1671. The Aceh Peace Process: Nothing Less than Success

Abstract:
Even though the first contacts between the Indonesian government and the Free Aceh Movement (GAM) had already taken place before the December 2004 tsunami struck, the disaster consolidated the political will to leave old grievances behind and join forces in the reconstruction process and the creation of a sustainable future for the people of Aceh. The determination of both parties, considerable pressure from Aceh's people, and significant support from the international community helped ensure a solution to the thirty-year armed conflict with dignity for all. The Aceh Monitoring Mission was the first European Security and Defence Policy operation in Asia and was conducted with five participating states from the Association of Southeast Asian Nations (ASEAN). The European Union (EU) and ASEAN are now in a position to build on this experience and use AMM as a model for future cooperation in crisis management between regional actors. Parallels may be drawn to the root causes and possible solutions of other, somewhat similar conflicts in the region. The EU will stand by the people of Aceh in the ongoing peace and reconciliation and post-conflict reconstruction processes and is determined to develop a lasting and comprehensive partnership with Indonesia.

1672. Provincial Reconstruction Teams in Iraq

Abstract:
Provincial Reconstruction Teams (PRTs) are small civilian-military units that assist provincial and local governments in Iraq to govern effectively and deliver essential services. In January 2007 President Bush announced that the United States would double the number of PRTs as part of his plan for a “New Way Forward.” Ten new PRTs will be embedded with Brigade Combat Teams (BCTs) in Baghdad, Anbar, and Babil. The new PRTs will differ significantly from the ten original PRTs set up in Iraq in November 2005. Led by the State Department, most of the original PRTs are located on U.S. military bases and rely on the military for security and logistical support. Both types of PRTs in Iraq differ in staffing and organization from PRTs in Afghanistan. Start-up of the PRT program in Iraq has been troubled by interagency differences over funding, staffing, and administrative support and by the overriding challenge of providing security. Embedding the new PRTs with BCTs should help overcome many of these problems. Despite the problems, PRTs provide a U.S. civilian presence in areas that would not be served otherwise. Participants in PRTs believe they are having a positive effect.

1673. Bangladesh at the Crossroads

Abstract:
Although Bangladesh is generally considered to be a secular democracy, recent years have seen a steady erosion of the important principles underlying it. Bangladesh's political system is mired in conflict as the two mainstream parties battle for control of the country and its resources. With neither party able to win a majority, both have sought alliances of convenience to secure power. Neither party has addressed pervasive corruption and systemic failure to provide good governance and law and order. The choices Bangladeshis make—or, more critically, are permitted to make—in the coming months will have great import for the country's future. Because politics in Bangladesh has become a zero-sum game with no meaningful political role for the opposition, the stakes are high for both the opposition Awami League (AL) and the ruling Bangladesh Nationalist Party (BNP). Increasingly, Islamist parties have emerged as political kingmakers with newfound legitimacy. In the 2001 elections the BNP came to power because of its alliance with key Islamist parties, even though the latter commanded few votes on their own. Since the late 1990s, Islamist militancy has spread throughout the country, raising questions about Bangladesh's internal security and the consequences for South Asian regional security. The serial bombings of August 2006 shocked most observers, even though the massive attack killed only two persons. The upcoming January 2007 elections are in many ways a referendum on the two parties' competing visions of Bangladesh and the role of Islam in the public and private spheres. Unfortunately, a number of irregularities in the election preparations call into question their freeness and fairness, threatening civil unrest. The attention and dedicated involvement of the international community is paramount to ensure free and fair elections in Bangladesh.

1674. Iraq's New Political Map

Abstract:
In 2006, a new group of Iraqi leaders came to power through elections. In the absence of strong bureaucratic and military institutions, the qualities and skills they bring to bear and their capacity and willingness to cooperate, especially across ethnic and sectarian lines, will determine whether Iraq collapses into chaos or moves forward toward stability. Three characteristics of these leaders are striking. First is how new and inexperienced most of them are. Rapid political mobility and change in ministers was prevalent in previous cabinets, but it has intensified in this government. This degree of change has made it difficult for leaders to acquire experience in national governance, create institutions, establish networks across ministries, and cultivate constituencies outside the central government. Second, the current leadership is still dominated by “outsiders”—exiles who have spent much of their adult life outside Iraq, or by Kurds who have lived in the north, cut off from the rest of Iraq. Most of these exiles have spent time in Middle Eastern, not Western, societies. “Insiders” who lived in Saddam's Iraq and endured its hardships are still a minority. This fault line between insiders and outsiders helps explain some of the lack of cohesion in the government. Third, and most important, many of the current leaders have spent the best part of their adult life engaged in opposition to the Saddam regime, often in underground or militant activities. Those who had any affiliation with, or simply worked under, the old regime have still found it very difficult to gain entry. The result has been a profound distrust between the new leadership and those with some association with the old regime. The continuation of the insurgency has helped this political struggle metamorphose into an ethnic and sectarian war. A fourth parameter is emerging as significant: the development of political parties and groups, often accompanied by militias. While ethnic and sectarian divisions in Iraq have grabbed most of the headlines, it is these parties and their constituencies that are shaping the political agenda and are likely to be determinative in the future. The most important of these parties now occupy seats, not only in the assembly but in the government. They include the Supreme Council for the Islamic Revolution in Iraq (SCIRI), Da'wah, and the Sadrist movement in the dominant Shi'ah United Iraqi Alliance (UIA), the Kurdistan Democratic party (KDP) and Patriotic Union of Kurdistan (PUK) in the Kurdistan Alliance, Tawafuq (Iraqi National Accord) among the Sunnis, and the weaker Iraqiyyah (Iraqi) ticket among the secularists. Each of these parties has different positions on issues and different constituencies to satisfy; in a number of cases these cross ethnic and sectarian divides. Among the most important of these common interests are (a) economic development, (b) oil legislation, (c) management of water resources and the environment, and (d) the role of religion and the state. Even more divisive issues, such as federalism and a timetable for withdrawal of multinational forces, find allies on one or another side of these issues among different ethnic and sectarian groups. This suggests that despite ethnic and sectarian strife, a new political dynamic could be built in Iraq by focusing on one problem at a time and dealing with it by encouraging party, not communal, negotiations. Although such agreements will take time, they may provide a means of gradually building much-needed trust and a network of people and institutions that can work across ethnic and sectarian boundaries. Such a process will have a far better outcome over the long term—an intact, more durable Iraqi state, than the ethnic and sectarian divisions now being pushed by events on the ground and by some outside policy analysts.

