Abstract:
Somalia's Transitional Federal Government (TFG) was given a second lease on life in January 2009, after successful peace negotiations in Djibouti produced new TFG leadership and yielded substantial international backing. However, the TFG remains weak and has yet to develop new political alliances or military capabilities that provide traction against Islamist insurgent groups. The insurgents themselves—including al Shabab and Hizbul Islamia—are also weak and internally divided.

Abstract:
The medical marijuana problem is a Janus-like conundrum. One face represents the growing number of suffering patients who are denied medical marijuana yet find it less toxic, more useful, and cheaper than legally available medications. From this perspective, the problem is how to acquire and to use this medicine without swelling the ranks (more than 800,000 annually) of those who are arrested for using this illegal substance, and how to avoid jeopardizing job security through random urine testing. The other face represents that of an obdurate government, which defensively and inconsistently insists that ."marijuana is not a medicine." while buttressing this ill-informed position with the full force of its legal power.

Surveying the ruined landscape thirty kilometers south of Pyongyang, I whispered to my fellow research assistants, asking for my digital camera stored in the van.' s backseat. We needed to keep quiet because our government minders had fallen asleep, allowing us a short opportunity to take pictures of the crop damage, mudslides, and collapsed infrastructure along the next twenty kilometers of the abandoned highway. It grew obvious that North Koreans would face a major food shortage in the upcoming winter.

987. Organized Crime in Iraq: Strategic Surprise and Lessons for Future Contingencies

Abstract:
After the invasion of Iraq in March 2003, the United States encountered a series of strategic surprises, including the hostility to the occupation, the fragility of Iraq's infrastructure, and the fractious nature of Iraqi politics. One of the least spectacular but most significant of these surprises was the rise of organized crime and its emergence as a postconflict spoiler. This development was simply not anticipated. Organized crime in Iraq in the months and years after March 2003 emerged as a major destabilizing influence, increasing the sense of lawlessness and public insecurity, undermining the efforts to regenerate the economy, and financing the violent opposition to the occupation forces. In 2003, the theft of copper from downed electric pylons made the restoration of power to the national grid much more difficult. In 2008, the capacity to generate funds through criminal activities enabled al Qaeda in Iraq (AQI) to continue resisting both the U.S. military and the Iraqi government. Moreover, with the planned U.S. withdrawal from Iraq, organized crime in the country will continue to flourish by maintaining well established crime-corruption networks. It might also expand by exploiting the continued weakness of the Iraqi state.

Abstract:
The coalition strategy has reached an impasse. None of the efforts attempted since the summer of 2009 has halted the deterioration of the political and security situation. Although a few tactical successes might be possible, the coalition cannot defeat the Taliban or rally local commanders to its side. Moreover, the Karzai government enjoys very limited legitimacy and appears incapable of rebuilding a state that can assume responsibility for its own security in the foreseeable future. The coalition faces the risk of an endless engagement accompanied by an intolerable loss of life and treasure.

989. Pakistan in the Danger Zone

Abstract:
The Afghanistan war may be lost on the battlefields of Pakistan, where a vicious conflict is now being fought by Pakistan against a homegrown insurgency spawned by the war across its Western frontier. A year after we at the Atlantic Council raised a warning flag about the effects of failure in Afghanistan and the need to meet Pakistan's urgent needs in its existential war against militancy and terrorism, the situation in Pakistan remains on edge. Domestic politics remain in a constant state of flux, with some progress toward a democratic polity overshadowed by periodic upheavals and conflicts between the ruling coalition and the emerging judiciary. The military's actions against the Taliban insurgency appear to have succeeded in dislocating the homegrown terrorists but the necessary civilian effort to complement military action is still not evident. The government does not appear to have the will or the ability to muster support for longer-term reform or sustainable policies. The economy appears to have stabilized somewhat; but security, governance, and energy shortages are major challenges that require strong, consistent, incorruptible leadership rather than political brinkmanship, cronyism, and corruption that remains endemic nationwide. Recent constitutional developments offer a glimmer of hope that may allow the civilian government to restore confidence in its ability to deliver both on the domestic and external front. But the government needs to stop relying on external actors to bail it out and take matters into its own hands.
