1661. Building on the Past, Imagining the Future: Competency Based Growth Strategies in a Global Digital Age

Abstract:
The policy objective for governments is classic and enduring: sustain the growth of employment and productivity to assure expanding real incomes of the citizens. Success requires that “under free and fair market conditions, the community (firms and populace) can produce goods and services that meet the test of international markets while simultaneously expanding the real income of its citizens.” Yet, the logic of competition and value creation in global markets has evolved. Consequently, old strategies of simply supporting the competitiveness of particular national flag firms or chasing smokestacks are clearly obsolete, but merely investing in R or education is not sufficient, and doing nothing is a formula for decline. Regions have to conceive new strategies to find distinctive advantages to support employment and productive activity. Those strategies will need to target competencies, not particular firms or specific sectors. We argue, first, that basic shifts in global markets have altered for firms the logic of value creation and the character of competition. Second, we contend that this changed value logic also alters the policy choices and growth strategies for places, be they regions or nations or simply communities. The focus of and foundation for policy analysis must be the domains of competency that underpin diverse activities of firms and are central to competitive advantage in sectors. Finally, we argue that there are no magic strategy bullets, but rather an array of options and choices. Successful strategies will emerge by building on the past while imagining the future.

Abstract:
For international actors seeking to consolidate peace and democracy in disrupted states, the importance of establishing the rule of law is well-recognised. Yet this goal has proven frustratingly elusive. In the hostile intervention environment of the post-conflict disrupted state, international actors in the UN system and elsewhere have struggled to build legitimate state structures to redress disputes peacefully. They have found it even more challenging to instil principles of governance that promote accountability to the law, protect against abuse and generate trust in the state. This brief examines the difficulties faced by UN peace operations in attempting to build the rule of law, with reference to UN transitional administrations in Cambodia, Kosovo and East Timor.

1663. Can We Reform the Welfare State in Times of ”Grey“ Majorities? The Myth of an Electoral Opposition between Younger and Older Voters in Germany

Abstract:
Is there an antagonism between young and old in the electoral arena that could lead to the obstruction of welfare-state reforms? This article argues that this notion is a myth and lacks empirical evidence for the case of Germany. It is true that (a) there are imminent majorities of voters aged 50 and older; (b) older voters benefit from many welfare state programs and (c) life-cycle interests shape some attitudes towards single public policies. However, these facts alone do not represent an antagonism between young and old in the electoral arena. Firstly, differences in party preferences between age groups are due to generational effects associated with early political socialization. Secondly, life-cycle interests do not shape the German party competition because age is not a political division line (cleavage). Young age/old age is only a transitional boundary that all of us aspire to cross, meaning that material old-age interests are important to everyone. Finally, grey interests parties are notoriously weak and try to become parties for the interests of all age groups.

Abstract:
Germany introduced a federal inheritance tax in 1906. Historically, the share of its revenues compared to total tax revenues has always been low. Currently, less than one percent of total revenues are generated from inheritance tax. In countries like France, the United States and England, inheritance tax revenues are higher. With its ruling in 2007 the German supreme court has forced parliament to revise regulations on inheritance taxation. Various proposals are currently the subject of intense political debate. I take this discussion as the starting point for an investigation of fundamental arguments for and against estate taxation. Proposing that inheritances be taxed as a further type of income within the context of the income tax, I examine the impact of inheritance taxes on economic performance, family solidarity and the political community as well as the relationship between inheritance taxation and important value principles of individual freedom, social justice and equality of opportunity.

Abstract:
The function of legitimacy is to ensure voluntary compliance with unwelcome exercises of governing authority. Since practically all European law needs to be implemented and enforced by the governments and courts of the member states, the EU does not have to face its citizens directly. It follows that the legitimacy of European governance ought to be conceptualized at two levels. At one level, the legitimacy of member states is decisive for the compliance of individuals and firms, regardless of the ultimate origin – international, European or national – of the rules that demand this compliance. At the other level, the legitimacy of the European “government of governments” is decisive for the voluntary compliance of member states with the obligations imposed on them by the EU. What should be worrying however is the impact which EU governance – especially the rules of negative integration defined by politically non-accountable actors – may have on the legitimacy of member states, and ultimately on their capacity to comply.

