Abstract:
"Why do they hate us?” This question1, on so many U.S. citizens' minds over the decade following the September 11, 2001, attacks, is often asked about Islamic extremists and even the broader Muslim world. Among the most common responses is that “they” resent U.S. foreign policy in the Middle East. When the focus shifts to Latin America, U.S. foreign policy similarly appears to be the principal reason for anti-Americanism. This seems to make sense. One would be hard-pressed to find another world region with greater and more long-standing grievances about Washington's actions. The Monroe Doctrine, Dollar Diplomacy and Cold War Containment were euphemisms for imperial abuses committed against Latin America over the course of two centuries.

The study of what scholars focus on and debate helps to shape how policy is understood and discussed in the public realm and, sometimes, even made. However, a close look at the past three decades of scholarly publications on U.S.–Latin American relations, covering 174 peer-reviewed articles and 167 non-edited books, reveals a disconnect with many of the themes and realities in the region today.

Abstract:
A revolution in supply, driven by technological change and beginning in the United States, is transforming the energy sector. A commodity whose scarcity defined geopolitics and economics from the beginning of the industrial age is now becoming a potentially abundant resource. This will not only reshape the global energy map and global politics, but also change U.S. policy in the Western Hemisphere. Unimpeded access to cost-effective energy supplies for itself and its primary allies has long been a U.S. strategic interest. Most observers know that Washington's foreign policy and defense priorities in the Middle East, Europe and Asia, including sea lane protection, are buttressed by energy security concerns. Many of these same observers do not appreciate that the Western Hemisphere is also a critical energy partner: peaceful, non-threatening and unthreatened. But all that is about to change.

794. The Flawed Strategic Debate on Syria

Abstract:
Dating from Bashar al-Asad's first suppression of mass demonstrations in April 2011, the war in Syria is now 3 years old, has killed more than 130,000 Syrians, and displaced nine million Syrians, two million as refugees into neighboring countries. Foreign intervention has increasingly shaped the course of the fighting and will continue to have substantial regional consequences. The complexity of this bitter, nominally internal struggle has dampened American enthusiasm for joining the fray or even paying much attention to Syria, notwithstanding the chemical weapon attacks on Gouta, east of Damascus, last August, which captured the attention of the American people, media, and policy community. With an international taboo broken and a Presidential redline crossed, public debate spiked in August-September 2013 over U.S. interests in Syria and the limits on what we will do to secure them. Debate did not result in a consensus for action.

795. The Bosnian Train and Equip Program: A Lesson in Interagency Integration of Hard and Soft Power

Abstract:
Military assistance to Bosnian forces was part of a complex plan to resolve what one former Secretary of State called "the problem from hell." When Yugoslavia began to disintegrate in the early 1990s following the Soviet Union's demise, it released a mix of nationalist and ethnic movements that led to civil war. Ill-disciplined combinations of regular and irregular forces struggled to control territory and protect civilians, sometimes herding them toward ethnically homogenous enclaves in a process widely referred to as "ethnic cleansing." The intentional displacement of civilian populations, often encouraged by atrocities including mass murder and rape, was a tragic and complex foreign policy problem that defied simple and easy solutions.

796. The EU's Use of 'Targeted' Sanctions: Evaluating effectiveness

Abstract:
This study analyses the use by the European Union of the novel concept of 'targeted sanctions' in the framework of its Common Foreign and Security Policy. It examines two sets of sanctions regimes featuring different degrees of efficacy: in Myanmar and Zimbabwe, the EU wielded measures in support of human rights and democracy objectives in the absence of a United Nations mandate, while it supplemented UN sanctions to stop nuclear proliferation in Iran and North Korea. The study highlights a number of facilitators of, or hindrances to, the efficacy of sanctions, such as the degree of support by regional powers or the presence of UN legitimation. It concludes that the EU sanctions regimes could be optimised by using more robust measures, designing them on the basis of ex ante assessments, enabling faster upgrades, monitoring their impact and adjusting them regularly and improving outreach efforts.

