381. The Security-Development Nexus: a Typology, History and Implementation of Changing Paradigm

Abstract:
The article is a response to the contemporary state of research of the security-development nexus and attempts to analyze the heterogeneous area of its interpretations and implementations. It analyzes the ways and describes the development of interpretations of the security-development nexus. The text also offers empirical material to enable looking at the variety of effects. It shows that despite a broad interdisciplinary debate, three general attitudes have been generated. The first one is based on the idea that security is the prerequisite of development, the second one that development is the prerequisite of security, and the third one that security and development go hand in hand. The area of concepts appears to be wide and varied as well. The contemporary concepts differ mainly in whose development and whose security they take into account, and which one from these two values (development or security) is understood as more important and how it is interpreted (what is “security” and what is “development”). On the operational level it is clear, that the security-development nexus is not only an academic and theoretical reflection or pose, but that it also influences the practice and changes the national, as well as the international politics. The presented empirical material does not say anything about the size of the change and the number of actors affected, however, it shows that it is no marginal phenomenon, because it has affected important players in the international system as well as rules governing the system.

Abstract:
This paper explores “system vulnerability thinking” as a specific response to the exigencies of thermonuclear war in the 1950s. It is one part of a collaborative project with Andrew Lakoff on the government of catastrophe in the post - World War II United States. The project focuses on the forms of expertise, the knowledge practices, and the governmental institutions that have been invented to anticipate and manage potential catastrophes, from natural disasters, to pandemic disease, to terrorism, to energy crises. In this project we have identified the reconfiguration of US government in the early years of the Cold War as a crucial moment in which the government of catastrophe in the post - World War II US took shape.

Abstract:
Serbia, Kosovo, and Turkey, all European Union applicants, recognize that the possibility of European belonging as historical reality is a crucial attribute for acceptance. These countries have all built national stories rooted in the Medieval Ottoman conquest of the Western Balkans and distanced themselves from the “Orient” and from Islam. By doing so, they have engaged in a debate with a “thick,” rather than a “thin” conception of Europe; they have tried to measure up to Europe as a traditional community of values defined by its Christian character, rather than the dynamic cosmopolitan Europe of law and standards which is officially embodied by the Union. Paradoxically, the revival of these national memories not only anchors a particular configuration of national time and space for Serbs, Albanians, and Turks. It mirrors a concern with identity, very present at the core of Europe, which is often resolved through the affirmation of an allegedly authentic and coherent European Christian tradition.

Abstract:
The Maoist movement in India began to develop in the late 1960s, taking advantage of the political space provided when the Communist Party of India (Marxist) abandoned its revolutionary fight. In the early 1970s the Maoist, also called Naxalistes, were the victims of intense factionalism and severe repression which led the militants to retreat to the tribal zones of Andhra Pradesh and Bihar, their two pockets of resistance during the 1980s. This strategy explains not only the transformation of the Indian Maoist sociology (which was led originally by intellectuals but became increasingly plebian) but also its return to power in the late 1990s. That decade, notable for economic liberalization, witnessed the exploitation of mineral resources in the tribal regions to the detriment of the interests of the inhabitants. The growth in Maoism during the 2000s can be explained also by a reunification under the banner of the Communist Party of India (Maoist) which was created in 2004. The reaction of the government in New Delhi to this phenomenon which affects half the Indian states has been to impose repressive measures. In contrast the Maoists see themselves as the defenders of a State of rights and justice.

388. The Invention of International Relations Theory: Realism, the Rockefeller Foundation, and the 1954 Conference on Theory

The 1954 conference on theory, sponsored by the Rockefeller Foundation, featured a who’s who of scholars and practitioners debating the foundations of international relations theory. Assembling his own team of experts, all of whom have struggled with this legacy, Nicolas Guilhot revisits a seminal event and its odd rejection of scientific rationalism. Far from being a spontaneous development, these essays argue, the emergence of a “realist” approach to international politics, later codified at the conference, was deliberately triggered by the Rockefeller Foundation. The organization was an early advocate of scholars who opposed the idea of a “science” of politics, pursuing, for the sake of disciplinary autonomy, a vision of politics as a prerational and existential dimension that could not be “solved” by scientific means. As a result, this nascent theory was more a rejection of behavioral social science than the birth of one of its specialized branches. The archived conversations reproduced here, along with unpublished papers by Hans Morgenthau, Reinhold Niebuhr, and Paul Nitze, speak to this defensive stance. International relations theory is critically linked to the context of postwar liberalism, and the contributors explore how these origins have played out in political thought and American foreign policy.

389. Governance Without a State?: Policies and Politics in Areas of Limited Statehood

Governance discourse centers on an “ideal type” of modern statehood that exhibits full internal and external sovereignty and a legitimate monopoly on the use of force. Yet modern statehood is an anomaly, both historically and within the contemporary international system, while the condition of “limited statehood,” wherein countries lack the capacity to implement central decisions and monopolize force, is the norm. Limited statehood, argue the authors in this provocative collection, is in fact a fundamental form of governance, immune to the forces of economic and political modernization. Challenging common assumptions about sovereign states and the evolution of modern statehood, particularly the dominant paradigms supported by international relations theorists, development agencies, and international organizations, this volume explores strategies for effective and legitimate governance within a framework of weak and ineffective state institutions. Approaching the problem from the perspectives of political science, history, and law, contributors explore the factors that contribute to successful governance under conditions of limited statehood. These include the involvement of nonstate actors and nonhierarchical modes of political influence. Empirical chapters analyze security governance by nonstate actors, the contribution of publicprivate partnerships to promote the United Nations Millennium Goals, the role of business in environmental governance, and the problems of Western state-building efforts, among other issues. Recognizing these forms of governance as legitimate, the contributors clarify the complexities of a system the developed world must negotiate in the coming century.

Abstract:
The history of Turkey is one of boundless ambiguities and contradictions. Once the center of the Islamic world, it now craves to be recognized as a secular, Western state. Although it was founded as a free republic, its military has exercised almost-Third World authoritarian power over the civilian leadership. Turkey, geographically, as well as ideologically, has been at the crossroads of the East and the West. Thus, few other countries can claim such a paradoxical mix of republicanism, authoritarianism, Islamism, and secularism.
