Abstract:
Welcome to International Affairs Forum's fourth special publication. We are once again delighted to be able to offer our readers a diverse collection of views, and I hope everyone will find something of interest. I think this publication stands out not only because of the quality of contributors, who have been generous enough to give up their valuable time over such a busy period, but also the range of subjects and geographical reach—we have contributors based on four continents and from nine countries covering everything from defense policy through Brand America and U.S.-India relations. I don't wish to add anything to the enormous amount of ink spilled over the historic nature of the recent election, except to say that whatever one's views of the past eight years—and this publication contains a full range of them—living in Tokyo has demonstrated to me time and again that although this is the Asian century, the world's eyes have been, and still are, very much on the United States of America and what Barack Obama will do in office.

Abstract:
As the North Atlantic Treaty Organization celebrates its 60th birthday, there are mounting signs of trouble within the alliance and reasons to doubt the organization's relevance regarding the foreign policy challenges of the 21st century. Several developments contribute to those doubts. Although NATO has added numerous new members during the past decade, most of them possess minuscule military capabilities. Some of them also have murky political systems and contentious relations with neighboring states, including (and most troubling) a nuclear-armed Russia. Thus, NATO's new members are weak, vulnerable, and provocative—an especially dangerous combination for the United States in its role as NATO's leader.

Abstract:
A spreading Islamic insurgency engulfs the amorphous and ungoverned border between Afghanistan and Pakistan. After initial victories by the United States and the Northern Alliance in autumn 2001, hundreds of Taliban and al Qaeda fighters fled Afghanistan to seek refuge across the border in Pakistan's rugged northwest. Since 2007, the number of ambushes, militant offensives, and targeted assassinations has risen sharply across Afghanistan, while suicide bombers and pro-Taliban insurgents sweep through settled areas of Pakistan at an alarming pace. For better and for worse, Pakistan will remain the fulcrum of U.S. policy in the region—its leaders continue to provide vital counterterrorism cooperation and have received close to $20 billion in assistance from the United States, yet elements associated with its national intelligence agency, Inter-Services Intelligence, covertly assist militant proxy groups destabilizing the region

1534. Indian Involvement in Afghanistan: Stepping Stone or Stumbling Block to Regional Hegemony?

Abstract:
Due to its geo-strategic location between the Central Asian, South Asian, and Middle Eastern security complexes, Afghanistan is often defined as an insulator state, and sometimes also as a connector. This in-between position has led to constant instability: ever since the creation of the Durrani Empire, the country has suffered from internal power struggles as well as outside interference. External attempts to control Afghanistan have nonetheless proven extremely difficult. This also holds true for the current conflict management efforts of the US-led coalition. But what could the alternatives be? This paper seeks to explore the prospect of regional security cooperation as a path towards stability for Afghanistan. Although the academic debate has thus far not considered Afghanistan as a primarily South Asian country, I will focus on the South Asian subsystem for three reasons: Firstly, current security matters in Afghanistan are highly connected to the situation in Pakistan. Secondly, with its accession to the South Asian Association for Regional Cooperation (SAARC), Afghanistan has shown an interest in establishing stronger ties with South Asia. Thirdly, India as a rising regional power is the only country in the region that might possess the capabilities, the willingness, and the legitimacy for a long-term engagement in Afghan security.

In the face of daunting domestic needs, the Obama Administration has launched an ambitious foreign policy agenda, recognizing, as the President has said, that the challenges of our time will not wait for sequencing. His agenda is supported by a robust request for international affairs resources, reflecting the Administration's commitment to strengthen diplomatic and assistance tools to address challenges that impact the security of the United States. The request lays the foundation for a tenet of this Administration's foreign policy—that diplomacy and development return to the fore.

1537. Between Crises and Cooperation: The Future of Turkish-Israeli Relations

Abstract:
This essay analyzes the relationship between Turkey and Israel against the background of the AKP ascent to power in Turkey in 2002 and the invasion of Iraq in 2003. It argues that notwithstanding the sea changes that occurred in the region following the invasion, as well as the far-reaching changes in Turkey's foreign policy, both states still have vested interests in maintaining their close relationship, even at times of crisis. One of the most important explanations for their relations' longevity is that the two states have no serious problems on the bilateral level, while their strategic, economic and societal common interests have been strong enough to weather crises. The paper also explores the implications for the future of the Turkish-Israeli relationship of Turkey's policy during Israel's operations against Hamas in Gaza.

Abstract:
Nicolas Sarkozy's election as France's president in May 2007 has marked a rhetorical change in the foreign policy of Paris and has made the French presidency much more dynamic. Sarkozy has led many international initiatives and increased France's presence in international and Middle Eastern arenas. Despite all these developments, however, France's Middle-Eastern policy has been characterized by a large degree of continuity since Sarkozy has embraced traditional French perceptions and agenda concerning the Middle East. Thus, he has continued France's so-called 'Arab policy', and mainly pursued past policies on key regional issues such as the Israeli-Arab conflict. Consequently, Sarkozy's declarations concerning the changing nature of French policy do not seem fully compatible with reality. So far there has also been a gap between France's optimistic assessment of the results of its Middle Eastern policy versus the less impressive outcomes on the ground.
