Abstract:
The report focuses on the potential of the development of small and mid-size businesses in Moldova. It provides an economic overview of the country, and then analyzes various best practices and lessons learned from the development of SMEs in the Visegrad countries, especially Hungary. The report provides a description of economic developments, main trade figures, relevant labor developments, migration and the role of remittances and defines the bottlenecks for SME development in the country. The authors built their analysis on available literature and statistics as well as their own survey and interview series. The study highlights six case studies relevant for SME development selected for deeper investigation such as simplified tax schemes, online tax reporting, entrepreneurship education, agriculture and producers’ organizations, the wine industry and issues of measurement of the SME sector. Finally the report draws up potential intervention schemes for Moldovan stakeholders and provides further recommendations for longer term initiatives and actions taken for the support of economic and SME development.

Mónica Serrano is Professor of International Relations at El Colegio de México, Senior Research Associate at the Centre for International Studies, Oxford University and a Senior Fellow at the Ralph Bunche Institute for International Studies, CUNY. Between 2008 and 2011, as Executive Director of the Global Centre for the Responsibility to Protect, she worked closely with the UN and other human rights organizations to build momentum behind an emerging international norm to prevent mass atrocities. Dr. Serrano has written extensively on international security, and on the international relations of Latin America, with particular reference to international institutions, security, human rights, transnational crime and civil-military relations.

The United States has long relied on its economic power to protect and advance its interests abroad. In an increasingly integrated international financial system, the U.S. economy and capital markets remain the largest in the world by almost every measure. This status affords the United States an important global leadership position and the ability to shape foreign policy outcomes with economic tools. The structure of the international trade and financial system, in which many significant banking and energy transactions as well as currency reserves are denominated in U.S. dollars, reinforces the central role of the United States.

Abstract:
Ambassadors Florensa (IEMed) and Aragona (ISPI) introduced the annual conference, highlighting the important role of EuroMeSCo at a critical juncture for the Mediterranean and for Euro-Mediterranean relations. Ambassador Florensa stressed that the commitment and the dynamism of EuroMeSCo were greater than ever. The Italian Minister of Foreign Affairs Hon. Gentiloni gave an official address to the participants of the EuroMeSCo annual conference, describing the Mediterranean space as the epicentre of global disorder and enumerating the various challenges it posed for the European Union in particular, in terms of security but also in terms of identity and values.

On November 15-16, 2015, leaders of the world's major advanced and emerging economies will meet in Antalya, Turkey for the G20 summit. In this special report, CIGI experts present their perspectives and policy analysis on the key priorities facing the G20 at Antalya. The Right Honourable Paul Martin states that the multilateral institutions created to make globalization work should be a G20 priority. Thomas A. Bernes asks whether G20 leaders and the institutions that support them can articulate a “policy upgrade” that brings more credibility than last year’s Brisbane Action Plan. Olaf Weber argues that the next step for the G20 should be the development of policies and guidelines that help to manage climate change and financial risk in a prudential way. Hongying Wang examines China's rare opportunity as it assumes the presidency of the G20 to push for collective new thinking on how to establish a less fragmented and more coherent global framework for investment governance that balances the interests of different stakeholders. Finally, Kevin Carmichael suggests that the G20 should elevate gender balance to the top of its agenda.

The Elcano Royal Institute, which is about to celebrate its 15th anniversary, has been working on three tasks over the course of its short but active history that are appropiate to a laboratory of ideas. In the world of think tanks, where the English language predominates, the three words that denote these tasks all begin with the letter “A”: analysis, assessment and advice. Our institute does indeed concern itself with carrying out international and strategic studies with the greatest degree of rigour possible and, as a result, throughout this time we have been providing both our society and the foreign reader interested in a Spanish perspective with serious and sophisticated knowledge on these matters. But our efforts extend beyond the provision of solid and detached analyses, because there is also a significant critical and, above all, prescriptive component, which is what sets us apart from an exclusively academic research centre. Setting out from a position that is independent but also committed to the collective interests of the country, our reports and documents venture to assess prospective opportunities and threats, indicate our shortcomings, identify good comparative practice, and note potential innovations that might enable Spain (whether its public sector, its civil society or its population in general) to insert itself into globalization and the process of European integration.

Global economic justice as a topic of moral philosophy and international law is back on the intellectual agenda and figures prominently in feuilletons, blogs and academic publications. A wave of recent studies by both international lawyers and moral philosophers on the dark side of economic globalization and the role of international law in this context is as such a remarkable phenomenon. The essay engages with diverging scholarly perspectives on global justice and international law as represented in the four volumes under review. Three substantive questions structure the non-comprehensive sketch of the global justice debate: (i) Is the current international economic order unjust? The growth rates witnessed in markets across Latin America in the decade to 2010 pulled millions out of poverty, led to rapid growth of the middle class and helped to demonstrate the promise of emerging markets. Since then, however, growth has slowed dramatically across the region. 2015 will mark the fifth successive year of deceleration in Latin America, which has slowed more than any other emerging market region. With concerns over the ability of emerging markets to withstand a slowdown in China and monetary policy normalisation in the US growing, risks to the growth and financing outlook for Latin America persist. However, as economic recovery starts to gather pace in the region, opportunities for investment and growth will also re-emerge. 290. Losing Control? Sovereignty in the Age of Globalization

What determines the flow of labor and capital in this new global information economy? Who has the capacity to coordinate this new system, to create some measure of order? What happens to territoriality and sovereignty, two fundamental principles of the modern state? And who gains rights and who loses rights? Losing Control? examines the rise of private transnational legal codes and supranational institutions, such as the World Trade Organization and universal human rights covenants, and shows that though sovereignty remains an important feature of the international system, it is no longer confined to the nation-state. Other actors gain rights and a kind of sovereignty by setting some of the rules that used to be within the exclusive domain of states. Saskia Sassen tracks the emergence and the making of the transformations that mark our world today, among which is the partial denationalizing of national territory. Two arenas in particular stand out in the new spatial and economic order by their capacity to set their own rules: the global capital market and the series of codes and institutions that have mushroomed into an international human rights regime. As Sassen shows, these two quasi-legal realms now have the power and legitimacy to demand action and accountability from national governments, with the ironic twist that both depend upon the state to enforce their goals. From the economic policy shifts forced by the Mexico debt crisis to the recurring battles over immigration and refugees around the world, Losing Control? incisively analyzes the events that have radically altered the landscape of governance in an era of increasing globalization.
