Abstract:
From Wikileaks to the aftermath of the Arab Spring, policymakers have been confronted with the thorny ramifications of ubiquitous global information flows. Two key phenomena have emerged as the new hallmarks of international relations: heightened transparency and increased volatility. They require a refocusing of the lens through which we view international affairs, and present both challenges and opportunities for state and non-state actors. These themes and more are explored in a new collection of essays, Diplomacy, Development and Security in the Information Age, edited by Shanthi Kalathil. Featuring contributions on issues ranging from cybersecurity to diplomacy and fragile states, the book points toward a foreign policy strategy of resilience, credibility and adaptability for harnessing opportunities in the information age.

Abstract:
The multi-billion dollar illegal wildlife trade is a global crisis that not only threatens the conservation of protected species but also has deep implications for peace and security in nations across the world. As wildlife trafficking becomes more organized and illegal trade of wildlife continues to flourish on the ground and in cyberspace, there is an urgent need for a concerted international effort to gather and share wildlife crime information among law enforcement and policymakers, empowering them to stem the tide of wildlife trafficking. There are several good examples out of such efforts, primarily by the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) and INTERPOL, to combat wildlife poaching and transboundary illegal wildlife trade. At a policy level, the formation of the International Consortium on Combating Wildlife Crime (ICCWC) can be considered as one of the major achievements in recent times, where CITES, INTERPOL, World Bank, UN Office on Drugs and Crimes (UNODC) and World Customs Organization have come together as one unit to address the issue. The good work done by civil society, including WWF, TRAFFIC, International Fund for Animal Welfare (IFAW), Environmental Investigation Agency (EIA) and member organizations of the International Union for Conservation of Nature (IUCN) and Species Survival Network (SSN) including grass root NGOs, is noteworthy as well. Yet, combating wildlife crime remains a big challenge. The collective efforts of the conservation community and governments are still unable to check the behaviour of poaching syndicates and organized criminals. We remain far behind in finding an adequate response to the crisis.

Abstract:
Recent years have seen a considerable shift in the sources of financial assistance for global health activities. With the private sector as well as emerging economies joining the more developed nations as major players, the balance of power is changing, leading to a momentous shift in perceptions of “global health.” Japan has yet to adopt a comprehensive approach that acknowledges the new global health reality. With political changes, natural disasters, and a sluggish economy dominating the policy scene in recent years, there has been little appetite among decision-makers to develop—in a practical sense—more effective ways to strategically support global health activities in facilitating a greater impact of Japan's foreign policy. Japan must develop a comprehensive perspective of global health in order to maximize aid effectiveness and to promote transparency in order to boost the overall effectiveness of the country's initiatives and benefit the people of Japan, as well.

Abstract:
In the fall of 2012 the Center for Strategic and International Studies (CSIS) Global Health Policy Center organized a working group to analyze progress on diplomatic outreach to advance global health during the first four years of the Barack Obama administration. Over three sessions the working group members, who included health policy researchers, former diplomats, and an ex- officio group of current government officials, met to discuss emerging trends related to global health diplomacy and to develop a set of recommendations to enhance U.S. diplomatic outreach on global health for the next four years. Much of the working group's effort focused on the important role played by the secretary of state in raising the visibility of global health challenges on the world stage and on the Department of State's potential to promote greater coherence and integration of U.S. overseas health programs in the next presidential term.

International security in today's globalized world demands a framework responsive to interconnectedness, multiple power centers, shared vulnerabilities, and dramatic change. To meet these diverse challenges that affect the security of its members, NATO, as the West's premier security organization, must reach beyond the transatlantic arena. It must link with other nations whose world views are comparable and whose capacities complement NATO's strengths. NATO's global partnerships are critical elements in providing an effective international security framework and, therefore, are a vital key to generating a stable and secure international system.

378. Economic Policy Coordination in the EMU: From Maastricht via SGP to the Fiscal Pact

Abstract:
The present paper first takes a step backwards with an attempt to situate the adoption of this Treaty in discussion of the SGP and the “Maastricht criteria” (the criteria for EMU membership fixed in the Maastricht Treaty) in a longer perspective of the sharing of competences for macroeconomic policy making within the EU from the initial Treaty to the Maastricht Treaty and the Stability and Growth Pact (SGP). It then presents the main features of the Fiscal Treaty and its relation to the SGP and draws some conclusions as regards the importance and relevance of this new step in the process of economic policy coordination. It concludes that the Treaty on Stability, Coordination and Governance in the Economic and Monetary Union does not seem to offer a definitive solution to the problem of finding the appropriate budgetary-monetary policy mix in the EMU already well identified in the Delors report in 1989 and regularly emphasised ever since and now seriously aggravated due to the Crisis. Furthermore, the implementation of this Treaty may under certain circumstances contribute to an increase in the uncertainties as regards the distribution of the competences between the European Parliament.

379. Diplomacy, Globalization and Heteropolarity: The Challenge of Adaptation

Globalization is the defining historical process of our times, conditioning, if not determining, outcomes across vast swathes of human activity. At the same time, a heteropolar world is emerging, one in which various and competing sources of power and influence are based more on difference than on similarity. In the face of these transformative forces, diplomacy is struggling to evolve. To date, none of the key elements of the diplomatic ecosystem – the foreign ministry, the Foreign Service, or the diplomatic business model – have adapted well, or quickly enough. If diplomacy is to achieve its full potential as a non-violent approach to the management of international relations and global issues through political communications, then radical reform will be required. These observations are particularly apt in Canada, where diplomatic performance has in recent years been troubled. The foreign ministry (formerly DFAIT), still struggling to absorb the deep cuts contained in the federal budget of March 2012, finds itself in the midst of a complicated merger with the aid agency (formerly CIDA). This unanticipated amalgamation has resulted in significant uncertainty and dislocation in both organizations, and is reminiscent of the disastrous split, and then re-integration, of the foreign and trade ministries 2004-06. Canadian public and digital diplomacy, widely considered to represent the leading edge of diplomatic practice, have been wound down as a result of the imposition of centralized control over all communications. The Foreign Service, for its part, remains locked in a protracted and acrimonious labour dispute over pay equity. Rotating strikes and working to rule have taken a toll on business and tourist arrivals, foreign student enrolment and high-level visits. In short, Canada’s diplomatic ecosystem is in a perilous state, and Canadian interests are suffering. In the age of globalization and heteropolarity, this won’t do.
