Attention has recently focused on the notion of “compacts”—instruments that allow national and international partners to agree on the most urgent priorities requiring a collective effort in support of postconflict peacebuilding in a particular country, and identify how, and from which sources and instruments, implementation will be financed.

- Since the 2010 earthquake, almost $6 billion has been disbursed in official aid to Haiti, a country with a population of just under 10 million. An estimated $3 billion has been donated to NGOs in private contributions in addition to official aid. The United States Government alone has disbursed almost $2 billion of this total amount and has pledged over $3 billion for relief and reconstruction.

- The Yemeni people are facing a worsening humanitarian crisis with more than ten million–44 per cent of the population–facing food insecurity. With the onset of the hunger season, many families have exhausted their coping strategies and are being driven deeper into poverty. Donors remain deeply divided over their approaches to the region's poorest country, thus delaying responses and hindering funding. As the crisis builds, donors must take steps to address immediate humanitarian needs as well as making long term commitments to promote development. The Friends of Yemen ministerial meeting in Riyadh offers a critical opportunity for donors to be decisive, creative and generous if they are to break the cycle of hunger and poverty in Yemen. Yemen's future depends upon reducing people's vulnerability and building resilience for the long term, breaking the hunger cycle and empowering people to realize their potential. Failure to act now will put more lives at risk and further entrench poverty in the country.

- In both conflicts and disasters, people anywhere have the right to the humanitarian assistance and protection that they need. When national governments are unable to provide it, or need support, the international community has a responsibility to help, including through funding humanitarian action by disaster-affected governments, local and national NGOs, the UN and others. Despite increased funding, new donors and initiatives the level and nature of funding remains inadequate.

- Foreign military forces, including UN peacekeeping operations, should not provide relief or development assistance, other than in exceptional cases. Governments should follow the accepted international standards to judge those exceptional circumstances, and determine how military forces should act. These standards are the Guidelines on the Use of Foreign Military and Civil Defence Assets in Disaster Relief [the Oslo Guidelines] for natural disasters, and separate UN guidelines for conflicts.

- Considering the fact that less systemic sensitivity has appeared towards U.S. military actions on the global scale and that the great powers in the international system do not engage in any serious effort at preventing this state, the role of domestic interest groups has increased as has the president's attention to their opinions. Despite the fact that no serious threat to U.S. security existed and the country's national interests were not at stake, Barack Obama ordered the use of military force against Muammar Gaddafi. Liberal humanists in the power structure played a crucial role in order to make the necessity of attack inevitable by aggrandizing the threat. By embracing the opinion expressed by the liberal humanists and repeating this aggrandizing for election purposes as well as for preserving his own liberal base, Barack Obama found a military attack on Libya rational and necessary.

188. In Defense of Smart Sanctions: A Response to Joy Gordon

- In her recent article in this journal, Joy Gordon provides an astute history and critique of the evolution and application of smart sanctions within the United Nations system since the mid-1990s. Her analysis of the strengths and weaknesses of the discrete types of smart sanctions is part of a growing discussion among both academics and practitioners about the future and the utility of these measures. As always, her continued skepticism about the effectiveness and ethical dimensions of economic sanctions deserves serious consideration and evaluation. In particular, Gordon raises three central concerns: (1) smart sanctions are no more successful than traditional trade sanctions; (2) each type of targeted mechanism has serious flaws; and (3) targeted sanctions did not end the humanitarian damage or the related ethical dilemmas that are embedded into sanctions design and implementation.

189. CARE and Cargill: An Innovative NGO-Private Sector Partnership to Fight Global Poverty

- Formed in 2008, the Rural Development Initiative is a five-year, $10 million partnership between CARE, a prominent humanitarian organization, and Cargill, an international producer and marketer of food, agricultural, financial, and industrial products and services. CARE partners with Cargill employees in local communities and along the company's supply chains to improve crop yields, access to markets, and incomes for farmers; enhance the attendance and quality of education programs; and increase access to health care, nutritional programs, and safe drinking water in rural communities. With projects in Ghana, Côte d'Ivoire, Egypt, India, Honduras, Guatemala, and Brazil, the CARE-Cargill partnership seeks to help 100,000 people lift themselves out of poverty by 2013. Through the Rural Development Initiative, CARE and Cargill leverage their respective strengths to improve livelihoods, while at the same time improving Cargill's competitive advantage and fulfilling CARE's mandate.

- The international community has become adept at responding to disasters. When a disaster hits — whether natural or as the consequence of human activity — humanitarian relief can be on the ground almost anywhere in the world in less than 24 hours. The international community has developed an elaborate network to respond to catastrophes involving the collaboration of international agencies, humanitarian relief organizations, national governments and concerned individuals. The collective ability to help save lives quickly is unprecedented in human history; the problem remains, however, that one never knows in advance where disaster will strike, what the immediate needs of those affected will be or what conditions the first responders will confront. Given these uncertainties, how can disaster-response planners best position themselves to take action?
