Abstract:
U.S. grand strategy, the calculated relationship between means and large ends, needs to be developed and implemented in an international legal context because of the nature of U.S. society and values, and the overriding requirement to prevent nuclear war. Since World War II, successive administrations have conceived of U.S. alliances, partnerships, arms control agreements, and international actions more generally as grand strategy. A central component of U.S. success has been creating, leading, and sustaining a minimum world order that all states have come to see as representing their core interests. International law cannot be and has never been far from U.S. policymaking because Americans have believed that it is essential to the maintenance of the minimum world order necessary for peace and the prevention of nuclear war insofar as it is possible to achieve these goals.

Abstract:
The Syrian crisis is dividing the international community like no other Arab uprising has done so far. While the United States and the European Union stand squarely against the Syrian regime, Russia remains a staunch defender of state sovereignty and the Al-Assad regime. There are three main factors that explain this position: Moscow's historical relations with Damascus; Russia's traditional opposition to US presence in the Middle East; and the surge in domestic opposition in Russia itself. This last factor, and the recent evolution of Russian domestic politics, is crucial to grasp Moscow's foreign policy towards Syria and the Middle East, a s well as towards the United States and Europe.

Abstract:
The modern international humanitarian system, defined as much by similarities and shared values as by differences and competition among its members, is being tested like never before. The cumulative effects of population growth, climate change, increased resource scarcity, rising inequalities, economic and geopolitical shifts, the changing nature of violence, and rapid technological developments are presenting the humanitarian system with four broad challenges: an increasing humanitarian caseload; the changing nature of crises; a renewed assertiveness of host states; and finite financial resources.

Abstract:
According to the common idea, "the economic power determines the political power." By this general principle, when we look at the powerful states, we see that these states (countries) have, at the same time, the powerful political effect on the other actors. In this paper, some trade and economic data of Turkey are shown in order to localize its place in the World rankings. By this purpose, this paper argues the fact that Turkey which, being one of the countries belonging G-20, has tried since 1991 to play a big role in its bilateral relations in Caucasia, Central Asia and Middle East (CCAME). However, when the data of international business of Turkey and those of each one of the countries of Central Asia treated in the contents of research are studied, it is seen very clearly that the influence of Turkey in Central Asia is not very dominant or does not create a dominating effect over the economic plan in spite of the existence of the diplomatic effects, visa facilities and the visits based upon the cultural level and mutually testified. Without any doubt, although nobody can deny the existence and the probability of the gradual growth of Turkey's relations in CCAME's countries, Turkey, whose face is turned mainly towards the occident and the large majority of trade made within the European countries,tries to be an influential actor in the determined areas. Naturally, in spite of the celebration of Nawruz with the Turkic World, acting as a Muslim country in Middle East, and accepting the norms of European Union as a European democratic and laicized country in Europe, Turkey presents several identities and makes it a multi-colored actor who can be used in favor of Turkey's interests.

Abstract:
This article examines the Turkish-Armenian relations, its development throughout the history and the situation between those two countries since Recep Tayyip Erdogan became the prime minister of Turkey in 2003 resulting in the change of the Turkish foreign policy. The main focus is on the problems between Turkey and Armenia stemming out from the different view on the happenings in 1915 and the recognition of the so called Armenian genocide. The article analyzes the decision-making of the individuals, the international organizations and the states when it comes to the question of the so called Armenian genocide and the reasons of the decisions made by individuals and states. These decisions are subjected to criticism on the basis of the reality image theory by Ibrahim Canbolat (1993) and the Thomas theorem (1928) as well as other criteria. States are the most important actors in the article because they form the foreign policy and the influence of this particular problem of the decisions of states influences the relations between Turkey and the EU as well as other world powers. Turkey's importance and image are still worsened due to these reasons and unfortunately, it seems that states have no interest in finding the truth.

Abstract:
Turkey's foreign policy toward the Middle East has gone through a radical change over the decades. Earlier periods were marked by almost a complete neglect. However, since Özal, Turkey's interest toward the region has constantly increased. Especially in the last few years of the AKP government, in line with the new foreign policy vision, the Middle East has started to occupy a central place in Turkish foreign policy. In this article, underlying factors of this changing policy and newly envisioned regional role for Turkey will be analyzed. Turkey now pursues a pro-active and multidimensional foreign policy; and the Middle East seems to be the most suitable area for Turkey to implement a successful foreign policy based upon its new parameters.

The article tests the assumption that the deepening integration brought on by the European Union's Treaty of Lisbon should have a palpable effect on the dynamics of EU Member States' action at the United Nations. Building on existing scholarly literature, on interviews with diplomats and staff of the European External Action Service at two UN headquarters locations, as well as on a case study of what is arguably the most universal of multilateral bodies, the UN General Assembly, the article asses the "voice of the EU" on the global multilateral scene. It concludes that, in spite of the abundance of theoretical and practical arguments for increasing the unity of European diplomacy, action in the UNGA does not provide grounds fo an overly hasty departure from a state-centric view of EU foreign policy.

It seems that despite the transformations in world politics in the last two decades, the realist paradigm still continues to provide the main framework for the understanding and explanation of international relations. Tracing its origins to the writings of Thucydides, realism has long been perceived as the cornerstone of the discipline. Dylan Kissane's study, however, emphasizes that the stature that realism has acquired is unfounded. He meticulously goes on to debunk the very foundations of realist thinking – the belief in an anarchic international system, in the awareness that this it merely offers a simplified representation of reality.

Abstract:
This article examines whether the presence of imperial legacies in Central and South-eastern Europe affects their foreign policy stances and public opinion towards Turkish accession to the EU. It first discusses the boundaries of the ideational factors affecting the perception of Turkey, namely the historical legacy of the Ottoman Empire as a European power in Eastern Europe. Secondly, it looks at the ideational factors in how Turkish foreign policy, more specifically Turkey's EU membership, is perceived by Eastern and South-eastern European political elite and public. The author finds that in places where the Ottoman Empire is perceived in more historically distant terms, the more positive or neutral views are of Turkish membership. It concludes with a juxtaposition of Eastern European stances with Turkey's new foreign policy strategies. It recommends that Turkish foreign policy should not neglect advocacy in the western part of the old Ottoman sphere of influence where new EU members lie. These may indeed by transformed into new allies to support Turkey's bid against the opponents among older EU members.

1100. Bangladesh-India Relations: Sheikh Hasina's India-positive Policy Approach

Abstract:
After becoming prime minister for the second time in January 2009, Sheikh Hasina radically overhauled Bangladesh's foreign policy approach toward India and brought Dhaka much closer to New Delhi. Consequently, Bangladesh - India bilateral relationship has improved significantly in the past four years. The intriguing question is, why did Sheikh Hasina adopt an India - positive foreign policy orientation? This paper examines Bangladesh - India relations and provides an in - depth analysis of the sources of Sheikh Hasina's India - positive foreign policy approach. Borrowing from International Relations theoretical literature, the paper looks at three levels - personal, unit/nation, and regional/international - as sources of Hasina government's India policy. It concludes that no particular factor or level is adequate to explain the foreign policy behaviour of the Hasina government. A heuristic approach needs to be adopted to explain various components of Sheikh Hasina's policy approach toward New Delhi.
