Abstract:
Can international students successfully obtain visas and pass through security checks in order to study in the United States? For most international students interested in studying in the United States, the answer is yes. In the 2005 fiscal year, nearly 256,000 student visas were issued, which marked a significant improvement from the approximately 236,000 issued in 2003 and the approximately 238,000 issued in 2004. While visa issuance for international students has not rebounded to pre-September 11 levels—approximately 320,000 student visas were issued in fiscal year 2001—it would be erroneous to assume that changes implemented to U.S. admission policies post-9/11 are the sole cause for this drop in international student enrollment in U.S. institutions of higher education. First of all, a comprehensive study of the impact of 9/11 on the U.S. visa system conducted by the Washington, DC-based Migration Policy Institute revealed that changes made to the visa system following the September 11, 2001, terrorist attacks were mostly administrative. While these “administrative” changes may have caused visa interview and adjudication backlogs that hindered visa processing, changes to the system were not designed to make it harder for international students to obtain visas. Also, the State Department contends that the worldwide number of visa applications dropped after September 11 and that “the overall visa refusal rate has remained virtually constant since prior to September 11.” Most importantly, there are other factors to consider when evaluating why international student enrollment has declined, such as the growing competition from other countries' universities in terms of tuition costs, student recruitment activities, and academic programs.

Abstract:
The U.S. Immigration and Customs Enforcement (ICE) has faced major challenges since its formation within the Department of Homeland Security (DHS). These include the loss of staff, changing leadership at the department and agency levels, an unfamiliar financial system, the loss of institutional memory, new business partners and service responsibilities, changing expectations from DHS, and organizational and management changes. These challenges merged to create substantial and adverse financial issues in 2005.

Les musulmans se sont installés en France à cause et à la suite des deux guerres mondiales, essentiellement en provenance des pays sous domination française, à la fois comme recrues dans les armées françaises et comme force de travail. Ils ont ensuite participé à la reconstruction et au développement du pays, comme immigration de main d'oeuvre, durant les Trente Glorieuses. Ces flux migratoires se sont poursuivis, après la décolonisation et les indépendances, dans les années 1960. S'ils ont été freinés par l'arrêt de l'immigration en 1973, ils n'en ont pas pour autant totalement cessé, puisque l'on considère que sont entrés, depuis lors, en France, chaque année, environ 100 000 immigrés d'origines diverses. Bien plus, l'arrêt de l'immigration, en rendant très difficile la perspective d'un éventuel retour en France, et le regroupement familial ont concouru à l'installation durable en France de familles immigrées cherchant plus ou moins consciemment à s'intégrer dans la société française. Peu à peu se sont constituées des communautés musulmanes qui ont essayé de négocier, surtout pour obtenir des avantages individuels plus que collectifs, les modalités de leur intégration. Les populations immigrées ont souvent été reléguées dans les zones d'urbanisation récente, l'habitat social et les banlieues des grandes villes et ont été cantonnées, pour la première, et souvent pour la deuxième génération, dans des métiers peu qualifiés directement menacés par le chômage. Les immigrés et leurs enfants appelés à devenir français, dès lors qu'ils étaient nés en France, ont été victimes d'inégalités et d'exclusions par l'école, le travail et le logement.

Abstract:
ecent events elsewhere in Latin America–specifically, an acute political crisis in Venezuela and a groundbreaking election in Brazil–have pushed Mexico off the front pages of American newspapers. Nonetheless, it is worth remembering that Mexico, our closest and most important Latin neighbor, is a major customer for our products and the source of many essential imports, most notably oil and gas. It is also a country with which we have intense cultural and human relations, far more indeed than most Americans realize. Its progress toward becoming an open and more modern society therefore deserves far more attention. President Vicente Fox is nearing the midpoint of a six-year presidential term. The next major marker will be elections in July concerning all the seats in the lower national legislative chamber, all the governorships, and the legislative assemblies in eleven of Mexico’s thirty-two states.[i] These elections inevitably will be interpreted in part as a referendum on Fox’s administration–the first drawn from an opposition party in more than seven decades. At the same time, they will tell us to what degree the ousted Institutional Revolutionary Party (PRI) has managed to reinvent itself and become nationally competitive in a more pluralistic and open environment.

416. Justice and Home Affairs Issues in Turkish-EU Relations

Abstract:
Turkish-EU relations entered a new era with the decision to declare Turkey a candidate country for membership at the Helsinki summit of December 1999. i Since then the adoption of the Accession Partnership Document (APD) issued by the EU in December 2000ii and the National Programme issued in April 2001iii by the Turkish government have set an agenda of issues to be addressed in preparing Turkey’s accession. In general, considerable public attention has been given to the reform s that Turkey must introduce to meet the Copenhagen criteria and to foreign policy issues such as the question of Cyprus. One aspect of both documents that has received little attention is Justice and Home Affair (JHA) issues. JHA is an area of the European integration process that has not yet become supranational. Instead, member countries have preferred to address issues to do with JHA through intergovernmental cooperation. Nevertheless, an impressive level of EU acquis has been developed and candidate countries are expected to harmonise their legislation and practice to it. Central to JHA issues is asylum, irregular migration and visas. Once the geography of the EU became borderless for the citizens of member countries, the questions of common asylum and immigration policies acquired heightened importance. The need to coordinate policy increased and the EU has gradually edged toward a common asylum and immigration policy. The 1997 Treaty of Amsterdam includes a commitment by member states to develop such a policy within five years. Once this is achieved the development of common immigration and asylum policies will come under the Council of Ministers’ power.

417. Immigration the Salience of Racial Boundaries Among French Workers

Abstract:
This essay revisits the question of French racism by examining the differing status of North African immigrants and blacks as victims of French racism. I draw on in-depth interviews with French workers and on national surveys to show that French workers draw stronger boundaries toward immigrants—and more specifically North African immigrants—than toward blacks. I advance an explanation for the lower salience of this latter group that takes into consideration the cultural resources that workers have access to and to the structural and historical context in which they live. In particular, I suggest that because it is based on assimilation, the French political culture of Republicanism provides special ammunition for arguments against North Africans: It presumes (and aims to achieve) a national community with overlapping cultural and political boundaries, such that all members of the national community share the same political culture, which de facto distinguishes the national in-group from out-groups. At the same time, this widely available ideology weakens the boundaries drawn against blacks by affirming the principle of color blindness and the irrelevance of ascribed characteristics in the French polity.

An American scholar is often struck by the absence of race in France as a category of analysis or the absence of discussions of race in its historical or sociological dimensions. After all, "race" on this side of the Atlantic, for reasons having to do with the peculiar history of the United States, has long been a focus of discussion. The notion of race has shaped scholarly analysis for decades, in history, sociology, and political science. Race also constitutes a category regularly employed by the state, in the census, in electoral districting, and in affirmative action. In France, on the contrary, race hardly seems acknowledged, in spite of both scholarly and governmental preoccupation with racism and immigration.

PETER BURNS and JAMES G. GIMPEL examine mass attitudes toward immigration policy in the United States, asking whether widespread restrictionist sentiment is stirred more by economic insecurity, by negative ethnic stereotypes, or by some combination of the two. For some, prejudice is rooted in economic insecurity, but prejudice also has roots that are quite independent of economic fears. Anti-immigrant sentiment will not disappear simply because economic conditions improve.
