11. Initiating Tibet and English East India Company’s Ties in the 18th Century: The Warren Hastings Years

Abstract:
In the last quarter of the 18th century, Warren Hastings, the first de facto Governor General of India from 1774 to 1785 initiated and set up the English East India Company’s relations with Tibet. The first contact in this reference was initiated by the Tibetans, when, upon hearing the news of the defeat of Bhutan’s King Desi Shidariva by the British forces in the battle for Cooch Behar (1772-1774), the Panchen Lama, Palden Yeshe, wrote a historic letter of mediation addressed to the Governor General. Hastings seized the opportunity, and, in his response proposed a general treaty of amity and peace between Bengal and Tibet.

Abstract:
In the last quarter of the 18th century, Warren Hastings, the first de facto Governor General of India from 1774 to 1785 initiated and set up the English East India Company’s relations with Tibet. The backdrop to this was created when the ruler (sde-srid or srid-skyon) of Bhutan overran Sikkim some years prior. In 1771, the Bhutanese descended on the plains and invaded Cooch-Behar, taking in the Raja (King) as a prisoner. The royal family called on Warren Hastings for assistance, who, in turn, dispatched a battalion of sepoys. The Bhutanese were driven away from Cooch-Behar and chased into the Duars around winter 1772-1773.1 In the given circumstances, the Bhutanese government appealed the Tashi Lama (who was the acting Regent of Tibet during the infancy of the Dalai Lama) to intervene on their behalf.

Abstract:
The 20th and 21st centuries will be remembered for many things, including primacy of the vast and seemingly endless seas and oceans. In this setting, the Indian Ocean Region (IOR) finds itself at the heart of the world map connecting distant nations through limitless waters. As a Northeast Asian island nation, Japan’s involvement with the Indian Ocean is heavily defined by virtue of its trade, investment and supplies from this region. Japan’s story in this reference dates back to the 17th century when a prominent Japanese adventurer, merchant, and trader, Tenjiku Tokubei sailed to Siam (Thailand) and subsequently to India in 1626 aboard a Red Seal ship via China, Vietnam and Malacca. Often referred to as the ‘Marco Polo of Japan’, Tokubei’s adventurous journey and account of his travels to India gained distinction also because he became perhaps the first Japanese to visit Magadh (which was an Indian kingdom in southern Bihar during the ancient Indian era).

Abstract:
With the collapse of the Soviet Union, it was thought that major wars had become obsolete (Mueller 1989) and perhaps regional conflicts might be brought under control (Cederman, Gleditsch, and Wucherpfennig 2017). But, while the level of violence declined, the number of wars in the world appears to have reached a new steady state. A world that was once organized by East-West rivalry is now characterized by ethno-religious conflicts, as well as by spontaneously arising transnational terrorist organizations and criminal gangs. For various reasons, economists have become interested in investigating the causes and effects of war and other armed conflict (e.g., Coyne and Mathers 2011). This article uses a consistent measurement of these forms of violence across space and time to conduct a rigorous quantitative analysis of the effect of war on economic growth.

Abstract:
“The history of water,” writes Sunil S. Amrith, “shows that nature has never truly been conquered.” Nature is a dynamic presence in Amrith’s oeuvre. As a historian of South and Southeast Asia, his research engages the spaces, movements, and processes of a uniquely Indian Oceanic region. The worlds recounted by Amrith are often ones marked by the ambitions of empires and polities, the mass migration of human labour, and indeed, the furies of nature itself. In his latest book, Unruly Waters, Amrith shows how “the schemes of empire builders, the visions of freedom fighters, the designs of engineers—and the cumulative, dispersed actions of hundreds of millions of people across generations—have transformed Asia’s waters over the past two hundred years.” It testifies to the dreams that societies have often pinned to water, as well as its unwieldy and turbulent nature. In his account of “the struggle for water” and control over the Asian monsoon, we come to understand how climate change exacerbates a problem both already in-progress and connected to histories of “reckless development and galloping inequality.” Sunil S. Amrith is presently the Mehra Family Professor of South Asian History at Harvard University. He was the 2017 recipient of the MacArthur Fellowship. From July 2020, Amrith will be the Dhawan Professor of History at Yale University. His most recent book publications include: Unruly Waters: How Rains, Rivers, Coasts, and Seas Have Shaped Asia's History (Basic Books and Penguin UK, 2018), Crossing the Bay of Bengal: The Furies of Nature and the Fortunes of Migrants (Harvard University Press, 2013), and Migration and Diaspora in Modern Asia (Cambridge University Press, 2011). In this conversation, we discuss the role of water, nature, and inequality vis-à-vis history; the fields of global and environmental history; and lastly, some of the thoughts and practices that underlay the historian’s craft.

