Abstract:
This essay outlines the features of globalization in the current era and indicates how conceptualizations of this process differ from the related formulations of the Annales School and of World Systems Analysis. The main theme of the paper is then developed, namely an assessment of the ways that globalization has impacted the organization of work and the structure of employment careers. This assessment is based on results from a variety of recent research studies, especially on findings from the Globalife project.

Abstract:
For over two centuries, the social effects of natural resource scarcity have been the subject of lively debate. On one side are those who contend that the planet's resource endowment cannot support increased consumption indefinitely. In 1798, for example, Thomas Malthus wrote An Essay on the Principle of Population, in which he argued “that the power of population is indefinitely greater than the power of the earth to produce subsistence for man.” The imbalance between human needs and food availability, Malthus predicted, would lead to famine, disease, and war. Writing 150 years later, Fairfield Osborn (1948: 200-201) reiterated this concern: “When will it be openly recognized that one of the principal causes of the aggressive attitudes of individual nations and of much of the present discord among groups of nations is traceable to diminishing productive lands and to increasing population pressures?” More recently, updated versions of the “scarcity conflict thesis,” developed by scholars such as Paul Ehrlich (1968), Donella Meadows (1972) and Thomas Homer-Dixon (1999), have been influential in both academic and policy circles around the world.

To date, sound economic policy has made hyperinflation a rarity. Rising commodity prices are fueling growth in sub-Saharan Africa. Abstract:
The governance structures of the International Monetary Fund, World Bank and World Trade Organization are distinct, although the meetings of the leaders of the Group of 7 industrial countries (G8 including Russia on political matters) provide an opportunity to forge coherence at least with the interests of those countries. Sometimes heads of other countries are invited to meet on the fringes of the summits, but these consultations are hardly negotiating forums. This paper argues why this is no longer tenable, if it ever was, and how to go about building a more representative structure of global trade and financial governance.

776. Structural Change and the Growth of Industrial Sectors: Empirical Test of a GPT Model

Abstract:
This paper investigates the empirical relevance of a model of structural change and the growth of industrial sectors. The model analyses the process of diffusion of general- purpose technologies (GPTs) and how this affects the dynamic performance of manufacturing and service industries. The empirical analysis studies the dynamics and the determinants of labour productivity growth of a large number of sectors in 18 OECD countries over the period 1970-2005. The results of dynamic panel data and cross-sectional analysis provide support for the empirical validity of the model. Industries that are close to the core of the emerging GPT based on information and communication technologies (ICTs) are characterized by greater innovative capabilities and have recently experienced a more dynamic performance. Relatedly, countries that have been able to shift their industrial structure towards these high-opportunity manufacturing and service industries have grown more rapidly.

An investor, seeking to financially benefit from producing sugar as a commodity in Kisumu, Kenya, needs to consider the entire investment environment before making a decision. Since Kenya is a net importer of sugar, domestic demand cannot be satisfied by domestic production, which creates a potential opportunity for an investor looking to bridge the gap. As a result, an opportunity may exist for an investor who wants to play a significant role in the future of the industry. Sugar, produced as a commodity within Kisumu, may have the ability to compete on a global scale if time, investment, and governmental support align.

The OSCE area is marked by a number of common characteristics that define the overall context for mediation efforts. Some of the main commonalities highlighted during the Consultation were: the significant roles of global and regional actors in the OSCE area, including the United States, the member states of the European Union, Russia, Turkey and Iran; the multiplicity of international and regional organisations active in the area, such as the United Nations (UN), Organization for Security and Co-operation in Europe (OSCE), Council of Europe (CoE), European Union (EU), and North Atlantic Treaty Organization (NATO); and the protracted nature of the so-called 'frozen' conflicts, such as the Transdniestrian, Georgian-Abkhaz, Georgian-Ossetian and Nagorno-Karabakh conflicts. These characteristics pose significant challenges for mediation efforts in the region.

The debate surrounding Global Warming and potential policies to curve its consequences has been ever-growing in noise and status. Sir Nicholas Stern's Review on the Economics of Climate Change in 2006 stimulated more debate and research with its conclusions of immediate policy action based on cost-benefit techniques; its critics coming from both the mainstream and ecological economic backgrounds. This paper will examine Stern Review's use of discounting in environmental cost-benefit analysis, its critiques, and possible alternatives to analyze the economic understandings of global warming. And, in the end, it will tie together the above economics to the political atmosphere of today.

Abstract:
This policy brief picks up the main observations and arguments included in a study undertaken by CEPS for the Directorate-General for Employment, Social Affairs and Equal Opportunities of the European Commission. It was presented by Iain Begg at a major Commission conference in Brussels on 16 April 2008, which had broad attendance by officials, media people and researchers, and was concluded by a keynote speech by José Manuel Barroso, President of the Commission. The conference took place at a time of emerging financial crisis and rising oil and food prices, aspects emphasised by some speakers as elements throwing new light on some of the arguments in the report. Hans-Gert Pöttering, President of the European Parliament, stressed that promotion of knowledge and innovation constitutes an important condition for enhancing the competitiveness of the European economy. Thus, the Union should take on a leadership role in combining globalisation with social policy, fighting climate change and fostering environmental stability. Mr. Barroso, in his conclusions underlined the necessity of a renewal of social policies based on equal opportunities, access and solidarity.
