Abstract:
The example of the dissolution of Czechoslovakia referred to also as the “Velvet Divorce”, in the early 1990s, often serves as a model of peaceful dissolution of a joint state. While the context of the joint Czechoslovak state and its split as well as the shared history of Czechs and Slovaks is very different from that of the Western Balkan countries, due to its peaceful, well-managed preparation as well as the implementation and establishment of “above-standard” friendly relations after the dissolution, for which is Czechoslovakia studied as a model example and compared to other states’ dissolutions, it would be impossible not to include it among the cases studied in this project.

Abstract:
In 2017, the Polish Ministry of Foreign Affairs established the “Reconciliation and Remembrance” seminar, which aims to share the experience of Polish-German reconciliation as an inspiration for improving relations between the Western Balkan nations and overcoming historical barriers. The project is implemented in cooperation with the Krzyżowa Foundation and the German Embassy. Certainly, Polish-German reconciliation may serve to a certain degree as a source of inspiration for the similar processes taking place in the Western Balkans.

Abstract:
Slovak-Hungarian relations have constantly been the most sensitive in the V4. The relationship between Slovakia and Hungary was problematic already in the 1990s even though the fall of communist regimes in Central Europe and the prospects of integration in Euro-Atlantic structures promised the possibility of a new era of reconciliation. It became evident that membership on multi-lateral platforms - like the EU or V4 - alone could not be the panacea solving all problematic issues between Slovakia and Hungary as tensions continued to be exacerbated after the EU accession while V4 cooperation deliberately avoided sensitive bilateral issues.

134. Transitional Justice in Taiwan: A Belated Reckoning with the White Terror

From 1949 to the end of the Cold War era, the Kuomintang (KMT)—under the leadership of Chiang Kai-shek and his son Chiang Ching-kuo—ruled the Republic of China (Taiwan) under martial law. The martial law decree gave the government immense power to quash any perceived forms of dissent in society. As a result, the KMT imprisoned, tortured, and executed thousands of people over the course of several decades. Now, President Tsai Ing-wen and the Democratic Progressive Party are investigating the atrocities committed during this era. With the establishment of the Ill-Gotten Party Assets Settlement Committee and the Transitional Justice Commission, the Tsai government hopes to bring historical truth and justice to Taiwan’s society and hold the KMT accountable for its actions during the authoritarian period. Despite good intentions, the progress has been slow due to legal delays, a controversy regarding malintent, and the population’s ambivalence. Nevertheless, Taiwan must deal with its history in order to move forward as a democracy.

Abstract:
Lejos de las consideraciones tradicionales de que la España de inicios del siglo XX poco o nada tuvo que ver con en el panorama internacional, el presente artículo tratará de demostrar cómo Madrid orbitó en torno a Londres y París durante los prolegómenos de la Gran Guerra. Finalmente, la reticencia de Roma a hacer valer sus acuerdos adquiridos con los Imperios Centrales, declarándose neutral, alejó el foco del conflicto del Mediterráneo Occidental. La España de 1914 finalmente no participó en la contienda, pero es el propósito de este trabajo explicar en qué medida su Armada y su Ejército habían jugado un papel de primer orden en los planteamientos estratégicos del conflicto que cambiaría el mundo.

136. Causas del antimilitarismo y anti belicismo de la ciudadanía española: La incidencia del servicio militar (1808-2001)

Abstract:
El artículo plantea la tesis de que la oposición de grandes capas de población a prestar el servicio militar fue la principal causa del sentimiento antimilitarista y antibelicista que caracteriza a la sociedad española incluso en la actualidad. A tal efecto, se hará un recorrido de las manifestaciones de dicho rechazo a partir de la Guerra de la Independencia, momento en que aparecieron los primeros síntomas de este fenómeno. Después se contemplará la incidencia de la redención en metálico y la sustitución durante el periodo liberal, la de las guerras de Santo Domingo, Cuba y Filipinas en el último tercio del siglo XIX y de la de Marruecos en el primero del XX. El artículo finalizará con un análisis sobre la repercusión que la objeción de conciencia y la insumisión tuvieron en la suspensión del servicio militar en el año 2000. Para ello se utilizará un amplio espectro de fuentes testimoniales, legislativas y sociológicas, así como la abundante bibliografía disponible sobre el tema.

