461. Macron, Diplomat: A New French Foreign Policy?

Abstract:
How can we define Emmanuel Macron’s foreign policy since he took office? After Nicolas Sarkozy’s brazen style of “gutsy diplomacy” and François Hollande’s “normal diplomacy”, the eighth president of the Fifth Republic seems to have opted for an agile classicism. In substance, he makes no claim to any radical break with the past, but sees his approach as being in line with historical tradition. In relation to his predecessors, he has adjusted the balance between alliances, values, and interests in favor of the latter, while giving his policies an unambiguous European orientation. Formally, his approach is characterized by recourse to symbolism, strict control of communications, and an agile personal style. A term used within the business world to encourage organizations and individuals to adapt and innovate, “agility” also connotes a will to utilize and master new technologies. [...] Comprising 14 brief analyses, this collective study contributes to the initiative launched by Ifri in 2016 to analyze French foreign policy, and follows on directly from the earlier study published on the eve of the presidential election. It aims to give an update on the action Emmanuel Macron has taken on the principal international issues since his arrival in office. It should therefore be read not as an overall assessment, which would be impossible at this early stage of the presidential term, but more as an impressionist tableau giving a sense of an overall movement containing many different hues. Emmanuel Macron has four years left to perfect it.

462. Making Sense of Russia’s Policy in Afghanistan

Abstract:
For some time, Western sources have been accusing Moscow of backing the Taliban regime in Afghanistan. However, little effort has been done to analyze the modalities of this support and the way it relates to Moscow's overall policies and objectives in Central and Southern Asia. This essay sets out to explain both the trend in Russia’s policies towards Afghanistan between 2013 and 2017, and the reasons underneath them. It explores Russia's actions vis-à-vis contending forces in Afghanistan and Central Asia in the broader context of Moscow’s rapprochement with Pakistan, its ties to India and China and overall anti-Americanism that has grown exponentially since 2014. We argue that this approach would provide a better understanding of Russia’s policies and objectives in Afghanistan.

Abstract:
Since the 1960s, Turkish policymakers have developed a distant attitude towards the Kurdish movement in Iraq and they have been concerned about the possibility of similar developments taking place in Turkey. However, in the early 1990s, and then from 2007/2008 onwards, Turkey left its distant attitude towards northern Iraq and pursued an active policy developing close relations with the Iraqi Kurds. This paper explores to what extent Turkey’s foreign policy change towards northern Iraq in these two periods constituted leader-driven change and to what extent these changes resulted from structural/environmental factors.

The aim of this journal is to disrupt the ‘single-story’ of mainstream foreign policy. Through highlighting both experienced and emerging voices from across the globe, we seek to understand, challenge, and critique foreign policy. This issue focuses on the theme of post-colonialism and foreign policy, which was chosen by our members and supporters. Through a post-colonial analytical lens, our contributors challenge the unquestioned objectivity of elitist, Western-centric foreign policy, and unpack the complex connections between gender, race, ethnicity, sexuality that are embedded in the everyday actions and politics of people from across the world. Alongside our written contributions, you will find artwork and poetry engaging with this theme. A feminist foreign policy brings all voices to the table, through whichever medium they choose to express themselves, challenging the academic and un-inclusive paradigm it is embedded in. 466. Supporting Political Stability by Strengthening Local Government: Decentralization in Ukraine

Abstract:
The government that followed the 2014 Maidan revolution in Ukraine has pushed a decentralisation agenda. After decades of Soviet style top-down governance, the status and role of local governments – hromadas – has been pushed to the fore. If implemented successfully, it could increase local development and political engagement, ultimately contributing to increased political stability in Ukraine and Europe. Yet the significance of decentralization reforms is often lost in the noise surrounding Crimea, the secessionist conflict in the east, and the political power struggles in Kiev. For legal reasons, the current decentralisation process is ‘voluntary’, with local communities having to agree to the changes. This has introduced unintended challenges, but also a bottom-up political dynamic to the process. At the same time, uncertainty and opposition to decentralisation reforms remain, perhaps understandable given a rapidly shifting political and legal landscape, the diverse political and personal interests involved, and the fear of political fragmentation that could benefit Russia. Denmark is one of several EU countries supporting the reform process. This DIIS Report focuses in on the processes unfolding in local communities and political arenas, affecting peoples’ lives, their hopes, and their relationship to the state from local to national level.

467. Europe and the Sahel-Maghreb Crisis

Abstract:
In this new DIIS report senior researcher at DIIS, Rasmus Alenius Boserup and Research Director at Sciences Po, Luis Martinez, analyse how European policy-makers have recently come to perceive the Sahel as a threat to Europe’s own security and stability. Marking the end of the Sahel-Maghreb Research Platform – a research project funded by the Danish Ministry of Foreign Affairs and hosted by DIIS in collaboration with Voluntas Advisory – the report draws on input and analysis provided by an international team of experts and scholars associated to the project. Focusing on the most significant recent developments with trans-national jihadism and cross-border migration, the report argues that, although European powers spearheaded by France have succeeded in reducing a number of the most immediate threats to the survival of states and societies in some of the most vulnerable parts of the Sahel, the international community has failed to generate the conditions that would foster long-term peace and development. Hence, the report suggests that the European powers should look for ways to inject life into the strategic objective of bringing the North African powers into play when attempting to solve the crisis in the Sahel.

The Danish Peace and Stabilisation Fund is a prime example of how to combine civilian and military instruments to address conflicts in fragile states. However, there is still room for stepping up synergies of the military-civilian balance in Denmark’s comprehensive conflict management. Recommendations ■ Increase the frequency of formal feedback between the field and the strategic level of the PSF to avoid loss of knowledge. ■ Synergies between civilian and military instruments should take place through complimentary-but-separate interventions. ■ Take PSF instruments into account when planning Denmark’s broader engagement in conflicts to ensure a more comprehensive security policy effort.

469. The "Moving Geography": Why are Scandinavian countries increasingly interested in the Middle East?

Abstract:
The dynamics of the Middle East region have gained special attention from the three Scandinavian countries (Norway, Sweden and Denmark) over the past years. There are numerous indicators for this rising level of interest. The most prominent of which are the establishment of institutes for dialogue and cooperation, launching programs for the Danish-Arab partnership, opening Middle East studies center in a Swedish university, and hosting a new round of dialogue for the parties to the Yemeni conflict. Other indicators include providing funds to support future local elections in Libya, supporting non-governmental organizations aimed at assisting internal displaced persons and refugees through local integration or resettlement, and increasing financial incentives for refugees, who return to their home countries. There are various motives behind the Scandinavian interest in the region, including curbing refugee flows, preventing terrorist attacks, containing the threat of extremism, and confronting the Iranian threat.

470. Japan’s new assertiveness: institutional change and Japan’s securitization of China

In recent years, Japan's foreign policy elite has started to increasingly securitize China in their security discourse. The harsher tone from Tokyo is widely evaluated as a direct reaction to China’s own assertive behavior since 2009/2010. Yet, the change in the Japanese government’s rhetoric had started changing before 2010. In order to close this gap, the present article sheds light on an alternative causal variable that has been overlooked in the literature: a change in Japan’s security institutions, more specifically, the upgrade of the Defense Agency to the Ministry of Defense, in 2007. While utilizing discursive institutionalism and securitization-approaches, the present article demonstrates that a strong correlation indeed exists between the institutional shift and the change in Japan’s defense whitepapers in the 2007–10 period. It thus opens up a research avenue for the further scrutiny of the hitherto understudied but significant causal linkage in the study of contemporary Japanese security policy toward China
