Abstract:
International regimes have been a major focus of research in International Relations and Political Economy since the end of the 1970s. Theoretical regime studies owe a great deal of progress to the scholars researching international environmental protection, such as Peter Haas (1989, 1992, 1993), Oran Young (1977, 1982, 1989), Robert Keohane and Marc Levy (1993). From the Young's model of institutional bargaining (1989) to Haas's research on epistemic community activities (1989), we observed the importance of environmental decision-making structures for stimulating the study of institutional birth, maintenance and decline of international regimes.

892. Defending Against New Dangers: Arms Control of Weapons of Mass Destruction in A Globalized World

Abstract:
Thomas Schelling and Morton Halperin, in their classic book Strategy and Arms Control, first published in 1961, use the term "arms control" to include "all the forms of military cooperation between potential enemies in the interest of reducing the likelihood of war, its scope and violence if it occurs, and the political and economic costs of being prepared for it." This paper updates their definition of arms control and refocuses it for the post-Cold War world, arguing that arms control in the twenty-first century can remain an important component of U.S. national security policy if defined broadly and applied innovatively. Traditionally an element of nation-to-nation relations and usually conducted bilaterally, in the next century arms control will be an increasingly multilateral affair. Threats to U.S. national security in the next century will increasingly shift from other states to individuals and small groups–sub-and trans-national threats. Defending against these threats in the conventional sense will be difficult, and the focus of arms control will shift to preventing the proliferation of weapons of mass destruction to these groups. It is conceivable that both the parties to arms control agreements and provisions for their enforcement will similarly shift to non-state actors, including multinational corporations.

Abstract:
Although it appears to be growing in strength and numbers, the anti-globalization protest movement is now at a cross-roads. The core of the anti-globalization movement, which is rooted in social justice and human rights, has been unable to control violent fringe groups. Furthermore, international economic agencies such as the World Bank and the IMF have been surprisingly responsive, expanding and accelerating their policies on debt relief and strengthening their focus on the mitigation of poverty. The protest movement thus faces the challenge of developing new instrumental goals for the next phase.

Were it not for the illegitimate character of their actions, transnational criminals could be lauded as pioneers and visionaries in the age of globalization. They have adopted facilitative and exacting measures to remain competitive, fashioned an enviable organizational culture of efficiency and accountability, and maximized the opportunities provided by globalization. They have been able to innovate, expand, and flourish in a furiously changing international scenario and have done so while being relatively cloaked, so that there is an aura of mystery and ambiguity about their operations.

895. Globalisation and industrial location: The impact of trade policy when geography matters

Abstract:
The paper shows how industrial location and welfare depends on “most-favoured nation” (MFN) versus distance-related trade barriers, using a monopolistic competition model with regions located along a “Hotelling” line or on a square plain. Manufacturing production will cluster close to the periphery if transport costs are relatively high, but in central areas if MFN barriers are relatively high. The peripheries will be at a disadvantage, which increases when trade barriers are reduced. When countries or trading blocs are formed, a core-periphery pattern emerges within each of them. While lower transport costs create more centralisation within countries, lower MFN barriers between countries have the opposite effect.

Abstract:
Inflation has begun to accelerate throughout the OECD-area, mainly as a result of higher oil prices. The increase comes from a low base and official forecasts suggest that the price outlook is generally benign. However, a further tightening of monetary policy in order to contain inflation at these low levels is now probably the most important threat to asset market valuations and the continued expansion of the global economy. Product market liberalisation, globalisation and the advent of the internet have brought real and lasting changes in pricing behaviour that will not disappear with a global upturn. These trends have been reinforced by improvements in the operation, credibility and effectiveness of national monetary policies. Nevertheless, historical experience suggests that inflationary pressures could accelerate rapidly as the major economies enter their first period of coincident growth since 1988-90. The result is likely to be tighter monetary policy rather than permanently higher inflation and long-term interest rates.

This paper surveys issues related to globalization, and the obstacles to the successful integration of vulnerable economies. For many developing countries, the positive benefits of the increased globalization that has been taking place since around 1980 remain distant and elusive. The economies of many countries in the developing world remain extremely vulnerable to domestic and external shocks. They have, effectively, become marginalized from the world system. To a great extent, the obstacles to the successful participation of vulnerable developing economies in the international system are rooted in the causes of their underdevelopment and poor economic performance. Nevertheless, the new rules of the game and the international economic environment prevalent since about 1980 following accelerated globalization, leaves them vulnerable in novel ways. Developing in the arrangements for conducting multilateral trade and technology transfer have left nations in the South more vulnerable than in the past. The ability to conduct independent macroeconomic policy is severely constrained. Nations are more reliant on volatile international capital markets, for finance and investment; many developing countries are completely eschewed by international private capital markets. The problem of poverty in many developing countries seems to have been exacerbated following globalization. When we consider the obstacles to the meaningful participation of vulnerable developing economies in the international system, many are domestic in origin, but external factors beyond the control of these countries play an important part as well. Among the former are poorly designed policies to promote growth on the supply-side, macroeconomic mismanagement on the aggregate demand side and institutional failure. In the latter category protectionist tendencies in the North are the most important factor. Many of these appear in the guise of concerns for environmental and labour standards. Globalization does, however, offer new possibilities to developing countries; particularly because shifts in the international division of labour, as well as technological innovations, could favour the South.

