Abstract:
Legal criticism of broadcast regulation typically starts by demonstrating the paradoxically disparate treatment of print media and broadcast media under the First Amendment. In contrast, economic criticism typically starts by demonstrating that the scarcity of the electromagnetic spectrum, to the questionable extent that it exists, does not distinguish broadcasting from any other medium of communications for which the essential factors of production are privately owned and ordered. Each line of criticism is powerful. And each continues to the current day to appear again and again in court challenges to broadcast regulation. It is more useful, however, to model broadcast regulation in terms of the creation and dissipation of rent.

1272. Burma: A Time for Change

Abstract:
On May 30, 2003, the Burmese military regime orchestrated violent attacks by pro-government militia on Aung San Suu Kyi, the leader of the National League for Democracy (NLD) and her supporters as they traveled outside Mandalay. At least four of her bodyguards were killed as well as a significant number of others. She has been held in custody since then. Following the attacks, the regime arrested more than 100 democracy activists, imprisoned at least a dozen, shut down NLD offices across the country, and closed schools and universities. This is the bloodiest confrontation between Burma's military rulers and democracy supporters since 1988, when the government suppressed a popular uprising against the regime and thousands were killed.

If the United States goes to war and removes the regime of Saddam Hussein, American interests will demand an extraordinary commitment of U.S. financial and personnel resources to postconflict transitional assistance and reconstruction. These interests include eliminating Iraqi weapons of mass destruction (WMD); ending Iraqi contacts, whether limited or extensive, with international terrorist organizations; ensuring that a post-transition Iraqi government can maintain the country's territorial integrity and independence while contributing to regional stability; and offering the people of Iraq a future in which they have a meaningful voice in the vital decisions that impact their lives.

The United Nations Office on Drugs and Crime (UNODC) is not a law enforcement agency. We do not manage informants, undertake surveillance or analyze criminal intelligence but we do coordinate and deliver technical assistance to countries to develop and strengthen these skills. This is our role in the war against drugs. To help us in South Eastern Europe we employ law enforcement officers in the field.

The United States Commission on International Religious Freedom (USCIRF) is an independent federal government agency created by the International Religious Freedom Act of 1998 (IRFA) to monitor religious freedom in other countries and advise the President, Secretary of State, and Congress on how best to promote it. The Commission is the only government commission in the world with a mandate to review and report violations of the internationally-guaranteed right to freedom of religion and belief worldwide. By providing reliable information, analysis, and careful and creative policy recommendations, the Commission gives the U.S. government and the American public the tools necessary to promote religious freedom throughout the world.

1276. Monitoring of the Norwegian Secret Services

Abstract:
In Norway, monitoring of the secret services (EOS services) is carried out by a parliamentary monitoring body, the Committee for Monitoring of Intelligence, Surveillance and Security Services. The Committee conducts continuous monitoring of the Norwegian Police Security Service, the Norwegian Intelligence Service and the Norwegian National Security Authority (NoNSA). The monitoring arrangement is independent of the EOS services and the remainder of the administration. The Committee's members are elected by the Storting (the Norwegian parliament), and the Committee reports to the Storting annually. The arrangement was established in 1996. The continuous monitoring takes the form of regular inspections of the secret services. The Committee also deals with complaints from private individuals and organizations that believe the secret services have committed injustices against them.

Moreover, ICAR's doctoral program in conflict analysis and resolution, in existence since 1988, now counts nearly 30 Ph.D.s on its roll.

Kenya's independence leader, Jomo Kenyatta, of the Kenya African National Union (KANU), held power from independence in June 1963 to the time of his death in August 1978. He was succeeded by then Vice President Daniel arap Moi, who retained the presidency through Kenya's multiparty elections in 1992 and 1997. However, both elections were marred by controversy owing to political violence, widespread voting irregularities, and fraud.

Abstract:
This paper argues that local media have been of great importance in the escalation of inter-ethnic conflicts in the former Soviet Union, and that conflict prevention by the OSCE in the region initially did not focus appropriately on media issues. During the past few years, however, media issues have increasingly come to preoccupy the OSCE, chiefly in connection with human rights issues and freedom of speech, but to some extent also as an element of conflict prevention. The importance of local media for OSCE conflict prevention is analysed in terms of the activities of the High Commissioner for National Minorities and Representative on Freedom of the Media, and OSCE annual reports.
