91. South Africa's Migration Dynamics: From Segregation to Integration

Abstract:
Migration is an extremely complex and sensitive concept. The main research purpose is the migration phenomena from the perspective of integration policies adopted by the country of destination concerning the process of cross-border immigration. In this research, we used as a case study the events in South Africa from 2014 until 2019. We chose this country because of its economic development, relative prosperity being one of the main reasons why migrants chose this country. The government is obliged to rethink its policies regarding the status of migrants. Using a qualitative approach, we used four levels of analysis (access to education, labor market, healthcare, political participation) to conduct an exploratory study on how South Africa’s government manages the integration policies. Using official documents and media articles we tried to determine the main characteristics of public policies in regards to integration in terms of social, economics, and politics.

92. Border Regulation Begins with Stronger Capacity at Official Points of Entry

After the Trump Administration cutbacks, Congress should invest in the U.S. southern border to benefit trade, stop bad actors, and humanely process people with real asylum claims. Managing vehicular, rail, and people throughput at border crossings is an enormous challenge, but one not being met. U.S. inspectors do not properly screen more than a small percentage of incoming commercial and personal vehicles making this the primary means for narco-trafficking into the United States. Investing more in screening capacity at the official land Points of Entry with Mexico will reduce crime, illegal drug importation, guns going southbound, strengthen regulation and order essential for safe trade and opportunity, and make for a safer environment for those seeking legal entry into the United States. Congress has steadily appropriated new funds for more border screening capacity, but additional investment in screening capacity is still needed to make up for Trump Administration cutbacks. President Biden’s U.S. Citizens Act of 2021 has a range of helpful proposals to make us safer and keep commerce moving. Congress should mandate better measures to evaluate actual screening effectiveness. Congress also should conduct stronger oversight to address shortcomings in the US Department of Homeland Security (DHS) and Customs and Border Protection Agency (CBP) acquisition plans to make sure border inspectors spend the money more effectively and field the right capability in a timely fashion. There is a range of reforms we must make across immigration and border regulation to better serve our nation and those seeking to come here. Immigration and border enforcement have strayed from our values as a country and urgently need reform. Our legal immigration system both in asylum and visa-based needs clear modernization. Millions who have known no home but America deserve citizenship. Enforcement alone also will not solve our problems, but we must improve all aspects of American immigration and our border.

93. The UK Iraqi Diaspora and their Mobilization towards Iraq: Homeland Politics, Internal Dynamics, and the Fragmentation of Diasporic Transnationalism

Abstract:
In 2003, for the first time in decades, Iraqis in the diaspora were able to return to their former homeland and help in the rebuilding of their country. Many returned in 2003 with ambitious plans and ideas to help in the country’s development, some through political parties and others through civil society. Due to political developments in Iraq however, and the subsequent ethno-sectarian political system installed under the US-led intervention, diaspora mobilization has been affected and shaped by homeland politics and dynamics, privileging some while thwarting others. Indeed, the post-2003 political system contributed to the fragmentation of diasporic mobilization along ethnic and sectarian lines due to homeland political dynamics. This, in turn, has shaped the issues and the type of transnational and translocal mobilization carried out by different groups. Focusing predominantly on the UK context and to a lesser extent the Swedish one,[i] this study explores both top-down and bottom-up approaches to Iraqi diaspora transnational mobilization, and assesses the opportunities and constraints for coordination in diasporic transnationalism. Drawing on 15 semi-structured interviews conducted with community gatekeepers, organizational representatives, and professionals working in specific sectors, as well as numerous informal interviews, and supplemented by interviews conducted from 2013 to 2018 in both London and Stockholm, this study assess the different waves of migration and socio-economic profiles of Iraqi migrants, how pivotal moments in Iraq’s recent history have affected diasporic transnationalism, and underlines the hindrances to mobilization. The study finds that where the first waves of UK migration saw the arrival of political and religious elites, medical professionals, and artists, latter waves saw the arrival of less skilled and educated workers, as well as refugees. This provides the background both to Iraqi diasporic mobilization and links to the post-2003 political system and to the fragmentation that would ensue. While some diasporic elites went on to serve in the Iraqi government, other diaspora individuals worked through civil society, providing development, training, knowledge transfer, and social welfare. The study also finds that the instability in Iraq, homeland dynamics affecting the positionality of groups vis-à-vis the country, and lack of funds are major obstacles to broader mobilization. To this point, while there is no denying the will of the diaspora to help in the rebuilding of Iraq, distrust in the diaspora among ethnic and sectarian groups presents a particular challenge to collaboration and cooperation. Building trust and reconciliation, helping to create a platform between diaspora groups, the wider public, and Iraqi organizations, and focusing efforts on cultural, heritage, health, and developmental issues – and avoiding party politics – could help overcome these obstacles to allow the diaspora to play a greater role in supporting the Iraqi state and society.

