561. Disrupted: The Feminist Foreign Policy Issue

Abstract:
It seems wonderfully fitting that we're celebrating the Centre for Feminist Foreign Policy's one year anniversary with the launch of Disrupted, focusing this issue on none other than feminist foreign policy itself. At CFFP, our endgame is the adoption of feminist foreign policy worldwide as we believe it to be one of the best solutions to combat the elitest, inequitable, and harmful foreign policies we see all too often. The aim of this journal is to highlight both established and emerging voices, and to seek to understand how the everyday actions of people - actions which might seem simply social or even private - are decidedly politically charged, and vice versa. We challenge assumptions about the unquestioned objectivity of policy - assumptions which miscalculate power structures and tend to leave an analysis of international politics lacking. We attempt to understand how the identities of both subjugated and the elite interact to reify systemic bias, and perhaps most importantly, we do not presume the authority to speak on behalf of anyone else. Ultimately, we see a feminist analysis of foreign policy not only as compelling, but as indispensable to achieve a more equal world. Thank you so much for supporting this publication. CFFP is a grassroots, volunteer run organization and we're proud to lead the way in making foreign policy more feminist, more transparent, and more intersectional. Abstract:
A power transformation appears to be taking place in Asia, brought about by the rapid emergence of China and the relative decline of US influence. India has sought a way to cope with this new situation. India itself has been rising to prominence since the 1990s, particularly its nuclear weapon tests in 1998 onward. Since the start of the twenty-first century, India has been perceived as the next country to follow China in seeking a major power status. Although India has previously tended to conceal its power aspirations, in 2015 it declared its intention to be a leading power. This article elucidates this transformation through India's policy orientation on a local, regional, and global level and its key partnerships with Russia and Japan. India’s metamorphosis holds great implications for the transformation of power in Asia.

Abstract:
Which figures and organizations actually set the tone for American foreign policy? Do Congress and the executive still enjoy their constitutional powers, or has the authority of Madisonian institutions of government been eclipsed by the national security state? The Center for the Study of Statesmanship, in conjunction with the John Quincy Adams Society, hosted a panel discussion entitled “America’s Double Government: The Hidden Agenda of the National Security State” on November 29, 2017. This video is an edited highlight reel of that event. Featured scholars include: (1) Andrew Bacevich, a prominent author of several books on the American over-reliance on military intervention and professor emeritus of International Relations and History at Boston University and a Visiting Senior Fellow at CSS. 565. Russian Foreign Policy in the Middle East: New Challenge for Western Interests?

Abstract:
This paper is part of CTR's Working Paper Series: "Russia and the West: Reality Check." The current level of Russian presence in the Middle East is unprecedented for the region since the fall of the Soviet Union. Records of diplomatic and political contacts show increased exchange of multilevel delegations between Russia and the main regional countries. After 2012, Moscow has attempted to cultivate deeper involvement in regional issues and to establish contacts with forces in the Middle East which it considers as legitimate. Moreover, on September 30, 2015, Russia launched air strikes against Syrian groupings fighting against the regime of Bashar al-Assad. Before that time, Russia had tried to avoid any fully-fledged involvement in the military conflicts in the region. It was also the first time when it adopted an American military strategy by putting the main accent on the use of air power instead of ground forces. Under these circumstances, the turmoil in the Middle East, which poses a political and security challenge to the EU and United States, makes it crucial to know whether Russia could be a reliable partner in helping the West to stabilize the region or whether, on the contrary, Moscow will play the role of a troublemaker.

Abstract:
This paper is part of CTR's Working Paper Series: "Russia and the West: Reality Check." U.S. domination in global politics provided a powerful incentive for the post-Cold War rapprochement between Russia and China. The worsening of Russia’s relations with the West since 2014 made Moscow even more willing to offer significant concessions to Beijing. However, closer Russian-Chinese cooperation predates the Russian-Western crisis over Ukraine and reaches back to the 2008-2009 global economic crisis. Even the growing power asymmetry has not dissuaded Moscow from deepening its cooperation with China. This challenged widespread Western expectations that Russia would be eager to cooperate with the West in order to compensate for China’s increasing advantage. Hence, a potential improvement of Russian-Western relations is highly unlikely to result in the weakening of Russian-Chinese ties

Abstract:
This paper is part of CTR's Working Paper Series: "Eastern Voices: Europe's East Faces an Unsettled West." Since gaining independence twenty-five years ago, Azerbaijan has pursued three major foreign policy goals: resolution of the Karabakh conflict based on the territorial integrity of the country; preservation of its own independence and security; and finally becoming the major regional player by using its energy and geographical positions. Azerbaijan’s foreign policy actions may be considered a kind of “silent diplomacy,” which Baku is using to gradually develop Azerbaijan’s role in the region, playing off of contradictions among other powers. During this time, Baku has taken some bold actions that indicate its policy is not dependent on regional powers and that its interests are to be taken into account. Today, looking at the fast-changing situation in the region, we can conclude that none of these goals have been fulfilled completely. In fact, the country is perhaps facing more challenges than before. The Karabakh conflict remains one of the most problematic issues. In terms of security and trade, Azerbaijan is still struggling to find its place in the mosaic of such institutions as the EU and the Eurasian Economic Union. In addition, the sudden drop in oil prices and the inability of the country to create a diverse economy has become another headache for the political establishment. Moreover, the lack of needed investments decreases the chances that the country will become a regional hub. This chapter reviews current problems challenging the country and recommends ways the transatlantic community can deal with Baku on pressuring issues.

Abstract:
During the presidential campaign, Trump said he “[doesn’t] like Assad at all” and described the Syrian leader as “a bad guy.” But he compared Assad favorably to the alternatives. “Assad is killing ISIS,” Trump stated, whereas “we don’t even know who they [the rebels] are.” Trump even claimed Assad to be “much tougher and much smarter” than political rivals Hillary Clinton and Barack Obama. Unsurprisingly, Assad and his admirers took heart in Trump’s surprise victory last November, with an adviser to the Syrian president saying the American people had “sent a great, a very important message to the world.” Yet Assad supporters – as well as the Syrian president himself – are taking a cautious approach to the new US administration, unsure of whether, and to what extent, Trump will overhaul American foreign policy. Here’s what columnists in pro-Assad media outlets think about Trump’s implications for Syria, followed by excerpts from two interviews with Assad about the new US president.

On 6 December the Trump administration made an unprecedented decision to recognize Jerusalem as the capital of Israel. The announcement, which both recognized Jerusalem as Israel’s capital and conveyed President Trump’s intention to relocate the United States’ embassy to the Holy City, is a move shrouded in obscure motivations. Was it a manifestation of the strongly pro-Israel orientation of the new government? Was it merely the fulfilment of a campaign promise, a sop to the president’s evangelical and pro-Israel support base? Or was it truly designed, as the President maintained, to reenergize a peace process that has been stuck in the mud for years?

Abstract:
Power – be it tangible, intangible, natural, military, or economic – shapes the capacities of the state and its role within the international system. The Middle East is no exception to this realist reading of international affairs. The Arab Spring, the Syrian conflict, the war in Yemen and the Iranian nuclear deal have all created a battleground, often quite literally, for state power interests to compete with one another. How are these power configurations linked to identity? The United States sees itself as a stronghold of liberal democracy, Japan as the quintessential trading nation, and Switzerland is comfortably ensconced in its 200-year-old neutralism. This “sense of self,” or who states are, shapes and defines what they do. Power and identity routinely mould and inform each other. For a country like the United Arab Emirates, described by many analysts as a middle, regional, or rising power, these questions hold particular relevance as the UAE reshapes its position in the world.
