry points, dilemmas and challenges they may face in promoting greater inclusion in political settlements.

Potencialidad de desarrollo de las cadenas de valor se denomina el estudio desarrollado por investigadores del Centro de Análisis y Difusión de la Economía Paraguaya en el marco de las acciones llevadas adelante por Dirección de Estudios Económicos Públicos (DEE), dependencia del Ministerio de Hacienda y con la Cooperación Técnica del Banco Mundial (BM) y la Agencia de Cooperación Internacional del Japón (JICA). La investigación fue presentada en el segmento “Crecimiento e inclusión”, segunda parte del Seminario Internacional Crecimiento Económico Inclusivo en el Paraguay, llevado a cabo el pasado martes 2 de abril. El trabajo desarrollado por los investigadores del Cadep: Francesco Anichini, Dionisio Borda, Fernando Masi, Julio Ramírez, Belén Servín y Gustavo Setrini, tiene como objetivo “proporcionar insumos para la planificación estratégica de políticas públicas en general y más específicamente para el programa 2KR que está dirigido al desarrollo de los pequeños agricultores”. Además, este estudio “analiza la potencialidad de desarrollo de cadenas productivas basadas en la producción de granos, caña de azúcar, y mandioca dentro de los departamentos de Caaguazú, Caazapá, Itapúa y Alto Paraná. Los datos registrados y el análisis presentado dentro del informe pretenden descubrir las principales trabas para la participación de los pequeños agricultores en estas industrias y departamentos específicos para luego identificar una lista de inversiones de alta prioridad para superar estas barreras”.
