142. Complaining to the State: Grievance Redress and India's Social Welfare Programs

- Poor implementation of social welfare programs is a chronic challenge in developing countries such as India. Yet, despite the large number of people affected and the serious consequences of implementation failure, there have been few studies, and even less theorization, of grievance redress in these contexts. Based on fieldwork conducted by the author, this article examines grievance redress for social welfare programs in the Indian states of Madhya Pradesh and Bihar. It argues that the idea of accountability regimes, which has been developed in the administrative law literature, provides a more useful framework for understanding grievance redress than commonly invoked alternatives, such as a purely rights-based approach or an ad hoc analysis of the costs and benefits of specific redress mechanisms. While not rejecting either of these alternatives, it claims that an accountability regime approach that focuses on how officials are monitored and controlled through grievances is both more descriptively complete and more likely to generate a wider range of useful policy prescriptions.

143. UN Statebuilding at a Turning Point: What's new about the intervention brigade and peacekeeping drones?

- Last March the UN Security Council authorised the so-called Intervention Brigade to undertake 'targeted offensive operations' against illegal armed groups operating in the Eastern part of the Democratic Republic of the Congo (DRC). The Brigade, which undertook its first operations in August, differs from traditional UN peacekeeping in terms of its robust mandate and mobility. The UN has simultaneously adopted a new technology, unmanned aerial vehicles (UAVs), in the DRC, which represents the first-ever use of UAVs as a part of UN peacekeeping. UAVs will be deployed in the DRC at the end of November, and start operating in early December The Intervention Brigade and UAVs have been hailed as a turning point in UN peacekeeping. However, they should not be perceived as completely new or standalone instruments of UN conflict management. They could instead be best understood as a continuum and extension of the long held state building doctrine applied by the UN. These new instruments enable the UN to perform one of its key functions of state building and protection of civilians, namely controlling and policing the whole territory of a state where an intervention has been undertaken more effectively than before. The lessons learned from the UN peace operation in the DRC indicate that the UN state building doctrine remains self-contradictory on account of the tendency of UN state building missions to spill over into wars and the mismatch between the ambitious goals set for state building and the chronic lack of resources. The Intervention Brigade and UAVs can potentially help the UN to resolve that mismatch by enhancing the UN's state building and protection capacities. However, they cannot resolve the other major disadvantage of state building, namely collateral damage inflicted in state building wars, and may even aggravate that problem.

144. The Norwegian Approach to Afghanistan: Civilian-Military Segregation

- In a way, one could consider Norway a typical example of a small International Security Assistance Force (ISAF) partner in Afghanistan, with 400 troops at its disposal and responsible for one of the 26 provincial reconstruction teams (PRT). Norway is a signatory to the Atlantic Pact and a staunch North Atlantic Treaty Organization (NATO) member. At the same time, the people and the government of Norway — like those in many European countries — share reservations about the extraterritorial use of military force. They consider Norway to be a "peace-nation," a small state without strategic global interests. Norwegian foreign policy favors the multilateral institutional approach, providing stability and predictability through the United Nations (UN). The government of Norway has to balance military needs with civilian demands for humanitarian aid and the support of human rights — in particular women's rights. In Afghanistan, Norwegian civilian aid priorities included the strengthening of Afghan governance capacities, rule of law, education, and rural development.

- On April 29, 2011, the first Syrian refugees crossed the border into Turkey. Two years later, the country hosts some 600,000 Syrian refugees—200,000 of them living in 21 refugee camps with an additional 400,000 living outside of the camps (see charts 1 and 2 below). These estimates, reported by both the Turkish government and the Office of the UN High Commissioner for Refugees (UNHCR), are conservative. Indeed, officials working directly with refugees on the ground suggest that the number living outside of the camps may be as high as 800,000.

147. Replenishing the Global Fund in 2013

- Hopes are high for a successful outcome of the 2013 replenishment process, through which the Global Fund to Fight AIDS, Tuberculosis and Malaria seeks pledges of $15 billion to support planned activities for 2014-2016. Yet at a time when some experts argue it is finally possible to “turn the tide” on HIV/AIDS, malaria, and tuberculosis, it is unclear whether countries and other donors will pledge adequate funding to meet the revitalized Fund's replenishment goal. The United States has an essential leadership role to play in helping ensure a successful 2013 replenishment outcome. In the short term it must come through with a strong pledge of its own and engage diplomatically with a range of donor and beneficiary countries to demonstrate support for the organization. In the longer term the U.S. will need to work with the Fund and other governments to identify new ways for public and private-sector entities, as well as individuals, to support the Global Fund's work.

- U.S. policymakers and private-sector partners increasingly appreciate the importance of targeted U.S. investments in women's health to achieve global health outcomes, especially in sub-Saharan Africa.With budgetary constraints worsening, progress in women's health will require maximizing investments by engaging new partners, identifying program synergies, and aligning with countries' national priorities to meet women's needs. Such strategic coordination—involving maternal newborn and child health, voluntary family planning, and HIV and AIDS services—presents new opportunities to expand the impact of U.S. investments.

- As the situation in Syria continues to deteriorate, could the humanitarian crisis afflicting the country and its neighbors provide an entryway for regional cooperation? This policy paper examines how regional responses to humanitarian crises have succeeded or failed to meet humanitarian objectives in order to inform approaches to contemporary crises. It also assesses whether such regional responses contributed to strengthening regional integration and cooperation, paving the way for increased regional stability and an improved capacity to respond to emergencies. The report explores two different humanitarian crises: the war in the former Yugoslavia in the 1990s and Cyclone Nargis in Myanmar in 2008. Examining the ways in which countries in each region and regional organizations addressed humanitarian needs, it draws a number of lessons that could be applied in contemporary crises: Regional ownership over the response is crucial, but not necessarily spontaneous. External actors can usefully contribute through a balanced mix of pressure and technical support. Preexisting regional organizations can provide a valuable institutional framework on which to build the response. An approach that focuses on the specific needs of the most vulnerable individuals can help to depoliticize discussions while strengthening trust among regional stakeholders. Complementary policy-level and expert-level processes can equip the response with both political commitment and regular working relationships for addressing tangible needs.

150. Social Capital and Disaster Recovery: Evidence from Sichuan Earthquake in 2008

- Social capital can help reduce adverse shocks by facilitating access to transfers and remittances.This study examines how various measures of social capital are associated with disaster recovery after the 2008 Sichuan earthquake. We find that households having a larger Spring Festival network in 2008 do better in housing reconstruction. A larger network significantly increases the amount of government aid received for housing reconstruction. Furthermore, households having larger networks receive monetary and material support from more people, which also explains the positive impacts on recovery from the earthquake. As for other measures of social capital, connections with government officials and communist party membership do not significantly contribute to disaster recovery. Human capital, measured by the years of schooling of household head, is not positively correlated with housing reconstruction.
