Abstract:
From pressing foreign policy issues such as territorial disputes in the South China Sea and homicide rates in Honduras to contentious domestic policy debates such as the rights of Mexican immigrants in the United States and the construction of the Keystone pipeline, the topics in this year’s journal are wide-ranging in both functional and geographic focus. However, they all share a strong commitment to seeking solutions to the world’s most serious challenges through sound policy.

As immigration has risen over the past 40 years, many communities across the United States have been changed in some way by their immigrant populations .Immigrants make up growing shares of business owners, workers, and parents across many cities and rural areas, while children of immigrants make up growing shares of school populations. Some communities have been experiencing high levels of immigration for decades and others are facing new influxes of immigrant communities. In many communities, the mix of national origins of immigrants has been shifting.

Abstract:
A recurrent theme in the immigration debate is how the United States can keep and attract the world's brightest minds. President Barack Obama and others favor maintaining and perhaps even expanding the number of visas for high-skilled immigrants. In his 2013 State of the Union address, Obama said the U.S. needed to "attract the highly skilled entrepreneurs and engineers who will help create jobs and grow our economy." A few days later, on January 29, 2013, at El Sol High School in Las Vegas, Nevada, Obama underlined the point: "Right now, there are brilliant students from all over the world sitting in classrooms at our top universities[.]but once they earn that diploma, there's a good chance they'll have to leave the country[..]That's why we need comprehensive immigration reform."

Over the last few years there has been a sharp increase in the number of asylum seekers detained in “expedited removal” along the U.S. southern border who have expressed a fear of return to their home countries. The overwhelming majority of these people are from El Salvador, Guatemala, Honduras and Mexico. A rise in murders, rape, violence against women, kidnappings, extortion, and other brutality in these countries, which varies due to the particular conditions in each country—fueled by political instability, economic insecurity, breakdown of the rule of law, and the dominance of local and transnational gangs—is prompting many people to flee their homes.

Abstract:
The large emigration of youths is the clearest sign of extreme domestic discontent with Eritrean President Isaias Afwerki's government. Social malaise is pervasive. An ever-growing number of young people have fled over the last decade, frustrated by open-ended national service – initiated in 1995 and expanded during the war with Ethiopia (1998-2000). Yet, this flight has resulted in neither reforms nor a viable movement to create an alternative to the current government. Once outside, the ties that bind émigrés to their birthplace are strong and lead them to give financial support to the very system they escaped, through the 2 per cent tax many pay the state as well as remittances sent home to family members.

Abstract:
The economics literature generally finds a positive, but small, gain in income to native-born populations from immigrants and potentially large gains in world incomes. But immigrants can also impact a recipient nation's institutions. A growing empirical literature supports the importance of strong private property rights, a rule of law, and an environment of economic freedom for promoting long run prosperity. Although the literature on the impact of economic freedom on various social and economic outcomes is quite large, comparatively little work has tried to explain economic freedom as a dependent variable. This paper empirically examines how immigration impacts a region's policies and institutions. We find small but positive increases in institutional quality as a result of immigration.

Is out-migration an admission of a Pacific Island nation's failure to fulfill its economic promise and provide the jobs that its citizens seek in a modernized society? Or is it a legitimate alternative strategy for development, through the export of surplus labor, in lieu of the more conventional methods recommended by donor nations and international financial institutions? In this paper, Francis X. Hezel, SJ, reviews the 30-year history of migration from one Pacific Island nation, the Federated States of Micronesia (FSM), and examines the current status of its migrants with an eye to shedding light on this question.