898. Borders, Territoriality and the Military in the Third Millennium

Abstract:
Under the contradictory impact of globalization, regionalism and nationalism, the importance of borders is both declining and increasing—but above all it is changing. In some cases, it is declining and borders are becoming more permeable as regions integrate. In others, the salience of borders is growing as a contribution to national identity and as a protection of scarce natural resources. Both regional and national borders are, moreover, increasingly challenged by the rapid growth of activities and forces which are, by their very nature, non-territorial, tendentially rendering borders irrelevant. All these developments have military implications which are explored in the paper, including the changing role of border and territorial defence, transnational military threats to national security and 'non-territorial warfare'. A special emphasis is placed on the geopolitical implications of a defensive restructuring of the armed forces.

899. The Globalization of Property Rights: An Anglo and American Frontier Land Paradigm, 1700-1900

Abstract:
Old-world ideas accompanied European migrants, and a few changed the globe. An English obsession with landed property was implanted in settlement colonies, so that, between the late 1600s and late 1800s, private initiatives and official planning on British colonial and American frontiers interacted to frame property rights to extensive regions. This paper dwells on that interaction and the tensions between private goals and state sovereignty. The state was essential for framing property rights when these were associated with land and in situ resources. In very recent times, property rights have fostered entirely new industries, for example in software and genetically modified biota. Property rights have changed traditional activities such as art and entertainment. Do new forms of property - "less constrained by physical location" - leave the state with a reduced role in the realm of property rights? Does the paradigm of evolving property rights seen in previous centuries suggest any parallels with struggles over more recent property rights? These are questions for members of the institute to consider. We will offer several concluding thoughts.

900. Globalization as the End and the Beginning of History: The Contradictory Implications of a New Paradigm

This paper seeks to understand globalization as a new paradigm. It recognizes that there is much about the discourse of globalization that is ideological, that seeks to cover up the detrimental consequences of globalization for the majority of the world's population. It suggests nevertheless that there may be much to be gained from viewing it as a new paradigm, albeit a contradictory one, that has replaced an earlier paradigm of modernization. It makes an analytical distinction between globalization as historical process, which is at least as old as the history of capitalism, if not older, and globalization as a new way of looking at the world and its past, which is quite novel. To illustrate its argument, the paper contrasts present-day political and intellectual consequences of globalization with the late nineteenth-century, where several observers have identified a level of economic globalization greater than that of the present. It argues that whereas earlier globalization produced nationalism, colonialism and epistemological universalism, globalization presently is postcolonial, challenges the nation-state, and is marked by a break-down of universalism. It follows that globalization needs to be understood not just as global integration, as suggested by its ideologues and in economistic interpretations, but equally importantly as a new mode of fragmentation. An analytical distinction between globalization as process and paradigm is necessary to grasping globalization as a new mode of comprehending the world, but it is nevertheless necessary from a critical perspective to keep in mind the historical relationship between the two; globalization may be viewed as a new beginning in breaking down old hegemonies, but globalization may be viewed also as the ultimate victory of capitalist modernity. The contradictoriness may be perceived in the epistemologies of postmodernism and postcolonialism. The paper suggests that these epistemologies are best grasped as symptoms of globalization, that seek to break with modern and colonial ways of knowing, and yet are stamped by those very legacies. The discussion turns, by way of conclusion, to the relationship between globalization and history. While globalization is best understood historically, it also has produced new ways of looking at history. Three modes are selected here as products of globalization: world history writing, which is consciously motivated at the present by the idea of globalization, and seeks to understand the past in nonEurocentric ways, but may be understood also as a mode of containing the break-down of universalism; and two different perspectives on the "end of history" as we have known it. First, a EuroAmerican perspective that sees in the end of universalism(and the crowding of the past with incompatible and incommensurate cultural claims) also the end of history. Second, a conscious challenge to history as a modern way of knowing in the name of "alternatives to history." The paper concludes that these conflicts over history, too, point to the present as both an end, and a possible new beginning-but only as a possibility.
