Abstract:
This article analyses the trends of India’s foreign policy in recent years under the light of political and economic dynamics, with a focus in its regional surrounding. The text locates an inflection towards economic liberalization undertaken in the beginning of the 1990´s, and then moves on to the context of economic expansion in the 21st century. The achievements and limits of those processes are taken into consideration. In the political realm, as the legitimacy of the Indian National Congress (INC) was brought to check, so was its hegemony, in a process that has favored the rise of political agencies identified with hindu nationalism and communalism, such as the BJP. Overall, the hallmarks of Indian politics that prevailed since independence under leadership of the Congress Party are left behind: economic nationalism, secular politics, and international non-alignment. In this context, the broad orientation of Indian foreign policy also has changed. The text analyses the consequences of this inflection in the regional context, focusing the Neighbors first policy and the priority given to infrastructural connectivity with Southeast Asia (Look East and Act East policies), as well as the recent intensification of business in the African continent. Altogether, the expectations of an alternative civilizatory horizon in the context of the Cold War which has nurtured Nehruvian politics, has given place to a pragmatic rationality that accepts the United States leadership and as such, draws strategies adapting to the mercantile trends that typify globalisation.

Abstract:
External aggression is an analytic category used by Latin American States regardless the governmental ideology or their political affiliations. A comparative study conducted out between two Latin American Small States enables to understand the regularities in their behavior when facing such kind of threat, in terms of their role identity, objective and subjective interests and consistently their foreign policy actions at the domestic, bilateral, sub-regional and regional level. This article argued that the small states are more vulnerable to the external aggressions because of their lack of material resources and their need of external support, compromising their sovereignty and territorial integrity, and requiring the activation of multilateral mechanisms such as the Organization of American States and other regional and sub-regional institutions.

Abstract:
The question of the proper relationship between domestic sentiment and foreign policy is a vexed one. Historically, statesmen and strategists have tended to distrust or disparage the role of the demos in the elite enterprise of foreign affairs. In the immortal words of the then vice president Richard Nixon: “If we indulge in the kind of thinking which assumes that foreign policy decisions should be made on the basis of public opinion polls we might as well decide now to surrender our position of world leadership to the communists.” Yet from even the most condescending foreign policy establishment perch, it is hard to dispute the significance of securing public support for key foreign policy moves. Nixon as president was fully aware of this, carefully stage-managing his most dramatic maneuver, the visit to China in February 1972, in a way that would maximize support back home. And of course, Nixon’s loss of public trust over the Watergate scandal brought about the abrupt end of his influence on everything, including foreign affairs. Nixon’s impeachment, after years of public opposition to the war in Vietnam, strengthened the view in the United States that unsupervised elites were in fact the worst possible stewards of the instruments of national power, and that popular, democratic checks were critical ingredients in wise and prudent foreign policy. Once the public is accorded a decisive role in foreign affairs deliberation, we have to grapple with the problem of determining what “the public” thinks in the first place. Who represents “the public”? How can we assert “it” thinks one way or another? What do we mean by expressions such as “the public seems to have changed its mind”? French theorist Pierre Bourdieu, for example, challenged the validity of statistical representations of “public opinion” based on polling data. Bourdieu argues that public opinion so constructed is an “artefact” of the pollsters, rather than a reflection of an actual thing in the world. Polling data creates a false sense of certainty about public preferences—the illusion of a static and knowable thing, “the public,” where one does not exist. Despite the epistemological limitations and political biases embedded in the art of polling, public sentiment must be brought into the equation of foreign policy analysis. Particularly in a South Korean context, given the highly participatory nature of political culture, it would be foolish to adopt an elitist premise that the public factor can be ignored. South Korean president Moon Jae-in, for one, emphasizes the critical importance of democratic legitimacy and public input in all aspects of governance, including foreign policy.

Abstract:
Science diplomacy is becoming increasingly popular in foreign policy. Branching out of public diplomacy, science diplomacy is a sophisticated and knowledge-based toolkit to secure and promote foreign policy objectives. Unlike the U.S., the best example of how effective science diplomacy can be, South Korea does not recognize science diplomacy as a source of soft power. This paper looks at ways to incorporate science diplomacy into Seoul’s foreign policy agenda, the benefits from which will further its goals in advancing South Korea’s image as an attractive, cooperative, and influential country. Building South Korea’s reputation as among the core of scientifically developed countries will not only enhance commercial benefits, but also help address the current security dilemma, shape future geopolitical outcomes in a multi-polar world, and accelerate Korea’s participation in emerging scientific endeavors such as space exploration.

455. A Way Out of the North Korean Labyrinth

Abstract:
The sudden announcement of a North Korea-U.S. summit in March 2018 upended all previous diplomacy concerning North Korea’s nuclear program. In return for a bilateral presidential summit, Pyongyang has agreed to suspend testing of its nuclear and missile programs and accepted the continuation of scheduled U.S.-South Korea exercises as planned. While this unexpected development reduces tensions and opens up a political path to a solution on the Korean Peninsula, it also imparts increased urgency for a well-conceived U.S. diplomatic strategy so that the summit and any ensuing negotiations lead to positive outcomes for Washington and Seoul and the other interested parties, thus ensuring its sustainability. In this context, the author advances an assessment of the current situation and a proposal for a U.S. program that could reduce military tensions in and around Korea, lead to the stabilization of a new and legitimate equilibrium in Northeast Asia, and advance shared American, South Korean, and Japanese objectives.

