- During the 9th century, Arab traders regularly plied lucrative maritime routes that connected the Persian Gulf to southern China by way of the Indian Ocean. This commercial activity, which mostly involved jade, silk, and other luxury goods, went on for centuries and became part of what is now known as the Silk Road. In some ways, the world is now witnessing a restoration of that ancient trading relationship between two civilizations—except that oil and consumer goods have replaced jade and silk.

- Abstract:
- In 2009, Korea and the European Union (EU) signed a free trade agreement. Using a traditional list of state goals in foreign policy–national security, economic growth, prestige-seeking, and values-promotion–I examine the prospects for cooperation and integration in the future. I find that deeper engagement is unlikely. Most importantly, neither side is relevant to the basic security issues of the other. Specifically, the EU cannot assist Korea in its acute security dilemma, and 'sovereigntist' Korea does not share EU preferences for soft power, regionalization, and multilateral collective security. However, Korea is likely to pursue the relationship for cost-free prestige-taking. And the EU will under-stand this 'Asian bridge'as a success for the promotion of liberal-democratic values in a non-European context. Pro-regionalist elites, most notably the 'eureaucracy', may pursue 'inter-regional'ties for internal institutional reasons, but deep Korean attachment to the Westphalian state model will likely stymie such efforts.

- NATO is often described as the most successful military alliance in history. In addition to longevity, those characterizing NATO this way are usually thinking of the Alliance's role in protecting freedom and guaranteeing peace in Europe against a hostile Soviet Union, right until the Iron Curtain fell. NATO's role in ending ethnic cleansing in the Balkans, and in helping to re-integrate Central and Eastern Europe into the mainstream of Europe, only added to this positive image of the Alliance.

1126. The Kenyan Military Intervention in Somalia

- The decision in October 2011 to deploy thousands of troops in Somalia's Juba Valley to wage war on Al-Shabaab is the biggest security gamble Kenya has taken since independence, a radical departure for a country that has never sent its soldiers abroad to fight. Operation Linda Nchi (Protect the Country) was given the go-ahead with what has shown itself to be inadequate political, diplomatic and military preparation; the potential for getting bogged down is high; the risks of an Al-Shabaab retaliatory terror campaign are real; and the prospects for a viable, extremist- free and stable polity emerging in the Juba Valley are slim. The government is unlikely to heed any calls for a troop pullout: it has invested too much, and pride is at stake. Financial and logistical pressures will ease once its force becomes part of the African Union (AU) mission in Somalia (AMISOM). But it should avoid prolonged “occupation” of southern Somalia, lest it turn local Somali opinion against the intervention and galvanise an armed resistance that could be co-opted by Al-Shabaab, much as happened to Ethiopia during its 2006-2009 intervention.

- The first anniversary of the European External Action Service (EEAS) finds the European Union (EU) in the midst of an economic, financial, and identity crisis that has aggravated the ongoing decline in Europe's stature on the global scene as new political and economic actors emerge. The new diplomatic service provides the EU with an opportunity to address its shortcomings in foreign policy by bringing greater coherence to external policy making; by enhancing consistency across EU instruments; and by adopting a more comprehensive and strategic approach to global challenges.

1128. Is There a "Chinese School" of IR?

- Research on Chinese International Relations (IR) theory has produced a variety of discourses, including post-positivist analyses, contributions by area specialists and China watchers, and articles by Chinese IR scholars. These strands, however, hardly overlap or communicate with each other. To close the gap between “the self-reflection of the core” (“Western” IR) (Waever/Tickner 2009: 3) and “the periphery's revolt against [“Western”] IR” paradigms (ibid.), it is necessary to view China (and other non-“Western” regions) as more than simply a playground for theory testing. This paper thus goes beyond the metatheoretical debate about the possibility of non-“Western” IR. It argues that even though the IR debates in China are heavily influenced by the trends of “Western” IR Studies, the claim regarding the establishment of a “Chinese school of IR” is not a hollow slogan. Indigenous frameworks are already under construction.

1129. Rising Tensions in the Eastern Mediterranean: Implications for Turkish Foreign Policy

- Over the last few years, the Eastern Mediterranean has been increasingly fraught with growing competition between regional players, most notably Turkey, Cyprus, and Israel, signalling an apparent return of power politics in regional relations. Of all actors involved, Turkey stands out for being both an ever more influential power and a source of serious concern to other countries in the region due to its greater assertiveness and perceived hegemonic ambitions. Against the backdrop of recent regional developments and their international implications, including the dispute over drilling rights off Cyprus' coasts, Turkey's image as a constructive and dialogue-oriented country, a critical achievement pursued by a generation of Turkish politicians, diplomats and officials, risks being replaced by one of an antagonistic/assertive power. Facing the first serious challenge to its claim to embody a benign model as a secular Muslim democracy and a responsible international actor, Turkey should not indulge in emotional reactions. It should opt instead for a more moderate and balanced approach based on the assumption that only cooperation and constructive dialogue, even with rival countries, can help it realize its ambition of being the regional pivot.

- The Arab Spring has reinvigorated discussions about strengthening the EU's democratisation efforts. In this context, one may consider whether India could be an attractive partner for the EU in democracy promotion in Asia and elsewhere. It is not only the world's largest democracy but also a “strategic partner” of the EU, and it is willing to strengthen cooperation on regional and global levels. Shared values and adherence to democracy were seen as natural common ground for closer cooperation since the EU and India took on strategic cooperation in 2000. As early as the second EU–India Summit in 2001, both sides agreed to “step up efforts to promote democracy and to address human-rights issues at the international and bilateral levels”. In 2003, they reiterated their commitment to “work together to promote pluralistic democracy in the world by laying special emphasis on democratic policies and practice“. A special section on “Democracy and Human Rights” was included in a major document on a strategic partnership signed in 2005 in which both sides committed to “look together for possible synergies and initiatives to promote human rights and democracy”.Since then, however, democratisation has been silenced from the ongoing dialogue, and not many examples of the practical implementation of those aims can be found. In fact, democracy seems to have become more often a point of friction between the two than an area for cooperation.
