Abstract:
This is an impressive book that makes several major contributions – theoretically, empirically, and pedagogically. Written in a robust and engaging style it distils a wide range of literature in the social sciences, develops the concept of socialization, and links it firmly and productively with explanations of China's foreign policy views and behavior in international institutional settings. China's policy is presented predominantly as a case for understanding how socialization works, but that statement downplays the extent to which, in Johnston's detailed treatment of China, not only is the concept of socialization fundamentally enriched, but also our understanding of aspects of China's behavior and thinking. International Relations scholars will benefit as much from reading this book as those predominantly interested in charting the basis for change in China's security policies.

1752. Indonesia's foreign policy after Soeharto: international pressure, democratization, and policy change

Abstract:
Indonesian politics opened a new phase of democratization after Soeharto stepped down from his 32 years of authoritarian rule. In this paper, Indonesia's foreign policy changes after Soeharto are systematically examined through an 'international pressure–political legitimacy' model derived from neoclassical realism. This model specifies that Indonesia's foreign policy during democratization is mainly influenced by two factors: international pressure and the political legitimacy of the new democratic government. Four cases of foreign policy decision-making from three post-Soeharto presidencies are examined: (i) Indonesia's East Timor policy under Habibie; (ii) Indonesia's 'silence response' toward China's protest on the anti-Chinese riots under Habibie; (iii) Wahid's 'looking towards Asia' proposal; and (iv) Megawati's anti-terrorism and Aceh military operation. The results show that political legitimacy shapes the nature of state behavior, i.e. balancing or compromising, whereas international pressure determines the pattern of state behavior, i.e. external/internal balancing or compromising in words/in deeds.

1753. La Confianza y la Sunshine Policy en Corea

Hacia el final de 2000, el entonces Presidente de Corea del Sur, Kim Dae-jung, recibió el Premio Nóbel de la Paz otorgado por su trayectoria de lucha en favor de la democracia y de la paz, en la península coreana. Ese mismo año, antes de recibir la condecoración, Kim Dae-jung se había reunido con su homólogo de Corea del Norte, Kim Jong Il, en una Cumbre histórica en Pyongyang. Este encuentro se transformó en el símbolo de su Sunshine Policy, política que Kim Dae-jung desarrolló hacia Corea del Norte durante su Presidencia entre los años 1998 y 2003. En la reunión, el Sur y el Norte concordaron en que era importante consolidar la confianza entre ellos, lo que quedó estipulado en la Declaración Conjunta de la Cumbre. Kim Dae-jung reiteró su compromiso de incrementar la confianza mutua en la península, por lo menos, en dos discursos durante el mismo año (Kim, 2000b; Kim, 2000c). Su comportamiento con el Norte llevó a que Levin y Han (2003: 31) afirmaran que una característica distintiva de su Sunshine Policy era la disposición de Kim Dae-jung a confiar en Kim Jong Il, aun sin tener evidencias claras sobre las cuales basarla. La importancia de la confianza en los planteamientos de Kim Dae-jung lleva a cuestionar las características de este concepto y el rol que puede jugar en la búsqueda de la paz. Su estudio es relativamente nuevo en las Relaciones Internacionales, a excepción de la literatura sobre las medidas de confianza mutua en el ámbito de la seguridad. Saltzman Institute of War and Peace Studies of the School of International and Public Affairs at Columbia University, and the Atlantic Council of the United States. This report recognizes that democracy assistance is essential to the promotion of US foreign policy and global interests, and offers political and technical recommendations in order to enhance democracy assistance.

1755. Sharing the Burden in the Middle East

Abstract:
The Obama administration will face a Middle East where the problems are enormous, U.S. interests have shifted eastward, and solutions are elusive. Major conflicts appear deadlocked: the peace process, political reconciliation in Iraq, and negotiations with Iran. The situation in Afghanistan and Pakistan is deteriorating rapidly. The new administration promises to bring to all these issues a welcome change from its predecessor's attitudes: during the election campaign, President-elect Barack Obama made it clear that he would resuscitate the idea that diplomacy, not force, is the weapon of first resort, and that diplomatic progress requires a willingness to talk to hostile, even rogue, regimes. While this promised return to diplomatic normality is encouraging, it will not be enough. The United States cannot break the deadlock on most issues without the help of countries of the region, sharing with them the burden and the responsibility. This would not be abdicating the United States' great power role, but rather recognizing changing realities in the Middle East.