1675. Western Integration vs. Reunification? Analyzing the Polls of the 1950s

Abstract:
From the beginning of the West German state, a lot of public opinion polling was done on the German question. The findings have been scrutinized carefully from the 1950s onward, but polls have always been taken at face value, as a mirror of society. In this analysis, polls are treated rather as an observation technique of empirical social research that composes a certain image of society and its public opinion. The entanglement of domestic and international politics is analyzed with respect to the use of surveys that were done around the two topics of Western integration and reunification that pinpoint the “functional entanglement” of domestic and international politics. The net of polling questions spun around these two terms constituted a complex setting for political actors. During the 1950s, surveys probed and ranked the fears and anxieties that characterized West Germans and helped to construct a certain kind of atmosphere that can be described as “Cold War angst.” These findings were taken as the basis for dealing with the dilemma of Germany caught between reunification and Western integration. The data and interpretations were converted into “security” as the overarching frame for international and domestic politics by the conservative government that lasted until the early 1960s.

Abstract:
Intelligence and law enforcement agencies in western democracies are turning increasingly to electronic surveillance tools in their efforts to identify and combat new terrorist threats. But this does not mean that they are equally equipped to undertake these measures. As the author shows by comparing surveillance activities in three countries—Great Britain, the United States, and Germany—the Federal Republic's more restrictive legal norms and institutions provide its government with much less freedom of maneuver than its allies.

Following a long period of stagnation, Japan is growing again. The key to this success story is Koizumi's relentless focus on structural reform, with two objectives: breaking the structural trap of political constituencies defending old and unproductive economic sectors; and adopting a two-pronged macromicro approach to make reform unavoidable. This paper argues that Europe should follow a similar strategy whereby financial market integration, and not the EU bureaucracy and grandiose political declarations, should become the main driving force of national economic reforms, pressuring liberalisation in goods and services markets and making labour market reforms unavoidable.

1678. Deadlock avoided, but sense of mission lost? The Enlarged EU and its Uncertain Constitution

Abstract:
The assertion that the enlarged EU will become dysfunctional under the current treaty provisions has been one of the strongest arguments in favour of the Constitutional Treaty. Also after the two 'no' votes to the text, political leaders continue to see the necessity of institutional reform. Jacques Chirac and Tony Blair, neither of whom is keen to resume the ratification process as such, have stressed independently that the issue needs to be addressed in the near future. The British Prime Minister argues that the EU cannot function properly with 25 member states under today's rules of governance, adding "Having spent six months as EU president, I am a good witness of that." His French counterpart even predicted that the status quo would eventually "condemn the EU to inertia and paralysis."

Following seven years of painstaking and demanding negotiations, European bankers and regulators breathed a sigh of relief when the Capital Requirements Directive (CRD) finally got through the European Parliament on 28 September 2005, and was formally approved by the Council of Ministers of the 25 EU member states on 11 October 2005. The new CRD will finally apply the complex, risk-sensitive Basel II capital adequacy rules to some 8,000 European banks and some 2,000 investments firms in two stages, the first in January 2007 and the second one year later.

Abstract:
Since the end of the Cold War, a number of scholars have speculated that religious differences have come to replace the ideological differences of that earlier period, giving some resonance to Samuel Huntington's clash of civilisations and a new twist to Francis Fukuyama's end of history thesis. The empirical base for claims about a resurgence of religion-based inspiration for and justification of foreign policy actions, and the diplomatic challenges that this inspires, can be found in a number of quarters. This includes the proclaimed role of faith in the personal and public politics of a number of contemporary leaders; the growth in what seems to be faith-based non-state actors whose actions often link religion with rebellion, violence and resistance; internal politics in a number of countries in which religion or faith are increasingly tied up with matters of state and disputes over public policy (ranging from the debate over religious symbols in schools in France to electoral competition over the value of a secular versus Islamic state in Turkey); and provocations of various kinds that seem designed to demonise rather than respect religious difference, such as the recent confrontations over the so-called Muhammad cartoons first published in the Danish newspaper Jyllands-Posten in September 2005.
