871. The Construction of Europe in the Northern Dimension

Abstract:
This article focuses on the construction of Europe at the turn of the millennium. Unlike most approaches to this issue that tend to focus analysis on debate in Brussels, the most powerful member states, or on the various IGCs, this paper looks at this question through the lens of the discourses surrounding a regional initiative. The initiative in question is that of the Northern Dimension with the argument being that it is on the EU's borders and in the regional peripheries that the debates constructing the EU can be most clearly identified. In this respect the article contributes to a growing constructivist/poststructuralist literature that places boundary producing practices at the heart of the constitution of subjectivity.

Abstract:
Major developments in European politics are related to two simultaneous processes: the process of globalisation and the process of Europeanisation. As Helen Wallace has recently remarked: “For too long the debates on globalisation and on Europeanisation have been conducted in separate compartments and in different terms” (Wallace, 2000, 369). The purpose of this paper is to support the effort in bringing the two debates together. The paper will discuss the two processes, discuss how they interlink, and have a special focus on possible strategies and dilemmas of individual states that are confronted with both processes.

This paper is an attempt to trace the link between processes which are usually bundled under the label “globalisation” and the eroding state monopoly of legitimate violence. In a nutshell, I will claim that globalisation has the dual effect of displacing politics and of diffusing authority, there by diminishing the state's legitimacy and capacity to monopolize violence respectively.

Abstract:
The aim of this paper is to elaborate relationships between democracy, human rights and ethnic conflicts in the globalised world. The first part is devoted to analysis of the impacts of democracy and human rights on the ethnic conflicts, and second elaborates impacts of the conflicts on the democracy and human rights. Both parts are supposed to elaborate the topic within the context of globalised world. The main conclusion is that if a system cannot be qualified as democratic one and respectful for human rights, appears the complex dilemma what should and would come first: developing democracy and/or respecting human rights or eliminating ethnic conflicts or preventing their escalations/deescalating them.

Abstract:
The discourse of globalization has become dominant in recent years in an extraordinarily wide variety of contexts, equally on the left and on the right – from journalism to public policy discussions, from business strategy to labor organizing, and within the university across the social sciences and humanities. It is something like the discourse on postmodernism that blossomed about a decade earlier but seems to me even more extensive. This paper is an attempt to sort out some of the political positions taken within the discourse on globalization to help clarify the stakes in the globalization debates and the political consequences of the various theoretical and empirical claims. My assumption, in fact, is that political positions or desires dictate to a large extent the various analytical characterizations of globalization. What I will attempt, then, is to construct a typology of positions on globalization using the question of democracy as the first line of division. In other words, I will first divide theories in two groups: those who claim that globalization fosters democracy and those who maintain that globalization hinders or obstructs democracy. I will further divide these positions into arguments on the right and those on the left because this is a context in which I believe there remain very clear divisions between right and left, and it would be incoherent to group them together.

Abstract:
Global finance is simultaneously one of the most globalized and one of the most esoteric sectors in the world economy. Within global finance, perhaps no activity is more esoteric and more difficult to understand than the buying and selling of derivatives. Their names are familiar perhaps – futures, options, forwards, swaps – but their nature is obscure. Simply put, derivatives are financial instruments that are used to hedge risk. If a Canadian corporation knows that it will want to buy 50 million US dollars on foreign exchange markets in three months time, it can arrange a fixed price for that purchase using a financial contract called a derivative. In doing so, it lowers the risk of the price of the currency changing drastically before it purchases the amounts it needs.

Eradicating poverty has become the international community's number one development objective. The overriding target—endorsed at the recent United Nations Millennium Summit by virtually all world leaders—is to reduce the incidence of income-poverty in developing countries from 30 percent to 15 percent between 1990 and 2015. The problem is that that further progress has stalled and the number of people living in poverty has remained at around 1.2 billion people—a fifth of the world's population.

878. Globalization, Tax Competition, and the Fiscal Viability of the Welfare State

Abstract:
Does globalization undermine the fiscal basis of the welfare state? The conventional wisdom believes so: open borders cause tax competition, which in turn leads to a race to the bottom in capital taxation. However, the data show that revenues from capital taxation are fairly stable in OECD countries. Some observers conclude from this that globalization does not pose much of a challenge to the welfare state. This conclusion is unwarranted because it overlooks that tax competition was not the only challenge facing welfare states during the 1980s and 1990s. There was also slow growth, rampant unemployment, and high levels of precommitted spending. These problems exerted countervailing pressures that prevented a race to the bottom in taxation. Yet, this does not mean that national autonomy has not been diminished. The welfare state is trapped in between external pressures to reduce the tax burden on capital and internal pressures to maintain revenue levels and relieve the tax burden on labor.

The “anti-globalization coalition” that paraded through the streets of Seattle in November and stormed police barricades in Washington, D.C., in April contends that international trade and investment are “lose-lose” propositions. On the one hand, organized labor argues that low-wage workers in developing countries will gain employment at the expense of American workers. On the other hand, self-appointed advocates of the developing world claim that trade with and investment from Western countries lead only to exploitation and continued poverty abroad. Given that negative view of globalization, it is not surprising that anti-trade activists are calling to “shrink or sink” the World Trade Organization.

Great ideas are usually simple ideas. While the specific analysis of any important topic will necessarily involve complexity and subtlety, the fundamental concepts which underlie powerful paradigms of thought are usually relatively straightforward and easy to grasp. In the area of social science, ideas which affect millions of people and guide the policies of nations must be accessible to all, not just to an elite. Only thus can they permeate institutions from the local to the global level, and become a part of the human landscape, part of the fabric within which we define our lives.