U.S.–Russian relations matter again. To succeed where Bush has failed, Obama needs to approach Russia strategically: enhancing cooperation where possible, mitigating conflict where necessary. To prevent new conflict and receive Moscow's cooperation, Washington needs to deal seriously with Russian concerns. Leave Russia's domestic politics to the Russians. To keep Ukraine whole and free, the EU integration way is the way. NATO has reached the safe limits of eastward expansion. To protect against missile threats, a pan-European TMD system—which includes Russia—is the best option. On Iran and Afghanistan, Russia should be treated as an equal partner

Abstract:
Although Tehran and Washington appear hopelessly divided, issues of broad mutual concern reveal important overlapping interests. The United States can more effectively support democracy and human rights in Iran with policies that facilitate, rather than impede, Iran's modernization and reintegration in the global economy. The next U.S. president should not immediately seek comprehensive engagement with Tehran, as this might enhance Mahmoud Ahmadinejad's chances of reelection in Iran's June 2009 presidential elections. The United States must deal with those who hold power in Tehran, namely Supreme Leader Ayatollah Ali Khamenei. Given the widespread mutual mistrust between Washington and Tehran, confidence should be built with negotiations on areas of common interest, such as Iraq and Afghanistan, rather than those of little or no common interest, such as the Palestinian–Israeli conflict or the nuclear issue. When it comes to U.S.–Iranian interaction, the record shows that “secret” or “private” discussions out of public earshot have a greater success rate. Building confidence in the public realm will be difficult, as politicians on both sides will likely feel the need to use harsh rhetoric to maintain appearances. It is imperative that Washington maintain a multilateral approach toward Iran, especially regarding the nuclear issue. Tehran is highly adept at exploiting rifts in the international community and diplomatic efforts to check Iran's nuclear ambitions will unravel if key countries approach Iran with divergent redlines. Powerful spoilers—both within Iran and among Iran's Arab allies—have entrenched economic and political interests in preventing U.S.–Iranian reconciliation.

Barack Obama was elected to the presidency of the United States on the promise of “hope” and “change.”2 Although somewhat vacuous, these promises worked because the people in America – and across the globe – overwhelmingly long for an end of the Bush era which stands for wrong wars (or at least wars gone wrong), hubris, and an overall decline of U.S. economic power, political influence, and moral standing. All presidents seek to leave their lasting imprint on foreign affairs, their doctrine. Most of them, however, merely oscillate between continuity and change: in the absence of major interfering events such as 9/11, institutional inertia, political constraints, and the wisdom of tradition most often push presidents to maintain the status quo while only tinkering with the edges. Revolution, in democratic systems, is a very slow process.

Abstract:
Credit where credit is due: At 229 pages, Matthew Yglesias has written the world's longest blog post. The first of a generation of journalists who came to prominence through their personal weblogs, Yglesias now blogs professionally for the Center for American Progress. Heads in the Sand has all the virtues and flaws of the medium Yglesias helped pioneer. It tends toward bite-sized arguments and pith over substance, which leaves some of the chapters with a stapled-together feel. Heads in the Sand gives the impression of a Web journal read straight through, with an extremely thin set of foot-notes substituting for links. Nevertheless, the book is by and large excellent. It is full of wit and erudition, stringing together a series of incisive arguments about politics and foreign policy.

The Liechtenstein Institute on Self-Determination (LISD) at Princeton University's Woodrow Wilson School of Public and International Affairs convened a review conference under the theme, “A New Vision for Afghanistan: By Afghans, with Afghans, for Afghans and Afghanistan,” on September 4-7, 2008 on the Petersberg/Bonn, Germany. This was the tenth LISD-sponsored colloquium on Afghanistan since 2001. The meeting was funded in part by the Carnegie Corporation of New York, the Government of the Principality of Liechtenstein, and the Stiftung fuer Selbstbestimmung und Internationale Beziehungen, in Vaduz, Liechtenstein.
