1051. Globalized and Localized Digital Divides Along the Information Highway: A Fragile Synthesis Across Bridges, Ramps, Cloverleaves, and Ladders.

Abstract:
There has been a tendency, especially in North America and Europe, and among technology enthusiasts and some educators, to assume that the whole world is connected to the Internet, and surfs the World Wide Web. Why would we use the term, 'World Wide Web', if we were not talking about a global phenomenon? However, Internet statistics show that only about six to eight percent of the world's six billion population is connected to the Internet. Approximately ninety-two percent of the world is NOT connected to, nor uses, the Internet. 1 The erroneous assumption of universal connectivity is not simply a statistical mistake. Governments, corporations, community organizations, and individuals make many incorrect decisions, with sometimes dramatic and far-reaching consequences, on the basis of the assumption that most of the world is connected to the Internet. Not only is the vast majority of the world not connected to the Internet, most people do not even have the computers, skills, experience, interest, or awareness to become connected. The disconnected are not randomly distributed, but have specific demographic, social, economic, racial, ethnic, gender, gerontological, and political characteristics that amount to a systematic bias of exclusion, often referred to as the “digital have-nots”. Similarly, the connected are not randomly distributed, but possess particular demographic, social, economic and political characteristics making up what has become known as the ““Digital Haves””. The separation, chasm, abyss, canyon, gulf, or distance between the ““Digital Haves”” and “digital have-nots” has become known as the “Digital Divide.”

Abstract:
There is increasing pressure in the developing world to implement reforms that will facilitate more efficient land use and capital investment through the use of Western-style surveys, ownership and title registration. Proponents of traditional land systems have opposed these Western reforms by arguing for land's cultural and social importance. This article is a historical exploration of this issue within the context of contemporary globalization. The changing attitudes towards land tenure practices are traced through an examination of the published materials of the United Nations, its agencies and member nations. Historic and contemporary examples illustrate the difficulties of preserving traditional land systems in the face of economic and political integration.

Abstract:
Through an examination of the Canadian book and magazine sectors and the major international trade agreements to which Canada is a signatory, the paper interrogates the shortcomings of Canadian cultural policy's attempt at reconciling the realities of global capitalism with the Romantic ideal of non-commodified, non-economic national culture. The discussion highlights the contradictions involved in current policy attempts to protect a uniquely “Canadian culture” in an era of globalisation in which national cultures seem to increasingly disintegrate and give way to mass cultural expression. Moreover, it probes the policy terms for an economised reformulation of Canadian culture, which means a discursive and material, localised and globalised way of conceptualising the dynamics of Canadian cultural expression.

Abstract:
Knowledge of globalization is substantially a function of how the concept is defined. After tracing the history of 'global' vocabulary, this paper suggests several principles that should inform the way globality (the condition) and globalization (the trend) are defined. On this basis four common conceptions of the term are rejected in favour of a fifth that identifies globalization as the spread of transplanetary – and in recent times more particularly supraterritorial – connections between people. Half a dozen qualifications are incorporated into this definition to distinguish it from globalist exaggerations.

It is now more than fifty years since the United Nations system and the Bretton Woods institutions were created. However, the world has changed dramatically during the second half of the twentieth century. The technological revolution in transport and communications has eroded the barriers of distance and time. National economies have become ever more closely integrated through cross-border flows of trade, investment and finance. In the political realm, communism has collapsed and capitalism has emerged triumphant. The context has obviously changed. But thinking about development is also very different. And there is now a myriad of new actors—from transnational firms to NGO—participating in the global economy and polity.

1056. Postmodern Power and Transnational Policing: Democracy, the Constabulary Ethic and the Response to Global (In)Security

Abstract:
This paper argues that democratic control of policing, transnational and otherwise, is problematic in the contemporary period because of the nature of the postmodern power system. It describes the parameters of the policing field and notes that its separate sectors have different ways of being accountable to different sets of interests. Further is describes the transnational policing regime as a global polycentric power system and argues that there is no point from which the policing field could be governed. The paper then describes policing at the 'hard edge of postmodernity' showing what is at stake. The paper advances a normative conception termed the 'constabulary ethic' and argues that this might provide a moral compass for the nascent transnational subculture of policing. The minimum social conditions necessary for the emergence of the constabulary ethic are described and the principles that provides its 'normative glue' are elucidated. The paper ends by citing some practical examples where something like the constabulary ethic has been achieved.

Abstract:
This article examines the experience of the Chilean labor movement during the first decade of democracy. In so doing, it calls attention to the need for further study of how institutional variables, such as labor legislations, influence labor movement strategies across different political regimes (authoritarian and democratic). Evidence from the Chilean case demonstrates that while important, exogenous variables such as new democratic governments and new labor legislations have only limited explanatory power with regard to labor movement strategies. This warrants a closer look at internal organizational aspects.

For developing countries and economies in transition, accession to and membership in the global trade body is a delicate and cumbersome experience. The need to bring national legislation into conformity with WTO rules, negotiating and implementing concessions on market access for trade in goods and services, transparency requirements, emerging new trade issues (e. g. environmental standards), and the necessity to establish and maintain professional trade-related research competence places heavy burdens on applicants and developing members that not infrequently exceed their institutional capacity for formulating policy options or negotiation strategies.

1059. How does globalisation affect local production and knowledge systems? The surgical instrument cluster of Tuttlingen, Germany

Abstract:
The recent discussion of the winners and losersfrom globalisation has given prominence to regional development and industrial clusters in the global organisation of production and know-how. Tuttlingen, in southern Germany, is the recognised world leader in the global surgical instruments industry. However, price competition from emerging low-cost locations in South and South/East Asia and Eastern Europe, and rapid technological developments in medical engineering pose new challenges for the Tuttlingen cluster. In the past, institutional joint action was one of the pillars of the cluster's success, but there are doubts as to whether such institutions can face the new challenges. New public-private initiatives suggest a way forward, but it is too early to gauge their impact. In the past there wereimportant examples of small and medium sized firms coming togetherin joint marketing, production, and research and development efforts. While they continue, local competition has become more intense, making inter-firm co-operation more difficult. Some firms do, however, co-operate with suppliers further down the value chain, particularly those in Pakistan and Malaysia. The new challenges are also leading to further differentiation, both amongst firms as well as between producers and traders within the cluster. The most radical forms of product and functional upgrading are being concentrated in the cluster' sleading large firms. Innovation seems to be linked to close ties with end-users, the concentration of knowledge in medical engineering, and changes in surgical practices and health care delivery. Thus, the cluster while the 'big fish' in its own pond of surgical instruments, is having to come to terms with being a 'small fry' in the larger sea that constitutes the global health care sector.

Globalization is a powerful real aspect of the new world system, and it represents one of the most influential forces in determining the future course of the planet. It has many dimensions: economic, political, social, cultural, environmental, security, and others. The focus here will be on the concept of “globalization” as applied to the world economy. This concept is one that has different interpretations to different people. Partly as a result of these different interpretations, there are very different reactions to “globalization,” with some seeing it as a serious danger to the world economic system while others see it as advancing the world economy.
