Abstract:
Barack Obama's critics argue that he is a naïve believer in global governance. This is mistaken. When it comes to multilateral diplomacy, the President has proved to be a pragmatist and – suitably for a man with a reputation as a 'calculating' poker player, according to a 2008 article in The New Yorker – ready to gamble. In the last year, he has taken a bet that the US can lead a radical reorientation of international cooperation. This is based on three assumptions.

1402. The State of the Humanitarian System

Abstract:
This report, commissioned under ALNAP's Humanitarian Performance Project, aims to provide a system-level mapping and assessment of international humanitarian assistance. To this end, the report 1) defines key criteria for assessing system performance and progress, 2) assesses the system's performance over the past two years against these criteria, 3) presents new, previously unavailable descriptive statistics and 4) highlights some new initiatives in policy and practice. The research team synthesised the findings of roughly 500 global survey responses, 100 recent evaluations, 89 interviews, staffing and budget information of over 200 aid organisations and a financial analysis of global humanitarian aid flows. The resulting report represents a pilot effort to broadly assess the 'state of the system' with the intent, if it is found useful, to repeat the exercise once every two years.

Despite extensive and ongoing debate about economic sanctions, policy makers disagree about their effectiveness. This is to some extent surprising given the frequency and ceremony with which states sanction each other to achieve their policy goals. Analytically, this confusion is understandable; the multitude of factors that influence the outcome of a conflict involving sanctions confounds the task of evaluating the impact of sanctions.

1404. The Italian Foreign Ministry on the way of reform

Abstract:
The Italian government recently approved a reform of the Ministry of Foreign Affairs (MFA) which should take effect by the summer of this year . By bringing the structure of the MFA into line with those of Italy's principal European partners, the reform envisages: A reduction from 13 to 8 in the number of Directorates General (DGs). These will no longer be divided by geographical region but by main subject area; The creation of a stable, structured relationship between the MFA and the Ministry for Economic and Financial Affairs (MEF); The creation of “ambassador-managers” who will be called to manage the budgets of Italy's missions abroad in an increasingly autonomous and entrepreneurial manner.

Abstract:
The article refutes the often-heard argument that Ankara's recent 'activism' in the Middle East indicates that Turkey is 'drifting away from the West'. Turkey's improving relations with its neighbors (not only in the Middle East), are mainly a result of the end of the Cold War and of domestic developments which have 'unlocked' Turkey, transforming it into a more open and democratic country with an even greater stake in EU membership. At the same time, the many international and domestic changes that have occurred since Turkey was granted candidate status call for a 're-foundation' of the Turkey-EU relationship. Lacking the latter, the future of Turkey-EU relations will indeed remain uncertain.

Abstract:
During the last five years, and more specifically since the US invasion of Irak, different Sunni policy makers and religious actors have ventilated their concern for what they see as the rise of Shiite Islam. Although the condemnation of Shiism by more rigorous currents such as Wahhabism is hardly new, recently different governments in the Middle East have taken concrete measures against Shiite actors. The same 'Cold War scenario' the region witnessed immediately after the Iranian Revolution seems to appear again, making Arab Sunni voices reverberate up to Western policy makers, who start to worry themselves about the role of Iran and its allies. In this paper we will try to give an evaluation of this alleged shift in the Sunni-Shi`a power balance, and point out the possible consequences for Belgium and the EU emanating from this controversy.

Abstract:
When Congress returns from its summer recess after Labor Day, the Department of Defense will provide informal notification of the U.S. intention to sell up to $60 billion in military equipment to Saudi Arabia. The likely deal is part of a U.S. commitment predating the Obama administration to strengthen regional allies in the face of a growing threat from Iran. For the Saudis, the transaction represents a clear return to considering the United States as its principal arms supplier, a position the Americans risked losing to France as recently as 2006.

It is important to recall that the Gaza incident had the unintended consequence of wiping from the headlines much discussion about the U.S. decision to accede to the final resolution of the Nuclear Nonproliferation Treaty (NPT) review conference. Indeed, if Gaza had not occurred, there would be much more intense focus on how the decision to acquiesce in a deeply flawed NPT document gave clarity to the administration's priorities.

The North Korean attack on June 25, 1950 probably could have been avoided had the United States made a greater effort to signal a readiness to resist it by force. The United States failed to engage in such an effort due to strategic considerations, bureaucratic and domestic politics, and the decision-making model employed by President Harry S Truman, in which the commander-in-chief was relatively disengaged on foreign policy issues until the point of crisis was reached.
