Abstract:
A large empirical literature has shown that user fees signicantly deter public service utilization in developing countries. While most of these results reflect partial equilibrium analysis, we find that the nationwide abolition of public school fees in Kenya in 2003 led to no increase in net public enrollment rates, but rather a dramatic shift toward private schooling. Results suggest this divergence between partial- and general-equilibrium effects is partially explained by social interactions: the entry of poorer pupils into free education contributed to the exit of their more affluent peers.

Abstract:
The article analyzes the new roadmap for Turkey after the summer 2011 elections as not a “resumption” of unfinished business from the last nine years, but from the perspective of the ability of Turkey's ruling party, the AK Party, as well as the opposition forces and actors to “transform” some anachronistic features of the dominant politics as well as deal with troubling new trends in society. The AK Party governments made progress in many areas by pushing forward a series of far-reaching reforms which have genuinely changed Turkish politics. However, Turkey under AK Party rule includes a society which has failed to shed its extreme hostility toward different ideas, identities and values. Moreover, current opposition parties and movements in Turkey continue to be weak in imagination, vision, capacity and leadership, which have led to rigidities and even deeper political divisions. More importantly, the new government will have to create new possibilities out of its past failures and turn paradoxes, contradictions and ambiguities in politics and society, in the country and in the region, into positive achievements.

815. Public Policy, Price Shocks, and Conflict: Price Shocks and Civil War in Developing Countries

Abstract:
Those who study the role of agriculture in the political economy of development focus on government policy choices on the one hand and the impact of price shocks on the other. We argue that the two should be studied together. We find that civil unrest (Granger) causes government policies, pushing governments in poor and medium income countries to shift relative prices in favor of urban consumers. We also find that while civil wars are related to food price shocks, when government policy choices are taken into account, the relationship disappears. We thus learn two things: Policies that placate urban consumers may inflict economic costs on governments, but they confer political benefits. And when estimating the relationship between price shocks and political stability, equations that omit the policy response of governments are misspecified.

This report is the result of a six-month research project undertaken at the Woodrow Wilson International Center for Scholars in Washington, D.C. The focus of the work is on the impact of China's oil and mining companies' recent overseas expansion on the governance of resource wealth. The paper covers four topics: The structure of the Chinese oil and mining industries, focusing on overseas operations; the emergence over the last ten years within the large-scale, OECD-based extractive industry, of a “new model” for resource extraction focusing on minimizing negative social and environmental impacts and on resource revenue transparency; the development of corporate social responsibility concepts in China, and the extent to which this is leading Chinese oil and mining companies to apply the “new model” for resource extraction, and the role of Chinese infrastructure loans to resource-rich developing countries in resource wealth governance.

Abstract:
For people reading the mainstream media, the recent travails of the Shouwang Church in Beijing – a Protestant congregation whose followers have been forbidden to worship in public since being evicted from the premises they rented – seem emblematic of a confrontational relationship between religion and state in China today (Jacobs 2011a). This impression appears to be confirmed when we also look at the persecution that adherents to Falungong continue to suffer (Richardson and Edelman 2011) and the difficult relations that Muslims in Xinjiang and Buddhists in Tibet experience. However, this is only one side of the story. The Chinese Communist Party (CCP), at least since the administration of Jiang Zemin, has looked with approval at the growth of religion. Party documents have extolled the compatibility between religion and social stability, and the CCP has encouraged the construction or rebuilding of temples all over the country (Ren 2007: 195ff). Intellectuals and local governments are now looking back at China's traditional religions, not long ago dismissed as “superstitions”, as part of a national heritage worthy of preservation. The dramatic expansion of Confucius Institutes all over the world confirms that the party has completely changed its appreciation of traditional culture and religion, now seen as assets (Paradise 2009).
