1321. Swimming in murky waters: Challenges in developing the EU's external representation

Abstract:
In the area of external affairs, the Treaty of Lisbon has introduced a number of innovations into the functioning of the European Union. The initial phase of these innovations was in 2010 when two parallel processes took place. First, the set-up of the European External Action Service (EEAS) was negotiated and subsequently implemented. Second, a number of developments have taken place in the sphere of the EU's external representation. Soon after December 2009, when the new treaty entered into force, it became clear that it was wide open to interpretation. Since most actors continued to interpret the treaty provisions in their favour, the EU had to engage in difficult negotiations on several occasions. In fact, the new treaty impacts not only EU relations with third states and within international organizations, it also has a significant impact on the member states' relations with third states as well as on their representation within international organizations.

Abstract:
This work will try to analyse China's naval policy off the Somali coast. The main contribution this work will attempt to make is to offer evidence concerning whether China's anti-pirating policies in the Gulf of Aden are more for the benefit of the international community, China's own strategic interest (a political economy outlook), or diplomatic growth. This work may be important as it could contribute to our understanding of China's current foreign policy to a slightly better degree. This will be attempted in the first instance by analysing the literature concerning China's humanitarian policies in Africa to establish a sense of the literature on this subject. In the second instance, we will examine the official foreign policy stance provided to the international community by the current administration in China. And finally, in the third instance, we will comparatively analyse if the policy statement is logically compatible with the extant literature. The analytical structure used to do so is Charmaz's (2006) grounded theory methodology. This study shows that China's foreign naval policy off the coast of Somalia is probably a mix of humanitarian, economic, and international diplomatic goals.

When Julius Caesar crossed the Rubicon River in 49 B.C., he broke an ancient law forbidding any general to enter Italy with an army-thus making war with Rome inevitable. Ever since, "crossing the Rubicon" has come to symbolize a point of no return, when the time for deliberation is over and action is at hand. When decisionmakers cross the Rubicon, or stop debating which of several options to pursue and start implementing a chosen policy, the psychological effects can shape the political world in powerful ways-including the outbreak of war.

JEFFREY H. MICHAELS examines several of the analytical and practical problems of U.S. presidential foreign policy doctrines by looking specifically at the Eisenhower and Carter doctrines. He concludes that presidential doctrines are usually overrated as new statements of principle, and that the elevation of a presidential statement into doctrine can have unintended consequences.

1326. Reconstruction Zones in Afghanistan and Haiti

Abstract:
The longest war and one of the largest relief efforts in U.S. history- in Afghanistan and Haiti, respectively-are testing the cost-effectiveness of U.S. foreign assistance in conflictravaged or disaster-torn countries. U.S.-led economic reconstruction in both countries is clearly off track and becoming increasingly costly and unpopular-both at home and in the respective countries. Reconstruction zones (RZs), consisting of two distinct but linked areas to ensure synergies between them-a local-production reconstruction zone (LRZ) producing for local consumption and an export-oriented reconstruction zone (ERZ) producing exclusively for export- could be used to replace the fragmented way aid is provided to these countries with an integrated strategy for economic reconstruction. With an appropriate legal and regulatory framework, ERZs-operating as free-trade zones- could create appropriate links to the national economy as well as positive externalities or spillovers. Such a framework would avoid the problems created by these zones operating as enclaves in Haiti in the past. By targeting aid to provide adequate infrastructure and services within the RZs at a manageable scale, countries could jump-start their productive sectors and create jobs and entrepreneurship in agriculture, light manufacturing, and services, both for domestic consumption and for exports. By creating dynamic and inclusive growth, RZs could help countries stand on their own feet, consolidate peace, and overcome the unsustainable aid dependency to which they have grown accustomed.

Nothing is perhaps more fundamental to EU foreign policy than the imperative of defining a common agenda with the US. Unfortunately, however, in Europe relations with the United States are marked by ideological divergences or antagonisms which are largely a legacy of the Cold War era. But such a rift is clearly dysfunctional in a polycentric world, which is no longer characterised by a bipolar world order, but by the need to define much larger coalitions, across ideological divides, than just the Euro-American one.

1328. Korean Futures: Challenges to U.S. Diplomacy of North Korean Regime Collapse

Abstract:
There is no shortage of plausible scenarios describing North Korean regime collapse or how the United States and North Korea's neighbors might respond to such a challenge. Yet comparatively little attention has been paid to the strategic considerations that may shape the responses of the United States, the Republic of Korea (ROK), Japan, China, and Russia to a North Korean crisis. These states are most likely to take action of some kind in the event the North Korean regime collapses. For the ROK (South Korea), North Korean regime collapse presents the opportunity for Korean reunification. For the other states, the outcome in North Korea will affect their influence on the peninsula and their relative weight in Asia. This study identifies the interests and objectives of these principal state actors with respect to the Korean Peninsula. Applying their interests and objectives to a generic scenario of North Korean regime collapse, the study considers possible policies that the principal state actors might use to cope with such a crisis.

Abstract:
Since 2006, when Mexican president Felipe Calderon declared war on the drug cartels, there has been a rise in the number of Mexican nationals seeking political asylum in the United States to escape the ongoing drug cartel violence in their home country. Political asylum cases in general are claimed by those who are targeted for their political beliefs or ethnicity in countries that are repressive or failing. Mexico is neither. Nonetheless, if the health of the Mexican state declines because criminal violence continues, increases, or spreads, U.S. communities will feel an even greater burden on their systems of public safety and public health from “narco refugees.” Given the ever-increas¬ing brutality of the cartels, the question is whether and how the United States Government should begin to prepare for what could be a new wave of migrants coming from Mexico.
