As politicians grapple over the nation’s future, and the British people prepare to vote, is there a vision of Britain’s national interest and role in the world that its diverse society can unite around? The idea that Britain stood for an economically liberal, rules-based international order, in close alliance with the United States and European powers, is now increasingly questioned. There is not only deep division about Britain’s relationship with Europe, but also the Transatlantic relationship and NATO; the role of the Commonwealth, Britain’s nuclear deterrent and military posture; trade and globalization; responsibilities towards the global south; human rights; defence sales; and the correct grounds for military intervention.

213. Global and Local Challenges in Argentina and Brazil

Abstract:
The last presidential elections in Argentina (2015) and in Brazil (2018), represent a change from populism towards more orthodox economic policies in two important countries in the region. This shift is not only economic but also reflects other fundamental changes in the electorate, in particular the growing dissatisfaction of the population with issues such as weak security and growing corruption in political institutions. In both countries, there are significant fiscal problems and adjustment is needed. But in modern democracies, the success or failure of economic policy is closely tied to political developments. Notably, both countries face their macroeconomic challenges under a parliamentary minority; a situation that is common to many countries in the region at present. Economies highly integrated into the international capital markets, with macroeconomic imbalances inherited from populist governments, face a particularly difficult challenge. On the one hand, the required fiscal tightening entails the execution of policies that may result in greater social unrest, thus encouraging a gradual approach. On the other hand, a gradual approach requires a greater funding stream of financial funds thus exposing the economy to higher financial risk. The dilemma of choosing between a shock adjustment and a gradual approach has been central to understanding what has happened in Argentina and is essential to assessing the options available to the next government in Brazil. The dilemma about the optimal speed of fiscal adjustment has been faced by other countries in the region in the past. In some successful cases of gradualism, the presence of a clear commitment mechanism over the fiscal path, including the implementation of goals agreed with the IMF, has played a decisive role in mitigating the credibility gap typically linked to gradual approaches. One question that the Committee puts forward throughout this statement is to what extent does Argentina's experience entail relevant lessons for Brazil? In order to thoroughly understand these possible lessons and the challenges that both countries face, it is important to consider the similarities and differences between Argentina and Brazil. There is no doubt that both countries are dealing with formidable fiscal challenges. In both countries, there is a primary fiscal deficit and public debt levels are high in relation to GDP. Also, both economies face low or negative growth rates, partly because of cyclical or temporary factors and partly because of low productivity levels due to complex regulatory regimes and tax systems that hinder investment. On the other hand, the realities of Argentina and Brazil are very different in some important aspects. Brazil has not had to cope with a currency crisis and external financing problems such as those of Argentina; the latter has had to reduce its hefty deficit in the current account of the balance of payments. In contrast, Brazil’s external public debt and external financing needs of the public sector are low. However, while the private sector’s foreign indebtedness is quite moderate in Argentina, it is relatively high in the case of Brazil. As regards to monetary policy and inflation, the situation in both countries is also very different. Whereas the inflation rate in Argentina has suffered a substantial increase throughout this year in the context of low credibility in its monetary policy, Brazil has kept a low and stable inflation rate and has significantly improved its central bank’s credibility. These similarities and differences require a differentiated discussion of each country, even if some challenges facing Argentina and Brazil are shared, and whether their experiences provide lessons for each other. The international context plays a fundamental role for both economies in determining the results of economic policy. Before embarking on a more detailed analysis of the challenges facing Argentina and Brazil during the next year, we will analyze how the international context has recently changed, in the next section.

Abstract:
Economic development aims at building a healthy community which in turn strengthens institutions of a state. Economic Development can also be reflected through soft power, which is not only a diplomatic tool but also a booster for a state's economy. Chinese economic development is a synthesis of two ideologies: attributed to Mao Zedong and the other to Deng Xiaoping. Mao and Deng have contributed to Chinese economic development by initiating compatible economic policies in their respective eras. Their economic policies are influenced by Karl Marx and Adam Smith respectively. Mao, a staunch supporter of centralization of economy, opted for the theory of Marxism; ic level. On the other hand, Deng Xiaoping is associated with liberalizing of Chinese economy. The ideas of free trade and facilitation of foreign investors is the mainstay of Deng’s economic policy. In the process of liberalizing the Chinese economy, Deng initiated a paradigm shift from curtailed to liberal approach; he followed the footsteps of Adam Smith, the pioneer of free market economy. Privatization, establishment of exclusive economic zones, introduction of new flexible economic policies are the reforms introduced by Deng under the theory of free market economy. Hence, the modern China we see today is a product of the economic policies envisioned by these two great Chinese leaders. This descriptive research looks into the contribution and implication of these economic policies on the Chinese economic system.

Abstract:
When United Nations Secretary-General António Guterres took up his post in December 2016, he observed that “conflicts have become more complex and interlinked than ever before”.1 The increase in complexity that Guterres refers to stems in part from a proliferation in the range of national and transnational stakeholders and interests that affect peace processes. We are now concerned with, for instance, the roles that governance, corruption, organised crime, increasingly fragmented opposition movements, violent extremism, the environment, gender, youth and natural resource management play in contributing to – or hindering – conflict resolution. The proliferation of actors and threats stretches the limits of traditional state and multilateral mediation processes. The challenge of navigating complex stakeholder landscapes is compounded by dynamic, interconnected and unpredictable local to global societal processes. Digital interconnectivity allows people to mobilise in ways that was not possible just a few years ago. The more the world is globalised, the more changes one factor can have in unpredictable and unintended political, economic, migration or conflict consequences elsewhere. The consequence of increasing complexity for peacemakers is that there are more variables that can affect peace processes, less stability in the behaviour of these variables, and less predictability when it comes to how peace and conflict processes are likely to unfold. Complexity therefore renders rigid adherence to analysis, plans and structures ineffective and potentially harmful. In the Democratic Republic of the Congo (DRC), for instance, Eriksen has argued that the state-building project of external actors has failed, in part, because their designs have been based on fixed, non-negotiable conceptions of what the state should eventually look like, without due regard to the complex and evolving interests and relations between domestic powers.2

