551. Human Rights Dimension of the Czech Foreign Policy

Abstract:
In 2017, the Czech Republic went through the third round of the Universal Periodic Review and, for six months, it assumed the chairmanship in the Committee of Ministers of the Council of Europe, the main European human rights organisation. These events might help promote the Czech human rights foreign policy both inside and outside the country. Yet, they were largely overshadowed, first, by the crisis in the government coalition, and, later on, by the parliamentary elections. The elections, resulting in the victory of Andrej Babiš’s ANO and the defeat of virtually all the traditional political parties, heralded potential changes in the Czech human rights foreign policy. Yet, since so far, ANO has been rather ambiguous in its approach to human rights, it is not easy to predict what direction such changes may take.

Abstract:
Following the European Year for Development 2015 and the transitional year 2016, 2017 promised to be the year when the Czech development agenda would find a new direction thanks to the introduction of a comprehensive sustainable development framework, new strategic documents, increases in funding and the evolution of the development institutions. Looking back, however, we can safely say it did not happen. While the new framework and strategies have been put in place and the institutions are evolving accordingly, most of the political scene seems to have once again lost interest in the agenda, or even question its utility. Amid growing pragmatism and polarisation, the main question increasingly faced by the Czech development policy is not whether and how it should relate to other dimensions of foreign policy (be it security, migration or business promotion), but rather whether, and to what extent, it will remain one of the country’s pursuits and priorities.

Dear Reader, Welcome to The Berlin Pulse! In the past years, calls for greater German international engagement were heard at many occasions. As Germany sets out for a new coalition experiment, the question is whether the new government will assume this responsibility, and how it will address international challenges. To succeed, a Chancellor Angela Merkel will have to reconcile the views of her coalition partners with expectations of Germany’s international partners. How much leeway does a new government have between international expectations and domestic constraints? The idea behind The Berlin Pulse is to guide policy-makers and experts on this fine line. To this end, prominent international authors such as Jens Stoltenberg and Mohammad Javad Zarif formulate their expectations for Germany on 2018’s most pressing issues. A representative survey commissioned by Körber Foundation in October 2017 contrasts their perspectives with German public opinion. We will publish The Berlin Pulse annually on the occasion of the Berlin Foreign Policy Forum, which we host together with the Federal Foreign Office. The contrast of domestic and international perspectives indicates what kind of foreign policy actor Germany can become. For example, while many foreign policy makers demand that Germany punches its weight on the international stage, Germans do not demonstrate the same enthusiasm: 52 percent prefer international restraint over increased engagement, a value similar to past years. As Timothy Garton Ash writes in his contribution on Germany’s role in the world, “there has been no historical caesura since 3 October 1990 large enough to justify talking about a ‘new’ Germany.” And while experts still discuss whether we are in a “post-Atlantic era”, the German population already seems to have reached a conclusion: 56 percent consider the relationship between the US and Germany to be somewhat or very bad, and a striking 88 percent would give a defense partnership with European states priority over the partnership with the US. In an interview for The Berlin Pulse, Condoleezza Rice stresses the importance of increased defense spending for the transatlantic relationship, yet 51 percent of Germans think spending should stay at current levels. Opinion polls are often snapshots. Yet, we have been conducting polls since 2014 and believe that continuity allows distinguishing between outliers and underlying characteristics of German public opinion on foreign policy. We particularly thank the Pew Research Center for fielding six joint questions on the transatlantic relationship in the US. The motto of our founder to “talk to each other rather than about each other” has guided Körber Foundation’s activities from the beginning. The Berlin Pulse shall gather representative voices from within and outside Germany to illustrate and acknowledge the potential and limits of Germany’s role in the world. We believe this is a prerequisite for developing a viable and successful foreign policy. Behind every successful publication, there is a dedicated editor. Thanks to the acumen and persistence of Luise Voget, Program Manager at our International Affairs Department, the idea of a ‘guidebook to German foreign policy’ has been molded into 60 pages of data, analysis and opinion: The Berlin Pulse. Abstract:
Swanee Hunt is an activist, philanthropist, academic, author, and internationalist. She is the Eleanor Roosevelt Lecturer in Public Policy at Harvard Kennedy School. She was the Founding Director of the school’s Women and Public Policy Program and is currently core faculty at the Center for Public Leadership and senior advisor to the Working Group on Modern Day Slavery at the Carr Center for Human Rights. She has taught The Choreography of Social Movements at Harvard College and lectured at Harvard's business, law, divinity, and education graduate schools. Hunt also chairs the Washington-based non-profit Inclusive Security, conducting research, training, and advocacy to integrate women into peace processes. Her work in this area began when, as the US Ambassador to Austria from 1993 to 1997, she hosted negotiations and international symposia focused on stabilizing the neighboring Balkan states and advancing women’s leadership in Eastern Europe. Her fourth book, Rwandan Women Rising will be released in May 2017 (Duke U. Press).