Abstract:
India’s relations with Communist China have evolved through various twists and turns. India’s lack of realist approach and naiveté about emerging global politics helped China in gaining an upper hand over India in achieving regional dominance particularly displayed through the bilateral disputes over the border determination. While the defeat of 1962 is a distant past, it has continued to wield great influence over India’s overall approach towards China. This article, thus, goes for a reappraisal of the border issues which have and still continue to influence Indo-China relations.

In our cover article, Matt Bryden and Premdeep Bahra trace the evolution of the jihadi terrorist threat in East Africa over the last three decades. They argue that al-Shabaab’s January 2019 attack on the Dusit D2 luxury hotel compound in Nairobi, Kenya, “brought together three strands of al-Shabaab’s organizational DNA: its Somali provenance, its ideological affiliation with al-Qa`ida, and its growing cohort of trained, experienced East African fighters. The successful combination of these traits in a single operation suggests that al-Shabaab’s longstanding ambition to transcend its Somali origins and become a truly regional organization is becoming a reality, representing a new and dangerous phase in the group’s evolution and the threat that it poses to the region.” Our interview is with Catherine De Bolle, the Executive Director of Europol, who previously served as Commissioner General of the Belgian Federal Police between 2012 and 2018. Graham Macklin outlines what is now known about the Christchurch terrorist attacks. He writes: “In the space of 36 minutes on March 15, 2019, it is alleged that Brenton Tarrant, an Australian far-right extremist, fatally shot 51 people in two mosques in Christchurch in the deadliest terrorist attack in New Zealand’s history. What was unique about Tarrant’s attack—at least insofar as extreme-right terrorism is concerned—is that he livestreamed his atrocity on Facebook and in doing so, highlighted the Achilles heel of such platforms when faced with the viral dissemination of extremely violent content.” Joana Cook and Gina Vale provide an updated assessment of the numbers of foreign men, women, and minors who traveled to or were born in the Islamic State, examine the proportion that have returned ‘home,’ and outline the continuing challenges foreign women and minors affiliated with the Islamic State pose to the international community. Robin Simcox assesses the terrorist threat from “frustrated travelers” in Europe by examining the 25 plots (eight of which resulted in attacks) by such individuals since January 2014.

Available historical accounts as documented by scholars, opines that this area presently described as Desert has not always been so, as before now it was an area with beehive of economic activities (KENNY J., 2000). As such, there was a great influx of both human and economics goods in and around the area (KWANASHIE et al., 1987). The resultant effect was that by about 700 CE the Kanem Empire began to form in what is now Chad and Libya. This empire was to later absorb other tribes and peoples of northern Nigeria and trade and diplomatic exchange took place in the area. [...] there has been a sort of symbiotic relationship and exchange of goods, services and idea over time across the region, a mark of traditional diplomatic relations and good neighborliness. This is particularly noticeable in the Northern part of Nigeria, where governments of most of the countries around and along the desert areas have continually maintained diplomatic contact. A good example is the case of Libya government uptill the last 2010’s which apart from educational exchange had massively funded the construction of Mosques and other Islamic Centers of worship in Kano and other cities of the North. The government particularly under Gaddafi had embarked on several humanitarian donations and visits to Kano and these other Northern states, most times unannounced, after which he would journey back to his country (KINGSLEY, 2011).

140. The Ambiguity Towards Portugal’s African Colonies (1953-1985): Defining Aspects of Brazil’s African Policy

Abstract:
The Portuguese colonization, throughout the 18th and 19th centuries, was the first bond established between Brazil and the African continent, and it was especially deepened by the slave trade. With the Brazilian independence in 1822, as well as with the end of the slave trade across the Atlantic, between 1845 and 1850, there was a gradual movement away from said continent, once the imperial foreign policy axis was now directed towards the River Plate, to the South, as well as to England, Western Europe and the North of the global system. In the 20th century, along with the two World Wars, the creation of the United Nations, and the Cold War, Brazil’s international projection was drawn according to the opportunities presented in this new world system. The aim of the present paper is thus to analyze the ambiguity between Brazilian political discourse and foreign practice with regard to the Portuguese colonies. The research problem consists in identifying which aspects have exerted an influence on the definition of Brazil’s African policy. As a research question, it is assumed that Brazil, since the Independent Foreign Policy (IFP), with its discourse of non-alignment with the powers of the world system, the identification with the Third Worldist theses, and based on the politics of the “3Ds” (development, decolonization and disarmament), supported the anti-colonial principle and was an advocate for the self-determination of peoples. However, an ambiguity was evident by the official political alignment with Portugal, due to the 1953 Treaty of Friendship and Consultation.
