481. Eco-imperialism: governance, resistance, hierarchy

Abstract:
The global environmental agenda, alongside the broad neoliberal agenda, may be viewed by developing states and societies as a neo-imperialist adventure to be resisted. This paper argues that while the idea of 'eco-imperialism' reflects the uncertain location of politics, the ambivalent role of states, and unchallenged state-centred assumptions about world politics, it also introduces conceptual confusion. It is an unusual case of imperialism, in so far as it involves diverse actors who may not be pursuing the same objectives. It appears that eco-imperialism may be both hegemonic force and anti-capitalist movement. In order to explain this apparent contradiction, we must note the contradictions in globalisation, but also how the mix of underlying political orientations create strange bed-fellows of, for example, developing country activists and oil company executives. In doing so, a nuanced view of the dynamics of global environmental policy and the prospects for matching these to particular political contexts may be discerned. While the exploitative and dominating aspects of global environmental policy deserve to be challenged and studied, these may have less bearing on global governance per se than on the globalised world in which it occurs. In recognising the intent of the critique, one must also note the mutual constitution of governance and resistance, local-global reverberations, and the prospects for bottom-up support identified by 'environmentality'. Hence, any signs of eco-imperialism imply 'participatory empire' at worst, which should inform rather than obstruct global environmental governance.

Abstract:
The global food crisis of 2007 to 2008 – which was characterised by both volatility in food prices and shortages of food – and the uneven but almost certainly largely negative impacts of climate change have drawn attention to the importance of food security as a regional challenge for the Asia-Pacific. Food insecurity in the region results from the convergence of uncertainties about inputs to food production and economic conditions that facilitate or restrict access to food. Regional strategies to achieve food security need to recognise the need to provide immediate remedial support to alleviate hunger and restore livelihoods, to enhance capacity to anticipate food uncertainties and to strengthen resilience to the impacts of future food disasters. A human security approach seeks to ensure that people are at the centre of regional food security frameworks – not just in terms of concerns over who the food insecure or food vulnerable are, but also in terms of ensuring that policies and programmes respond to local needs and community rights and that food security governance is participatory and transparent.

Abstract:
This statement discusses the role of economic theory and global economic policies in articulating the Right to Development (RtD). RtD is unique in focusing attention to the extra-territorial aspects of rights; where state action impinges on the rights of people outside its national boundaries, and where people have claims on states other than their own. In particular, the statement argues for the importance of global economic policy, focusing on four main points: (i) the development economics basis for the RtD and for defining obligations under this right; (ii) economic policies and other public policies as the principal means for implementing the RtD ;(iii) a priority agenda for collective international responsibilities; and (iv) mobilizing civil society to move the RtD forward.

Abstract:
What is it about a twenty-fifth anniversary that seems to demand that we pay attention to the occasion? The obvious response, of course, is the issue of longevity—that someone or something has endured the various travails of a quarter century and, by all appearances, is continuing onward. But surely there is something else, something more essential at issue than merely endurance. There is, I think, the issue of recognition that is of importance here—the recognition that something has been sufficiently valued and appreciated as to warrant perpetuation. That, I suspect, is what we are celebrating when wetake this moment to reflect on our achievements and recommit ourselves to our stated mission.

485. Globalizing Responsibility for Climate Change

Abstract:
How is the just assignment of climate change mitigation costs related to the fair allocation of burdens for climate change adaptation? In distributing the costs associated with climate change, most scholars have focused exclusively upon mitigation burdens, which reduce ongoing contributions to climate change, primarily through greenhouse gas abatement efforts. Few consider the distribution of adaptation costs, which concern projects that seek to minimize harm from human-induced climate change. This article explores both, grounding each in the justice framework appropriate to each activity, with mitigation efforts based in distributive justice and adaptation activities in corrective justice, and outlines an overarching account of responsibility that! links the two. From such an account, it suggests, a more coherent view of the tradeoffs between mitigation and adaptation is possible, enabling a more integrative policy framework for linking ongoing efforts in one category with required burdens in the other.

Abstract:
A common view of Japan's International Relations (IR) studies in the post-World War II period is that they are characterized by pacifism and historical approaches. This paper argues that while pacifism has continued to serve as the basis of them, the approaches adopted by researchers have become increasingly diversified. Specifically, although the main issues for Japanese IR studies in the postwar period (i.e. defense strategy, world political economy, and global issues) have been consistently addressed by researchers on the basis of pacifism, the theoretical orientation of researchers has continually become stronger. Finally, this paper argues that both changing and continuous characteristics of IR studies in Japan have been supported by global developments, and concludes that this trend will continue into the near future.

Abstract:
Facilitating trade is essential for countries that aspire to compete in the global economy. Low transactions costs, speed, and predictability are all ingredients of a good logistics system. The payoff is large. According to a World Bank (2010) evaluation of nearly 155 countries, improving logistics for countries at the same level of per capita income can increase GDP by 1 percent and two-way merchandise trade by 2 percent.

Abstract:
The puzzle about the Doha Round of multilateral trade negotiations in the World Trade Organization (WTO) is not why it is on life support now but how it has survived as a viable multilateral initiative for so long. From the very beginning, it was clear that the Round suffered from a lack of private-sector interest, the engine that had driven previous rounds of successful trade negotiations. At most, Doha promised to deliver some security of access for unilateral liberalization previously undertaken by countries and some modest incremental market opening (Martin and Mattoo 2009; Hufbauer, Schott, and Wong 2010). That the Round had much to be modest about was reflected in the failure of even antiglobalization protesters to show up for the more recent meetings of the Doha Round.

Abstract:
Despite global leadership by Japanese firms in sectors such as automobiles, precision equipment, and various high tech components, Japanese firms in the telecommunications sector have followed a persistent pattern of leading without followers. While leading the domestic market to ever-high levels of sophistication, sometimes beyond that of most other advanced industrial countries, Japanese ICT companies have retreated dramatically from international telecommunications-related markets. Moreover, in technology after technology, Japanese ICT firms invest heavily, undertake extensive R, and for network technologies, deploy infrastructure rapidly, only to find that global technological trajectories shift in a different direction. While globally successful Japanese industries were able to use their domestic market as a springboard into international markets, Japan's telecommunications sector became decoupled from global markets, trapping Japanese firms in the domestic market.
