361. Famine in North Korea Redux?

Abstract:
In the 1990s, 600,000 to 1 million North Koreans, or about 3 to 5 percent of the precrisis population, perished in one of the worst famines of the 20th century.North Korea is once again poised on the brink of famine. Although the renewed provision of aid is likely to avert a disaster on the scale of the 1990s, hunger-related deaths are already occurring and a dynamic has been set in motion that will carry the crisis into 2009. North Korea is a complex humanitarian emergency characterized by highly imperfect information. This paper triangulates quantity and price evidence with direct observation to assess food insecurity in North Korea and its causes. We critique the widely cited UN figures and present original data on grain quantities and prices. These data demonstrate that for the first time since the 1990s famine, the aggregate grain balance has gone into deficit. Prices have also risen steeply. The reemergence of pathologies from the famine era is documented through direct observation. Although exogenous shocks have played a role, foreign and domestic policy choices have been key.

363. Migration Experiences of North Korean Refugees: Survey Evidence from China

Abstract:
Chronic food shortages, political repression, and poverty have driven tens of thousands of North Koreans into China. This paper reports results from a large-scale survey of this population. The survey provides insight not only into the material circumstances of the refugees but also into their psychological state and aspirations. One key finding is that many North Korean refugees suffer severe psychological stress akin to post-traumatic stress disorder (PTSD). This distress is caused in part by experiences in China. However, we demonstrate that it is also a result of the long shadow cast by the North Korean famine and abuses suffered at the hands of the North Korean political regime. These traumas, in turn, affect the ability of the refugees to hold jobs in China and accumulate resources for on-migration to third countries. Most of the refugees want to permanently resettle in South Korea, though younger, better-educated refugees have a greater inclination to prefer the United States as a final destination.

The massive devastation caused by cyclone Nargis has prompted a period of unprecedented cooperation between the government and international humanitarian agencies to deliver emergency aid to the survivors. The international community should seize this opportunity to reverse longstanding, counterproductive aid policies by providing substantial resources for recovery and rehabilitation of the affected areas and, gradually, expanding and deepening its engagement in support of sustainable human development countrywide. This is essential for humanitarian reasons alone, but also presents the best available opportunity for the international community to promote positive change in Myanmar.

Abstract:
The principal question in terms of assessing the interaction between human rights applicable both in peacetime and war and humanitarian law applicable only to armed conflicts is whether the protection accorded to individuals under the latter is lower than that under the former. The clarification of this question requires the accurate assessment of the available evidence, and not the preconceived approach that tends to conceive one of these two fields as lex specialis that excludes or curtails the protection under the other field. This contribution examines the various aspects of this problem, such as the general interaction between human rights law and humanitarian law, and the relevance of particular human rights in the context of armed conflicts. The evidence dealt with in the course of this analysis exposes the fallacy of the argument that the humanitarian law protection may be lower than that under human rights law.

Abstract:
Flows of official development assistance (ODA) to recipient countries have been highly volatile and this reduces their value. At the macro level, empirical evidence suggests that volatile ODA can negatively impact growth through several channels. At the micro level, volatility can affect fiscal planning and the level and composition of investment. This working paper develops a simple financial metric that policy makers can use to estimate (and reduce) the cost of aid volatility. Unlike other estimates, our measure does not depend on parameter estimates from cross-country regressions, nor on country-specific model simulations.

In September 2008, four hurricanes and tropical storms—Fay, Gustav, Hannah and Ike—slammed into Haiti with devastating force. Nearly 800 people were killed, 300 remain missing and more than 500 were injured. More than 150,000 people were displaced. Cities and towns were inundated with mud. Roads, bridges, crops and factories were destroyed. Damage to infrastructure was so great that helicopters and boats were required to reach parts of the island. Millions were left at risk of starvation. International aid officials warned that shortages could spark the kind of food riots that erupted in April of this year.
