Abstract:
Genocide is a crime which is defined under internatioanal law in the twentieth century and could not come about without the ideological, bureaucratic power of a modern state with is sanctions and modern discources on identities and modern classifications. With a non-modern Picture but with modern techniques of governing Rwanda was a place that genocidal killings occured and is a place of a breaking case for modern theories. Rwanda has modern state characteristics in terms of monopoly of use of violence, giving orders and providing obidience of its people, surveillance, classification and registration of its people, and keeping discourses. Morever, Rwandan culture that gives great importance to obidence and Rwandan geography that is so suitable to surveillance become additional factors. In that sense, Rwandan government could influence to daily life of the people even to the smallest details of anyone. All factors provided a suitable bas efor the crime of genocide.

Abstract:
On September 22, the Iraqi parliament belatedly passed a provincial elections law, ending a long and costly deadlock. Parliament ratified the initial version of the law on July 22, but it was later vetoed by two members of Iraq's presidency council. This time it is likely that the bill will survive council scrutiny because of the compromises and concessions made in the long negotiation process. Nevertheless, passing the law marks only the beginning of a vital political transition that could lead to either a unified democratic state or a fractured sectarian country prone to foreign influence.

Abstract:
On October 3, the Department of Justice published the revised Attorney General Guidelines (AGG), which govern all Federal Bureau of Investigation (FBI) activities, including those involving international terrorism. The AGG comes into effect on December 1, 2008, and will consolidate procedures controlling the FBI's various investigative programs. Although members of Congress, civil rights groups, and the media have criticized the AGG, the revision is a necessary and important step for the FBI's counterterrorism investigations as well as all of the Bureau's investigative programs. Justice Department and FBI officials, however, will have to exert strong leadership to ensure the appropriate and effective implementation of the guidelines.

Abstract:
Emerging analysis of the American interagency and intergovernmental processes has underscored the nation's inability to respond effectively and coherently to contemporary national security demands. Modifications to various organizations and the overall interagency process have been recommended. These are clearly required, but there has not been sufficient attention focused on the nonmilitary human capital required to meet the challenges of the 21st century. Specifically, the Federal Government lacks a comprehensive process to ensure the recruitment, development, and retention of leaders capable of effectively integrating the contributions of specialized government agencies on behalf of larger national security interests. This new security environment requires people who are not only substantively qualified and knowledgeable of policy issues, but also possess the leadership abilities to direct large complex organizations.

Abstract:
In the past, the federal government has introduced moral hazard in the banking system through deposit insurance. Banks underpriced risk because of the federal guarantee that backed deposits. After banking crises in the 1980s and 1990s, deposit insurance was put on a sound basis and that source of moral hazard was mitigated. In its place, monetary policy has become a source of moral hazard. In acting to counter the economic effects of declining asset prices, the Federal Reserve has come to be viewed as underwriting risky investments. Policy pronouncements by senior Fed officials have reinforced that perception. These actions and pronouncements are mutually reinforcing and destructive to the operation of financial markets. The current financial crisis began in the subprime housing market and then spread throughout credit markets. The new Fed policy fueled the housing boom. Refusing to accept responsibility for the housing bubble, the Fed's recent actions will likely fuel a new asset bubble. The cumulative effects of recent monetary policy undermine the case for free markets.
