Abstract:
The rationale for missile defense put forward by its advocates is often a “doom and gloom” picture: America and its citizens are defenseless against the threat of ballistic missiles, and missile defense is supposed to protect the American people. The administration's vision of missile defense is not just a global system that protects the United States against long-range missiles but a global system capable of engaging all classes of ballistic missiles to protect U.S. forces deployed worldwide, U.S. allies, and other friendly countries. Thus, the purpose of missile defense is extended well beyond protecting America and Americans.

Ever since North Korea's dramatic revelation that it was producing materials that could be used to make nuclear weapons, the Bush administration has considered a range of policy options—including a military strike on North Korean nuclear facilities. Although the administration officially dismisses such talk, President Bush has left the military option on the table, and influential advisers outside of the administration have openly called for military action along the lines of the Israeli attack on Iraqi nuclear facilities at Osirak in 1981.

In his January State of the Union Address, President George Bush announced an "Emergency Plan for AIDS Relief" that promised $3 billion a year in funding focused primarily on Africa and the Caribbean. Within weeks he broke that promise by seeking no new funding for 2003 and by requesting less than half a billion for the new effort in his 2004 budget. On the domestic front, this administration has proposed flat funding of the AIDS portfolio-which amounts to a decrease in funding- and diverted resources from HIV/AIDS research.

Since his State of the Union address in January 2003, President Bush has reaped great public relations benefits by parading himself as a compassionate conservative, committed to helping the people of Africa defeat AIDS. But the reality is very different. When he traveled to the continent in July 2003, Bush repeatedly emphasized how much his Administration was doing to fight the AIDS crisis. And on the domestic front, the President has said that his Administration remains committed to confronting AIDS in the U.S. But President Bush's track record on AIDS policy reveals a litany of broken promises and betrayals. The President has misrepresented the actions of his Administration. He has misled the American public, and he has failed the people of Africa. Bush's broken promises are costing thousands of African lives every day. The following talking points include quotes from the President, promising leadership in the war on AIDS. In a dangerous replay of the cold war, the United States is likely to ignore Africa's priorities, placing military basing rights above human rights. The war against AIDS, by far the most important global effort and an especially urgent priority for Africa, will continue to suffer from a lack of resources. The American war on Iraq will also have a major negative impact on the global economy, with dire consequences for African development. In addition, this year will likely see United States unilateralism directly at odds with African interests in building multilateral approaches to the continent's greatest challenges, which range from HIV / AIDS to international trade rules and peacekeeping.

It is hardly a revelation that U.S. relations with Taiwan and the People's Republic of China are vexed and vexing. Managing U.S. relationships with Taiwan and China has never been easy, but the trend seems to be toward ever greater complexity and ever higher stakes. The U.S. is like a helicopter pilot carrying out a rescue at sea. The pilot is struggling to hover above the boat, which is drifting and heaving, while the wind does its best to blow his craft out of the sky. Meanwhile, the passengers on the deck are fighting over who gets to go up first. Like the helicopter pilot, U.S. policy makers must hold a steady course while they wait for Taiwan and China to resolve their differences. They also would like to do what they can to speed up the negotiations down on the deck.

Civil war broke out between the Nationalist Kuomintang (KMT) Government of China and the Chinese Communist forces shortly after Japan surrendered to the Allied forces in 1945. Having occupied most of the country by mid-1949, the Chinese Communists proclaimed in Beijing the establishment of the People's Republic of China (PRC) on October 1, 1949. The Nationalist Government retreated to Taiwan, an island of 13,969 square miles just 90 miles off the coast of the Chinese Mainland, in December that year and continued to call itself the Republic of China (ROC). Sporadic battles continued in coastal areas of the Chinese Mainland.

2180. From Yugoslavia to Iraq: Russia's Foreign Policy and the Effects of Multipolarity

Abstract:
The aim of this study is to analyze the evolution and political implications of Russia's doctrine of multipolarity. Multipolarity emerged as one of the earliest doctrinal solutions to the post-Soviet Russian foreign policy dilemma, and has remained essential for Russia's strategic behavior since the early 1990s. The multipolarity doctrine describes the post-Cold War world and Russia's place in it. As I argue in this study, Russian “multipolarity” – (the idea of the multipolar world; the vision of Russia as one of its 'poles'; and the understanding of the principles of international politics in the strict terms of realpolitik) is not an ideological resource for Russia's foreign policy but rather, a result of learning how to secure the country' s international status given the scarcity of foreign policy resources available, and the drastic change in the international institutional position of Russia. To sum up the central argument of this study: the multipolarity of Russian foreign policy – both a doctrinal strategy and foreign policy practice – has evolved as a template-like foreign policy approach to solve Russia's strategic dilemma since the demise of the Soviet Union: how to secure its place in the new international structure and compensate for the loss of the international arrangements that disappeared with Soviet might and the bipolar international system as a whole.