Abstract:
A possible subtitle for Dan Drezner’s forthcoming book, The Ideas Industry: How Pessimists, Partisans, and Plutocrats are Transforming the Marketplace of Ideas is “Pathologies of Places I’ve Worked At, and How It’s Getting Worse.” I mean this as both a compliment and a criticism. Drezner is a rare scholar whose public policy impact is every bit as great as his scholarly one. As such, he is ideally placed to assess the transformation of what he calls the “Ideas Industry,” a general term for the network of institutions producing new (or repackaged) foreign policy ideas.

Abstract:
For decades, China has pursued a policy of hands-off diplomacy towards regional and international affairs, while narrowly focusing on internal development. Beijing’s recent approach to the Afghanistan conflict, however, has been a major shift. Getting Pakistan’s full support to help end the Afghan insurgency is a possibility given that the U.S. and Afghan governments have utterly failed to bring it to a close. China’s change may signal a shift in China’s “non-interference” approach. However, despite its early activism in the form of outreach to major actors—hosting the Taliban for talks, participation in Quadrilateral Coordination Group (QCG) and now Russia-led talks—China’s Afghan diplomacy has not produced any desirable results to alter Pakistan’s approach towards the Afghan insurgency. One explanation for this lackluster approach is that Pakistan has successfully stemmed the flow of cross-border militants toward China. Furthermore, post-2014 uncertainty in Afghanistan rather than strategic alterations prompted the shift of China’s Afghanistan policy.

Abstract:
Stacie L. Pettyjohn is a senior political scientist at the RAND Corporation and co-director of the Center for Gaming. She is also an adjunct professor and Johns Hopkins University’s School for Advanced International Studies (SAIS). Her primary research areas include wargaming, military posture, Internet freedom, and American foreign policy in the Middle East. She is the author of the RAND monograph U.S. Global Defense Posture, 1783-2011 and the coauthor of several other reports, including Access Granted: Political Challenges to the U.S. Overseas Military Presence, 1945-2011, The Posture Triangle: A New Framework for U.S. Air Force Global Presence, Overseas Basing of U.S. Military Forces: An Assessment of the Relative Costs and Strategic Benefits, and Deradicalizing Islamist Extremists. Her work has also been published in academic journals such as Security Studies and International Negotiation, and her commentary has appeared in Foreign Affairs, War on the Rocks, Defense News, The National Interest, Asia Times, and The Daily Star. Previously, she was a research fellow at the Brookings Institution, a Peace Scholar at the United States Institute of Peace, and a TAPIR fellow at the RAND Corporation. She has a Ph.D. and M.A. in foreign affairs from the University of Virginia and a B.A. in history and political science from the Ohio State University. Jennifer Kavanagh is a political scientist at the RAND Corporation. Her research focuses on defense strategy and planning; trends in international conflict and military interventions; domestic and international terrorism; military personnel policy; and U.S. public opinion. She has also recently studied the resurgence of populism in the United States and its implications for U.S. foreign and domestic policy. Jennifer is also a faculty member at the Pardee RAND Graduate School and has taught research methods courses as an adjunct professor at Georgetown and American University. While completing her Ph.D., she was a Department of Homeland Security Fellow and completed a research internship at Lawrence Livermore National Lab. She was a research assistant at RAND from 2003-2006. Dr. Kavanagh graduated from Harvard University with a BA in Government and a minor in the Russian language. She completed her Ph.D. in Political Science and Public Policy at University of Michigan. Her dissertation, "The Dynamics of Protracted Terror Campaigns: Domestic Politics, Terrorist Violence, Counterterror Responses" was named the best dissertation in the Public Policy subfield in 2010 by the American Political Science Association.