1666. Social Democrats and Education Spending: A Refined Perspective on Supply-Side Strategies

Abstract:
This paper builds on the arguments developed by Carles Boix (1997, 1998) about partisan differences in supply-side oriented strategies. The original Boix model argues that social democrats in government prefer to increase public investment in human capital formation, while conservatives are opposed to this. The model is presented and subjected to a comprehensive empirical test. It is argued that it is necessary to determine the dynamics of spending in each educational sector separately. In addition, economic internationalization is not treated as a background variable as with Boix (1997, 1998), but fully included in the analysis. Finally, instead of relying on a simple dichotomy of leftist and rightist parties, the impact of government participation on the part of social democrats, Christian democrats and conservatives is analysed. The empirical test supports the Boix model only on a very general level. Social democrats are found for the most part to increase spending on higher education, which is at odds with the predictions of the Boix model and partisan theory in general. The paper concludes with a discussion of the consequence of the findings for the development of partisan theory.

1667. Corporate Values in Local Contexts: Work Systems and Workers' Welfare in Western and Eastern Europe

Abstract:
Increased international competition poses challenges to companies' organizational practices, including human resource management. For multinational companies operating simultaneously in diverse local conditions this challenge implies a decision between either opting for universal best practices or adapting their employment strategy to differing local standards in host countries. What influences whether work practices are similar or differ when deployed in differing conditions? Why are some companies committed to their workers' welfare while others are not? This paper attempts to answer these questions by studying work practices, namely work systems and fringe benefits, in a Dutch multinational company (MNC) and its manufacturing subsidiaries in Western and Eastern Europe. Evidence suggests that the observed patterns are best explained by the interplay of three factors. Rational economic interest, company values, and local institutions yield subsidiary work practices that are embedded in, but not adapted to, local standards. The MNC's value system accounts for the fact that generous benefits are offered without a direct relation to the company's profit maximization and without external societal and institutional pressures to provide such benefits.

Fiscal policy is simply out of control. It's not the deficit per se, however—we have had deficits before. Usually, they could be easily contained in subsequent years simply by allowing revenues to grow as the economy expanded while enacting only small or no increases in appropriations for discretionary programs, most of which were newly funded every year. But discretionary programs now constitute less than 40 percent of spending, whereas they were almost 70 percent of spending in 1962. In fiscal year 2006, mandatory spending and interest made up 62 percent of spending.

Abstract:
The cost of unemployment compensation (UC) support payments can be examined within an actuarial framework that recognizes three factors: 1) the economy's underlying unemployment rate, 2) the recipiency rate (the share of the unemployed who receive benefits) and 3) the re placement rate (the ratio of periodic (weekly or monthly) benefit payments to average earnings for the same time period. The present paper operates within this actuarial framework but focuses primarily upon replacement rates.

1670. Seven Months Into the Surge: What Does it Mean For Iraqis?

Abstract:
People who live in the red zone have mixed experiences of the security situation. Residents of some “hot” neighborhoods of Baghdad say that the presence of Americans has a deterrent effect on militias, gangs and snipers—and thus gives comfort to citizens- - whereas Iraqi forces, including the police, army units, or pesh merga sent down from Kurdistan, do little to confront trouble-makers. For example, some neighborhoods within the larger Amiriya district have benefited from U.S. intervention, while others, such as Furat and Jihad, are still in conflict because U.S. forces have not intervened and Iraqi police and army do a poor job of stopping violence and intimidation. The higher U.S. profile is also credited for a decline in the number of suicide bombings and a decrease in mass sectarian killings and kidnappings in the city. Another factor contributing to a sense of greater safety in Baghdad is the success of U.S.-Iraqi force in the area south of Baghdad (the so-called Triangle of Death), where Sunni tribes have recently cooperated with U.S. forces. Residents of some neighborhoods said that for the first time in over a year they have been able to shop in their area in relative peace and stay out after dark.