Abstract:
At the end of the Cold War, Huntington described the expansion and contraction of democracy through history and across the world in terms of “waves”. Referring to what he called “democracy’s third wave” (argued to have begun in the mid-1970s), he asked whether the world was “[e]arly in a long wave, or at or near the end of a short one”.1 He could only speculate, however, as to the answer to his question. Although Huntington’s analysis of democratisation is not without criticism, it remains true that at the time of his writing, a significant number of countries in the world lacked democratic regimes – that is, political systems involving competition, inclusiveness and civil liberties.2 Sub-Saharan Africa, in particular, “remained personal dictatorships, military regimes, one-party systems, or some combination of these three.”3 In Africa, the opportunity and need for democratisation was therefore significant.

Küreselleşen dünyada istihdam, hem ülkeler hem de OECD, Avrupa Birliği gibi ülkeler üstü kurumlar için gündem oluşturan ve önemli hale gelen bir politika alanıdır. Ülkelerin istihdam politikalarının pek çok amacı olabilir. Ancak bunların içinde en temel hedef ülke içinde işsizliği ortadan kaldırmak ya da en düşük oranlarda tutabilmektir. Özellikle işsizlik sorunu, ülke içinde sosyal çöküntüye ve ekonomik açıdan kayıpların oluşmasına neden olmaktadır. Benzer şekilde işsizlik sosyal politika yönünden incelendiğinde toplumda kişilerin yaşam kalitesini azalttığı, toplumsal sorunların arttığı, mutsuzluğun yaygınlaştığı, toplum için telafisi zor olan pek çok toplumsal soruna neden olduğu gözlemlenmektedir. Aynı şekilde işsizlik toplumsal zararlarının yanı sıra ekonomik açıdan durgunluğa, işgücünün ve üretimin azalmasına yol açacaktır. Bu nedenle il bazında istihdama yönelik politikalar uygulanması ve işsizlik probleminin çözümüne yönelik politikalar oluşturulması önemlidir. Bu çalışmada 2013 - 2016 yılları arasında il bazında işgücüne katılım oranı, ortalama günlük kazanç ve istihdam oranı değişkenleri çıktı olarak işsizlik oranı ve sosyal güvenlik kapsamındaki aktif çalışanların toplam nüfusa oranı değişkenleri de girdi olarak kullanılmıştır. Çalışmada il bazında uygulanan istihdam politikalarının etkinliği ölçülmüştür. Tüm veriler TÜİK ve SGK veri tabanlarından alınmıştır. Malmquist toplam faktör verimliliği indeksi modelinin çözümünde DEAP 2.1 paket programı ve il bazında sonuçların haritalarının çizilmesi için ArcGIS 10.5 paket programı kullanılmıştır. Bu makalede il ve bölgesel farklılıkların azaltılması için genel politikalar yerine il bazlı politikaların uygulanmasının daha yararlı çıktılar yaratacağı sonucuna ulaşılmıştır.

218. Explaining Globalization Scepticism

Abstract:
Critical public attitudes toward economic globalization reflect a response to different facets of globalization and varied consequences of international market integration for individuals. The distribution of benefits and losses related to globalization provides a starting point for numerous studies of attitudes toward economic integration. Individuals perceive globalization’s benefits differently depending on their sector of employment or level of educational attainment, among other factors. In addition to these explanations, attention to the institutions and policies that influence how governments engage with globalization and manage its domestic consequences can also inform the analysis of why scepticism to economic integration varies across national settings. This report reviews academic literature dealing with attitudes toward globalization and the linkages between globalization and national political processes to situate the extent of globalization scepticism in Denmark alongside experiences in France and Germany. It provides an overview of trends in attitudes toward globalization in these countries and examines possible drivers of the trends.

Abstract:
In international relations, globalization transfers the location of governance from nation-states laterally to such private actors as nongovernmental organizations (NGOs) and multinational firms, as well as vertically to local governments and supranational organizations. The purpose of this article is to clarify how the competitions among firms affect the problem of global issues by examining the case of the Trade-Related Aspects of Intellectual Property Rights (TRIPS) and public health. This study shows why most of least developed countries implemented the TRIPS despite the warning of NGOs not to implement earlier for the sake of access to medicines. In order to understand the positive attitude of least developed countries toward the TRIPS, we have to examine how the distribution of pharmaceutical firms capacities in developing countries affect the implementation of the TRIPS Agreement. The existence and different capacities of generic pharmaceutical companies in developing companies are important elements of state policy toward the TRIPS.

or more than two decades, economist Dani Rodrik has warned about the dangers of what he has called “hyperglobalization.” He has long argued that national economies and domestic policies should have priority amidst a rising tide of unfettered globalization and open markets. Today we have some evidence that he was right. Our race toward “one world economy” has produced consequences in the form of global social inequality and populist or extremist political movements, for example. Rodrik envisions a way to keep bringing down trade barriers while maintaining the integrity of the nation-state. His latest book, Straight Talk on Trade, is a synthesis of his monthly columns for Project Syndicate, and functions as a roadmap of Rodrik’s prolific analyses. The Weatherhead Center spoke to him about his long view on world economies.
