- The Arc of Crisis in the MENA Region volume deals with the countries of the Middle East and North Africa that are facing a particularly troubled period in their historical development. Syria, Iraq, Libya, Egypt and to a lesser extent Jordan and Tunisia have plunged into a legitimacy crisis that in some cases has turned into civil war or violent upheaval. As traditional authorities lose their legitimacy, two alternatives are emerging. The first is a more decentralized system of government, evinced by the empowerment of subnational government bodies and the growing legitimacy of local authorities; in this trend, the local authorities are able to keep the state united and more functional. The second is a growing number of political groups that act as opposition to authoritarianism, which is experiencing a revival. The analysis herein also focuses on Islamist movements; namely, their organizational and ideological development as well as how the shrinking of the political space affects them and the entire polity. This Report explores the distinctive dynamics and characteristics of these challenges in the post-Arab Spring era.

- International joint development programs are important because of their potential to reduce costs and increase partnership benefits such as interoperability, economies of scale, and technical advancement. While all major development and acquisition programs are complex undertakings, international joint development programs introduce additional layers of complexity in the requirement for coordination with more than one government customer, supply chain and organizational complexities resulting from international industrial teaming, and technology control issues. The performance of international joint development programs varies greatly. This study compares the best practices of international joint development and domestic development programs through case-study analysis to identify the key variables that contribute to a program’s eventual success or failure and to understand the elements that are crucial to managing these programs.

- On December 31, 2017, section 702 of the 2008 Foreign Intelligence Surveillance Amendments Act (FAA) will expire. Section 702 governs the domestic interception of foreigners’ communications, when the targets are believed to be outside the United States. Although externally directed, this statute is being used by agencies to monitor, collect, and search U.S. citizens’ communications for foreign intelligence and criminal activity. Congress has an opportunity to amend section 702 to safeguard U.S. national security, protect citizens, and comply with the Constitution.

- In 2015, the United Nations (UN) took stock of three key global peace and security review processes, all of which contain various observations and recommendations to better prepare, inform, and potentially reform, the organisation. This Policy and Practice Brief (PPB) seeks to unpack these reviews, identify common threads and elements and provide insight on some of the deeper, underlying challenges and concerns that the organisation will need to address during this considerable period of institutional introspection – amidst growing international disillusionment and dissonance over the current state of global peace and security. The PPB begins by illustrating what led to the reviews and how each had been conducted. This is followed by an examination of the content of each of the reports, with particular regard to the respective central arguments, observations and general recommendations. The PPB then underscores the common threads contained in each report and provides an analysis of whether these reviews adequately consider the UN’s institutional responses, structure, and capabilities in light of the most pressing emergent international peace and security trends and developments. The PPB concludes by qualifying and drawing attention to the two overarching policy directions that currently confront the organisation, either toward some form of greater structural expansion or something more geared toward a deeper institutional rationalisation.

- The growth of Salafist ideology in East Africa has challenged long established norms of tolerance and interfaith cooperation in the region. This is an outcome of a combination of external and internal factors. This includes a decades-long effort by religious foundations in Saudi Arabia and other Gulf states to promulgate ultraconservative interpretations of Islam throughout East Africa’s mosques, madrassas, and Muslim youth and cultural centers. Rooted within a particular Arab cultural identity, this ideology has fostered more exclusive and polarizing religious relations in the region, which has contributed to an increase in violent attacks. These tensions have been amplified by socioeconomic differences and often heavy-handed government responses that are perceived to punish entire communities for the actions of a few. Redressing these challenges will require sustained strategies to rebuild tolerance and solidarity domestically as well as curb the external influence of extremist ideology and actors.