The last four years of U.S. immigration policy have been driven by the Trump administration’s aggressive stance against all types of immigration, legal and illegal.[1] President Joe Biden has promised to reverse many restrictive immigration policies from the Trump era by reforming the asylum system, raising the cap on refugee admissions, revoking the travel ban on immigrants from several Muslim-majority countries, halting the construction of a wall along the U.S. border with Mexico, suspending all deportations for the first 100 days of his presidency, making the DACA program permanent, and sending a comprehensive immigration reform bill to Congress.

In September 2020, the European Commission, through its Chair Ursula von der Leyen, launched the third European Pact on Immigration and Asylum, The first one dates from 2008 and the second from 2014, i.e. one every six years. This pact, like the previous ones, is not a treaty but a consensus commitment on common principles for the governance of migration and asylum in Europe. In the context in which it is set, it requires more compromise than the previous ones: the Syrian crisis of 2015 revealed the lack of solidarity between Member States regarding the reception of Syrian refugees, the lack of trust between States regarding the proposals made by the European Commission to “share the burden”, with Jean-Claude Juncker's quotas and the divide between Eastern and Western Europe between the socalled Višegrad countries (Poland, Hungary, Czech Republic, Slovakia) and Western Europe, notably Germany, which received more than one million asylum seekers in 2015. It will therefore take more time for the new Pact to be adopted unanimously by the European Council and undoubtedly, more negotiations and even bargaining. In the current context, following the US withdrawal from Afghanistan and the Taliban takeover, which raises concerns about the arrival of new Afghan refugees, does the new Pact offer the necessary instruments to formulate a common and effective response to future migration challenges?

Abstract:
Indian Americans are now the second-largest immigrant group in the United States. Their growing political influence and the role the diaspora plays in Indian foreign policy therefore raises important questions—about how Indian Americans view India, the political changes underway there, and the course of U.S.-India relations. Since coming to power in 2014, Indian Prime Minister Narendra Modi has made outreach to the far-flung Indian diaspora a signature element of his government’s foreign policy. Modi’s courtship of the diaspora has been especially notable in the United States, where the Indian American population has swelled to more than 4 million and has become the second-largest immigrant group in the United States.1 In two separate, large rallies on U.S. soil—in 2014 and 2019—Modi sought to highlight the achievements of the diaspora, outlining the many ways in which they can support India’s interests from afar while underscoring their increasingly substantial economic, political, and social influence in the United States. These high-octane gatherings, however, naturally lead to a series of questions: How do Indians in America regard India, and how do they remain connected to developments there? What are their attitudes toward Indian politics and changes underway in their ancestral homeland? And what role, if any, do they envision for the United States in engaging with India?

Abstract:
Ileft Cuba as a young two-year-old child on 9 April 1968 with my parents, an older brother, and sister. My parents were also expecting another child, my younger brother, who was later born in the United States. My parents’ oldest son was of military age and at university and was not granted the exit visa with the rest of the family. He would eventually join us as an adult, ten years later with his own family. We settled in Union City, New Jersey, after a few months at my father's uncle's home in New York. As I recall, the residents of Union City (or at least in my close community) at the time were mostly Cubans; a good number of Italians; a few Puerto Ricans, Dominicans, Germans; and people who practiced conservative Judaism. In our home we only spoke Spanish, but I remember the feeling of not understanding all of the children when I played outside, as they would speak English, the language I was yet to speak or understand. I was pretty much always surrounded by Cubans, the Cuban culture, and an all-Spanish community. Not a day went by in our home when Cuba was not mentioned. My mother had left all of her six brothers behind, and my father, his only sister. Both had left behind numerous nephews and nieces, friends, neighbors, and a whole life's worth of relationships. The main reason for the daily mention, however, was that their eldest son remained there and this separation was too much to bear and very painful for them. All they wanted was to have the family unit together again.

99. How Do Immigrants Promote Exports?

Abstract:
How does immigration affect export performance? To answer this question, we propose a unified empirical framework allowing to disentangle various mechanisms put forth in previous literature. These include the role of networks in reducing bilateral transaction costs as well as productivity shifts arising from migration-induced knowledge diffusion and increased workforce diversity. While we find evidence supporting all three channels (at both the intensive and the extensive margins of trade), our framework allows to gauge their relative importance. We then focus on diversity and find stronger results in sectors characterized by more complex production processes and more intense teamwork cooperation. This is consistent with theories linking the distribution of skills to the comparative advantage of nations. The results are robust to using a theoretically grounded IV approach combining three variations on the shift share methodology.

Abstract:
Migration as a weapon sounds like a policy statement by resurgent nationalistic parties (and governments) in the West. However, politics and the human cost aside, what if an adversary (both state and non-state actor) does exploit the current global crisis of mass migration due to globalization, war, and political unrest? This article will look at the ongoing mass migration to the European Union within the wider security context of the so-called hybrid threats and/or ‘grey zone’ tactics. It looks at the various legal categories of migration as how the law can be weaponized as so-called ‘lawfare’ to undermine the existing legal frameworks distinguishing between legal and illegal migration. The authors recognize the possibility that this article will be used as an argument by the political actors involved for their nationalistic and anti-migration politics and policies. Yet, we believe that the potential of abusing the current vacuum for political gains along ideological party lines makes it necessary to provide a wider legal-security focused perspective on mass migration.