Dear Readers, Welcome to the second edition of THE BERLIN PULSE! At times of turmoil, when the rules-based international order is put into question and traditional alliances become weaker, the majority of Germans still do not favour a more active stance in foreign policy: 55 percent of Germans prefer restraint rather than Germany engaging more strongly in international crises. Apparently, the demands by leading politicians and think tanks for Germany to take on greater international responsibility have not persuaded Germans to change their mind. THE BERLIN PULSE guides policy-makers and experts along the fine line between domestic constraints and international expectations. Political leaders such as the Polish Prime Minister Mateusz Morawiecki, German Foreign Minister Heiko Maas and the President of Estonia Kersti Kaljulaid express their hopes and expectations for German foreign policy in 2019. Their perspectives meet the attitudes of the German public – sometimes they overlap, sometimes they clash. This year’s issue brings together data, analysis and different perspectives on the most pressing challenges for German foreign policy today and in the years to come – including some trends and outliers that may surprise you. With its new focus topic “The Value of Europe”, Körber Foundation is contributing to the debate on the past, present, and future of the European project and is paying special attention to the question of how a new split along the former “Iron Curtain” can be avoided. We are witnessing a growing internal division in the European Union: 77 percent of Germans believe the cohesion between EU member states has recently weakened. A striking 46 percent of Germans believe the EU’s Eastern enlargement in 2004 was not the right decision. At a time when the transatlantic relationship is going through turbulent times, three out of four Germans describe US-German relations as “somewhat bad” or “very bad” and favour a more independent foreign policy from the US. However, this alienation is not mirrored in the US: even if they consider Germany not a very important partner, 70 percent of Americans believe the relationship between the US and Germany is somewhat good or very good. We thank our transatlantic partners from the Pew Research Center for fielding joint questions on the transatlantic relationship in the US together with us. The results of the representative survey commissioned by Körber Foundation in September 2018 should enrich the conversation about German foreign policy during and beyond the Berlin Foreign Policy Forum, which we are proud to host together with the German Federal Foreign Office. “Talk to each other rather than about each other” – the motto of our founder Kurt A. Igor A. Istomin is a Senior Lecturer at the Department of Applied Analysis of International Issues at MGIMO University. He holds Ph.D. and M.A. degrees from MGIMO University as well as an undergraduate degree from Saint Petersburg State University. Istomin teaches undergraduate and graduate classes in methods of applied analysis of international affairs. He is an executive editor at International Trends, a leading Russian academic journal. He is also a visiting fellow at the School of International and Public Affairs at Jilin University in China. Istomin is the author of more than 50 publications on U.S. foreign policy, relations in the Euro-Atlantic space, and international security. His most recent book is The Logic of State Behavior in International Politics (2017). He has also prepared policy reports and papers for the Russian International Affairs Council, the Valdai Discussion Club, the Center for Strategic Research in Moscow, and the European Leadership Network.

With over 65 million people forcibly displaced around the world, policymakers, academics, and advocates alike are searching for creative approaches to addressing the challenges presented.[1] Refuge: Rethinking Refugee Policy in a Changing World reflects an effort by two preeminent scholars, Alexander Betts, Leopold W. Muller Professor of Forced Migration and International Affairs and Director of the Refugee Studies Centre at the University of Oxford, and Paul Collier, Professor of Economics and Public Policy at Oxford University, to identify the main drivers of and responses to forced migration. ​ Following the 2016 New York Declaration for Refugees and Migrants, the United Nations High Commissioner for Refugees (UNHCR) engaged in a series of discus- sions with UN member states, experts, advocacy groups, refugees, and other stakeholders, including from the private sector and financial world, to develop the “zero draft” of the global compact on refugees.[2] Released in January 2018, the draft contains a “programme of action” with prescriptions for a comprehensive refugee response framework aimed at meeting the needs of refugee communities through access to education and work, among other services. The draft focuses on investment in local solutions to integrate refugees and to provide refugees with opportunities to engage productively with the communities that host them. ​ In their book, Refuge, Betts and Collier present several ideas for rethinking assistance to refugees echoed in the current draft of the compact. Self-reliance and autonomy, for example, are key themes in both Refuge and the zero draft. They note, in particular, the need for investment in employment opportunities and training for refugees with the dual purpose of “restor[ing] normality” and “incubating post-conflict recovery.” The draft compact likewise underscores how essential skill development is to preparing refugees for long-term, durable solutions such as voluntary repatriation when circumstances allow for it...

460. The Autocrats’ Comeback: A Cautionary Tale

Autocrats are making a comeback. Turkish President Recep Tayyip Erdoğan’s recent reelection, and the preceding repression of journalists and dissenters, is a prime example of this resurgence and sheds light on the playbook that many aspiring autocrats follow today. Erdoğan and other autocratic leaders voted into power through democratic means are part of a new breed of dictators—ones who swiftly dismantle the democratic system of checks and balances and the separation of powers designed precisely to prevent tyranny. The resulting system is an electoral autocracy—a system that retains the vestiges of democracy, but looks and acts like a traditional dictatorship. And this democratic erosion is ascending in prevalence—from 2000 to 2010, it accounted for 40 percent of all democratic failures. Personalist rule—a distinct mold of autocracy in which power is concentrated in the hands of one individual, sometimes referred to as strongman leaders—is also on the rise. Today, 40 percent of all autocracies are ruled by strongmen.
