1521. Creating Competition: Patronage Politics and the PRI's Demise

Abstract:
Why do dominant parties persist in power for decades and under what conditions do challengers expand enough to beat them at the polls, thus transforming these systems into fully competitive democracies with turnover? Unlike in one - party regimes, the world's sixteen dominant party systems feature meaningful electoral competition; however, dominant parties have persisted despite enough social cleavages, permissive electoral institutions, negative retrospective evaluations of the incumbent's performance, and sufficient ideological space for challengers to occupy. I craft a resource theory of single - dominance that focuses on the incumbent's ability to divert public resources for partisan use. Using formal theory, I show how asymmetric resources and costs of participation force challengers to form as non - centrist and under - competitive parties. Only when these asymmetries decline do opposition parties expand. I test the theory's predictions using survey data of party elites in Mexico. I also extend the argument to Malaysia and Italy using aggregate data.

Abstract:
Este trabajo intenta evaluar en que medida el Senado argentino cumplio su papel consti-tucional de contralor del Poder Ejecutivo en torno a los nombramientos del poder judicial entre 1983 y 2007, como tambien los factores que afectaron el cumplimiento de este rol. Para ello, se analiza el tramite parlamentario de los pliegos girados por el Ejecutivo para el nombramiento de todos los jueces federales, los pertenecientes a la llamada "Justicia Na-cional" de la Capital Federal y los miembros del Ministerio Publico. A partir de los mis-mos se concluye que los poderes del Senado dependen de varios factores, a saber, los re-cursos institucionales de los presidentes al interior de esta camara (medidos no solo a par¬tir de las mayorias legislativas sino tambien de su poder en la Comision de Acuerdos), la categoria del cargo a ser ocupado (si se trata de miembros de la Corte Suprema o de otros tribunales), las ambiciones presidenciales en otras areas de politica (como la reeleccion al cargo) y las reglas que regulan la selection y confirmation de candidatos (como el secreto o la publicidad del tramite legislativo).

Abstract:
The statutory rate on corporate capital gains currently is equal to the statutory tax rate on ordinary corporate income. Although individual capital gains taxes have received an enormous amount of attention, both in the popular media and in the academic literature, corporate capital gains have received very sparse attention. In principle, however, the distortions that arise from corporate capital gain taxation are analogous to those that might arrive from individual capital gains taxation. Corporations might face a higher user cost of capital and they could find that their previous purchases have been “locked in” in the sense that asset sales are avoided because of their tax consequences.

Abstract:
An important component of U.S. productivity growth and economic competitiveness is a flexible labor market that shifts workers quickly into the jobs where they are most needed. Much of the time, this job shifting is fairly painless: Workers quickly find new positions that pay at least as much as their previous ones, often without an intervening spell of unemployment. But prime-aged and older workers can sometimes suffer large, long-term income losses. Such workers' well-founded fears about job displacement lead them and their advocates to resist policies such as free trade that are sometimes blamed for the job shifting. This resistance harms the majority of households because trade helps to lower prices, raise real incomes and promote economic growth. It also has foreign policy consequences since it threatens the United States' ability to play its traditional post–World War II role as the bulwark of a relatively open international trading system. And by reducing the dynamism of the U.S. economy, resistance to trade and other pro-growth policies can weaken the nation's long-term ability to exert global leadership.

1527. State Capture and Widespread Corruption in Serbia

Abstract:
Large-scale systemic state capture, which is the root of widespread corruption, is acquiring such proportions in Serbia that it may undermine the success of its transition. 'State capture' is defined as any group or social strata, external to the state, that seizes decisive influence over state institutions and policies for its own interests and against the public good. The appropriation of state institutions and functions by the political party leadership is being carried out at an alarming rate in Serbia, as supported by research data in this paper by Vesna Pesic, an International Policy Research Fellow. The phenomenon of state capture is explored in depth looking at its background, prevalence and variety of mechanisms in Serbia today. The author concludes with policy options and recommendations to help curb corruption, address the deep mistrust expressed by the Serbian people about their political system, and to pave the way for democratic transition.

1528. Uganda's Civil War and the Politics of ICC Intervention

With its 2003 ''Referral of the Situation Concerning the Lord's Resistance Army'' to the International Criminal Court (ICC), the Ugandan government launched a legal process that, it claimed, would bring peace and justice to war-torn northern Uganda. The ICC prosecutor officially opened an investigation in response to the referral in July 2004, and in October 2005 the ICC unsealed arrest warrants, its historic first warrants in its historic first case, charging five of the top commanders of the rebel Lord's Resistance Army (LRA) with war crimes and crimes against humanity. For two decades, Uganda north of the Nile has been ravaged by a brutal civil war between the LRA and the Ugandan government, so any possibility of productive change is to be warmly welcomed. The sanguine predictions proffered by the Ugandan government and by the ICC's supporters, however, are called into question by doubts about the court's ability to achieve peace or justice in Uganda, doubts stemming from the specific way the ICC has pursued the Ugandan case, and because of more inherent problems with the ICC as a legal institution.

Abstract:
This paper examines the regional environmental co-operation in East Asia at the local government level, focusing on the intercity environmental co-operation between the two cities in Japan and China—Kitakyushu and Dalian—as a case. Theoretically, this case demonstrates the dynamic nature of local government level environmental co-operation in the sense that all the three levels—government, local government, and private—are closely interconnected, and the major actors—the firms—play a role in shaping the outcome of intercity co-operation. Also, in terms of policy implication, this case is important not just for East Asian but also global environmental politics because it is the co-operation between cities in China and Japan—the two most important countries in East Asia that affect regional and global environmental protections efforts seriously. In order to investigate the reasons of success, and the dynamic nature of intercity environmental co-operation, this paper suggests a framework for analysis on the relationship between multiple dimensions of regional environmental co-operation, and then, examines the historical process and the details of the case and explains why this case has been remarkably successful and produced significant outcome. Finally, it draws some theoretical as well as policy implications of this case in terms of possibilities for and limitations of East Asian regional environmental co-operation in the future.

Since the 2000 presidential election, political scientists, commentators, and intellectuals have seized on the "red state"/"blue state" divide to explain American politics. The United States is described as a single country with two distinct cultures. Red Americans tend to oppose abortion, regard homosexuality as moral deviance, respect the military, and look kindly on public displays of religious faith. Blue Americans, on the other hand, support environmentalism, abortion rights, gender equality, and gay rights, while opposing militarism and overt displays of patriotism and religious zeal.