It is only in the past decade that Ukrainian history has begun to be researched in the context of international or global history. The American historian Serhii Plokhy, Mykhailo S. Hrushevs'kyi Professor of Ukrainian History at Harvard University and director of the Harvard Ukrainian Research Institute, is a prominent exponent of this approach. His books The Gates of Europe: A History of UkraineandChernobyl: History of a Tragedy analyze the major problems of the Ukrainian past from a transnational perspective. His latest book, Forgotten Bastards of the Eastern Front: An Untold Story of World War II, deals with the establishment of United States Air Force bases in the Poltava region of Soviet Ukraine in 1944—the only place where Soviet and American troops lived and fought side by side during the war, putting the anti-Nazi alliance to the test. Plokhy's research interests include the early modern history of Ukraine, twentieth-century international history, and intellectual history. I spoke with Serhii Plokhy about the integration of Ukrainian history into global history, the colonial status of Ukraine, and environmental history.

Abstract:
Capitalism versus Communism. To many, the latter half of the twentieth history was deeply shaped by the confrontation between these two ideological and socioeconomic systems. When the Soviet Union collapsed in 1991, capitalism's triumph was credited to its valorization of money and protection of markets, among other factors; and, as the story continues, Communists failed, in part, because they suppressed markets and globalization. Yet, how much of this historical picture holds true? To Oscar Sanchez-Sibony, a good deal of Cold War histories are founded on generally held misconceptions about the political economy of the Soviet Union. Not only do they ignore the intense engagements between the Soviets and the world, they often miss the mark by neglecting the larger financial and economic architecture that facilitated such exchanges and economic growth in the Union of Soviet Socialist Republics (USSR). There is a larger story to be told about the rise of global capitalism and the Soviet Union. These are the themes of Red Globalization: The Political Economy of the Soviet Cold War from Stalin to Khrushchev (2014). Making use of archival documents from Russian archives, Sanchez-Sibony provides a rich account of how a young Bolshevik state navigated through the world's economic crises, while seeking favorable trading partners in the West for investments. This interview also ventures into topics and figures such as Depression Stalinism, Anastas Mikoyan, and Soviet-Global South relations. This book provoked much debate, and will be a must-read for years to come for anyone interested in histories of the Soviet Union, global capitalism, and the global Cold War. Oscar Sanchez-Sibony is Assistant Professor of History at the University of Hong Kong, where he teaches and researches subjects in Soviet history, Stalinism, and capitalism. He received his Ph.D. from the University of Chicago under the guidance of Sheila Fitzpatrick. Toynbee Foundation had the pleasure to talk with him about his career and the development of his research.

19. Withdrawal deadlines in war: Vietnam, Iraq, and Afghanistan

At the outset of some of the most impactful wars in history, policymakers have assumed that the duration of conflict would be brief. Unfortunately, their assumptions were often wrong, as may wars like those in Vietnam, Iraq, and Afghanistan only grew more complicated with the passage of time. However, at least in these three cases, the reality of prolonged stalemate did not stop policymakers from setting withdrawal deadlines to assuage public anxieties and improve military performance. The pressures contributing to these consistent decisions across time are still relevant now. Therefore, as the United States currently seeks to deter great-power rivals and rogue regimes while combating terrorism, it is as important as ever to understand the roles and potential outcomes of withdrawal deadlines in war. In this new Atlantic Council report, Withdrawal Deadlines In War: Vietnam, Iraq, and Afghanistan, Dr. Paul D. Miller examines the effect of withdrawal timetables on public opinion, military success, and policymakers’ goals across the three titular case studies. He finds that “Withdrawal timelines do not achieve the political benefits that policymakers desire, but they do incur the risks policymakers rightly fear.” In the face of prolonged and difficult military challenges, withdrawal deadlines can exacerbate outcomes at crucial moments, and thus policymakers must tread carefully.

Abstract:
Leaders often believe that states that demonstrate disloyalty toward an ally will acquire a reputation for disloyalty, and thus damage other alliances. But in some circumstances, excessive loyalty to one ally can damage—perhaps even destroy—other alliances. The First Taiwan Strait Crisis (1954–55) shows that alliance interdependence is governed not by a reputation for loyalty, but by assessments of allied reliability.
