Abstract:
This paper provides a gender analysis of the 2018-2019 Sudanese Revolution, its goals and outcomes, and the strategies employed by protestors and state security forces. To do so, it sheds a light on how protesters drew on, emphasized, and mobilized along gendered identities. It pays particular attention to the part women played in mobilization efforts in the revolution and historic (dis)continuities of their role in mass mobilization. An analysis of protest spaces brings to light the way gender roles were practiced and negotiated within the movement. Examining the state’s response to the demonstrations, the paper highlights state forces’ gender-specific strategies to intimidate protesters and their practice of sexual violence. Lastly, the analysis turns to the first months of political transition. Women’s important roles in the revolution and their challenging of traditional gender roles have not yet translated into equal political representation in the transition, although some of their human rights demands have been met. The paper concludes by urging the Sudanese interim government to include the grievances and perspectives of women and marginalized groups in the negotiation of the country’s future both at the negotiation table and in the transitional legislative body.

Abstract:
This paper brings into discussion a concept that has not yet been distinctively and uniquely defined but which, at the same time, can be considered a classical one, thanks to the establishment of the theoretical basis of the social frameworks of memory in 1925 by the sociologist Maurice Halbwachs. Basically, any past memory reaches the fields of human memory causing a process of perpetual transformation. The social frameworks of memory are pieces of collective memory, past memories that are dominant and persistent in time, which offer explicit historical and social coordinates that lead to the interpretation of the past and the orientation of present values. Both public and collective environments offer the individual social and historical coordinates as well as a certain orientation of these values, an implicit ideology, so that the individual is influenced, and in time, even shaped by these coordinates and values that are implicitly transmitted by the social fields of memory.

3. Diversity without adversity? Refugees’ efforts to integrate can partially offset identity-based biases

Abstract:
How can refugees overcome barriers to integration in the host country? Refugees often face economic, social, and political discrimination by the local population. Ethnicity, religion, and refugees' past involvement in political violence can further exacerbate these biases. We examine whether host country's citizens reduce anti-refugee attitudes if they know that refugees have made proactive effort to integrate by forging social ties with the locals and learning the local language. Unlike most of the previous studies, we examine a non-Western country-Turkey-that hosts the highest number of Syrian refugees (3.6 million). We field a conjoint survey experiment-a method previously applied to study migration attitudes in the West-to 2,362 respondents in Turkey, presenting them with profiles of Syrian refugees that vary by demographics, ethnicity, religion, and involvement in the Syrian civil war. Respondents rank each profile in order of support for social, economic and political integration. We find that although Turkey is a Muslim country hosting predominantly co-religious refugees, not all refugees are perceived equally. There is a significant bias against Arabs and Kurds compared to Turkomans, and against former pro-regime fighters. Although information on refugees' effort strengthens support for their integration, not all disadvantaged groups benefit equally from it. Such information has a more robust effect on boosting support for Kurdish refugees, and has a limited effect on support for integration of Arabs and former pro-regime fighters. Importantly, information on proactive effort also strengthens support for groups that experience less discrimination (Turkomans and non-fighters), thereby potentially exacerbating inequalities among the refugees.

4. Shared Class as an Electoral Heuristic in Brazil’s Local Elections

Abstract:
Do voters use a candidate’s class as an electoral heuristic? And if so, how? Drawing on observational and experimental evidence from Brazil’s local elections (2004–2016), I provide evidence that voters use shared class to draw inferences about a candidate’s type: candidates from different classes receive similar overall levels of support, but receive disproportionate support from voters who share their class. The mechanisms driving this finding vary by a voter’s relative class position: upper-class voters use shared class to draw inferences about a candidate’s quality, trustworthiness, and distributive commitments, but lower-class voters only use shared class to draw inferences about a candidate’s trustworthiness and distributive commitments.

Abstract:
This paper analyses the role of sub-state sectarian actors in foreign policy making in weakly established states by re-visiting the July War of 2006 in Lebanon. It mainly asks how sub-state sectarian actors behave as foreign policy actors in countries where society is divided along sectarian identities and how sectarian identities matter in terms of the definition of the self and the other and the ally and the enemy in weak states. By doing so, the paper analyses the emergence and the consolidation of foreign policy orientations, preferences and behaviour of the Maronite, Sunni, Shi’a and Druze communities in Lebanon, with a specific emphasis on the role of Hezbollah during the war. Building its main findings on various fieldworks in Lebanon, interviewing leaders of major sects; this study concludes that in the absence of a cohesive foreign policy stance in a weak state, the role of sectarian identity in defining self and other becomes central for understanding the foreign policy choices of sectarian actors.