ON FEBRUARY 2, 2014, al-Qa`ida released a statement declaring that "it has no connection" with the "group" called the Islamic State in Iraq and the Levant (ISIL). The statement further highlighted that al-Qa`ida was not responsible for founding the ISIL and was not privy to the deliberations that led to its establishment. That is why, the statement continued, "The ISIL is not a branch of al-Qa`ida, the latter is not bound by organizational ties to it and is not responsible for the ISIL's actions."

798. Brazil's growing relevance to peace and security in Africa

Abstract:
There is growing interest in the role of rising powers in African politics and development, as South-South cooperation with Africa expands. Although recent research on this trend has examined Brazil's increasing economic and political relevance in Africa, relatively little has been written on the country's involvement in peace and security on the continent. This report helps to address this gap by focusing on Brazil's role in African security, especially over the past decade – a period that brought about a surge in Brazil-Africa ties and, simultaneously, the development of the African Peace and Security Architecture. We find that Brazil's involvement encompasses a wide range of state and non-state actors, and that it has been motivated not only by economic interests, but also by a greater prioritisation of Africa and the South Atlantic by Brazil's foreign and defence policies. Topics covered in the report include Brazil's role in peacekeeping and peacebuilding, arms exports, military cooperation, concerns with the spread of piracy in the Gulf of Guinea, positions on major crises, and institution-building efforts. These initiatives reflect not only Brazil's quest to become a global player, but also its efforts to redefine its strategic focus to encompass the South Atlantic.

799. The Big Break: The Conservative Transformation of Canada's Foreign Policy

Abstract:
The foreign policy of the Harper government has been called ideologically conservative, incoherent, a betrayal of a proud foreign policy tradition, and worse. The critics have a point, in that the Conservative view of Canada in the world represents a transformation from all that has gone before. But that transformation — that “big break” — disrupts an approach to foreign policy that was already under great stress. In fact, the arc of Canadian foreign policy from the end of World War II to the present can be divided into four periods: a period of Laurentian coherence, when the political, academic, bureaucratic and media elites living in the cities encompassed by the St. Lawrence River watershed formulated and implemented Canada's postwar approach to engaging the world; Laurentian incoherence, when that approach began to unravel due to both internal and external pressures; Conservative incoherence, when the Harper government tried — but often failed — to impose its own approach; and Conservative coherence, in which the Harper government has become increasingly sure-footed in its handling of diplomatic issues. Future governments may seek to reverse this Conservative reversal of the Laurentian approach, but given the breadth and depth of the Conservative coalition, at least some of the big break is likely endure.

Breves narrativas diplomáticas by Celso Amorim BY ALBERT FISHLOW Brazil featured early in the international crisis that erupted from Edward Snowden's disclosures of U.S. access to telephone conversations of more than 30 foreign leaders over the past decade, when Rio de Janeiro-based journalist Glenn Greenwald provided information about U.S. spying in Brazil to O Globo's television program, Fantástico. In response, President Dilma Rousseff took the unusual and unprecedented step of canceling her scheduled state visit to the United States. (That cancellation had some positive consequences for President Barack Obama; at least he did not have to worry about holding a state meeting during the Congress-imposed shutdown of U.S. government spending.) The Snowden disclosures increase the relevance of Celso Amorim's new book, Breves narrativas diplomáticas (Brief Diplomatic Narratives). Amorim, who served as Brazilian minister of foreign relations under two administrations of former President Luiz Inácio Lula da Silva and is now minister of defense in the Rousseff government, presents—as he had done in an earlier volume Conversas com jovens diplomatas (Conversations with Young Diplomats)—some highlights of his service as foreign minister. The emphasis in this book is on his first years as foreign minister, and gives the reader a window into Brazil's shift in foreign policy after 2003.