Canada’s Arctic Agenda: Into the Vortex brings together leading Arctic thinkers to examine key elements of Canadian Arctic and Northern policy. These experts reflect on the progress that has been made in the past few years in Arctic policies and programs and consider the impact of powerful forces of change and division, both within Canada and abroad, which have produced a vortex of economic, security, environmental and identity challenges for the Canadian Arctic. Addressing the intense, if understated, debate on Canada’s Arctic agenda, this report’s contributors share the consistent message that Northerners must play a leadership role in creating and implementing the policies that affect them. The report also includes a collection of interviews with Jane Glassco Northern Fellows. Abstract:
Multiculturalism is thoroughly connected with “identity politics,” “the politics of difference,” and “the politics of recognition,” which assigns a promise to increasing disparaged appearances and shifting leading arrangements of illustration as well as interaction which disregards definite units. It encompasses claims of fiscal benefits, political power, distinctiveness and culture. In this backdrop, the article targets to analyze traditional interaction as a panacea of all social and border disputes in this new century through the Chinese BRI connecting the current situation along historical linkages of Old Silk Road (OSR). Likewise, the basic purpose of this study is to investigate how seventy states in BRI project can be unified through cultural collaboration other than political, economic and strategic partnership, following Chinese pushing forward scheme in New Silk Road (NSR). In fact, BRI would provide all stakeholders of this project a golden opportunity to value their disregarded culture whose ethos lost actual worth because of Western rule since decades in this landmass. Moreover, the study is grounded with the theoretical approaches of cross-cultural power and leading theorizers of multiculturalism supported by Confucius, Iqbal, Nietzsche, Ibn Khaldun, Charles Taylor and Will Kymlicka. Besides, the data have been taken from the official reports, reports on cultural meetings among diplomats from BRI official sites and archival holy manuscripts to reevaluate the value of marginalized local cultures of Arabian, Indian and Chinese civilizations. Overall, the study distinguishes that how diversity is the real beauty of Asia and manifold culture of Asia is embedded with each other because of erstwhile historical links and it‟s tough to separate diverse identities of Asia on ethnic and communal grounds.

Abstract:
Many of the Islamic State associated women and children now live in camps inside Iraq and are denied identity cards, including birth and death certificates. These practices violate national and international laws and are likely to contribute to future radicalisation and renewed violent extremism. Iraq must develop clear policies in line with its democratic constitution.

9. Building on Digital ID for Inclusive Services: Lessons from India

Abstract:
India has emerged as a leader in building on its biometric digital ID (Aadhaar) to reform service and program delivery. It moved quickly to consolidate the rollout of Aadhaar, and then to embed the unique Aadhaar number into program databases. A range of applications, including digital signature and payments, was then constructed on top of the Aadhaar foundation (the India Stack). Together with partners, the Center for Global Development is analyzing the effects of Aadhaar-based reforms. India offers lessons for many other countries as their focus evolves from rolling out an ID system towards using it to improve the efficiency and inclusivity of service delivery. Some programs using Aadhaar are federally administered but others are implemented at state level. It is already clear that some states and sectors are reforming better than others, generally because of better design of the digital reforms or stronger capacity to implement them. The three programs we discuss below high- light achievements as well as challenges that need to be overcome for greater efficiency and inclusion.

10. Israeli Identity on the Run: the Quest for a Non- National Position in Contemporary Israeli Literature

Abstract:
My essay discusses a new attempt in young Israeli novels to break out of the suffo- cation and stagnation of the dominant literary protagonist. The discussion revolves around Ilai Rowner’s recent novel, Deserter (2015), which suggests ‘desertion’ as an option of to overcome nationalized structures of the self and of break new ground for its existence. The protagonist’s escape and quest for a non-national position is destined to failure, however, reflecting the current state of political consciousness among young Israeli authors, and, I ar- gue, the unthinkability of political exile in contemporary Israeli novels. The discussion presented here follows the renewed interest in Hanna Arendt’s exem- plary essay “We Refugees” (1943) in light of the current refugees’ crisis in Europe among scholars such as Giorgio Agamben, Amal Jamal and Itamar Mann. While Agamben develops a phenomenology of being-a-refugee, severing the bond between nation and territory, his work lacks an experiential account on being a refugee. In light of this absence, I argue that Rowner’s protagonist remains blind to the particular identities he encounters, actively eras- ing the profound differences between deserters and refugees, persecutors and persecuted. While he recognizes the haunted element in him, Rowners’ protagonist’s obliviousness to the specific experiential trappings of his own story effectively sterilizes the novel’s political acuity through the effort to adopt an all-human perspective.
